Job Description New York State Homes and Community Renewal (HCR) is the State’s affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State. This position is on HCR's Housing Trust Fund Corporation (HTFC). HTFC is a public benefit corporation, and a Civil Service exam is not required for this position. The Office of Resilient Homes and Communities (RHC) was created in 2022 and assumed the portfolio of the Governor’s Office of Storm Recovery’s (GOSR) portfolio of disaster recovery projects. GOSR had been established as a temporary agency in 2013 to coordinate statewide recovery efforts for Superstorm Sandy, Hurricane Irene, and Tropical Storm Lee. GOSR administered approximately $4.4 billion in flexible funding made available by the U.S. Department of Housing & Urban Development. RHC now serves as the lead principal office responsible for the administration of New York State’s climate change adaptation and storm recovery initiatives. POSITION SUMMARY RHC’s Resilient & Ready Programs includes the Rapid Response Program, which makes emergency repairs to damaged homes following qualified storm events, and the Resilient Retrofits Program, which fortifies flood prone homes in advance of a storm event. Both programs are available to low- to moderate-income homeowners and administered through a network of local non-profit housing organizations and local units of government. The Program Manager’s primary responsibility will be to manage the day-to-day operations of these two programs. Additional job duties may include assisting RHC leadership in research and strategy for other RHC programs, current and prospective. The Program Manager will report to the Deputy Director of RHC. DUTIES AND RESPONSIBILITIES: • Prepare award correspondence and grant agreements., • Track and monitor portfolio of grant contracts through award, development, disbursement of funds, compliance, and closeout., • Articulate program rules and regulations to provide advanced direct technical assistance to grantees to promote comprehension of program requirements and processes., • Development manuals and draft written internal and external policies and procedures., • Assist with review and processing of payment requests., • Monitor status of funding available and budgeting among the awards issued., • Analyze data and prepare detail reports on program status, trends and program accomplishments and highlights., • Attend, participate, conduct presentations and/or assist with preparation for community development meetings, conferences, webinars and workshops., • Draft and finalize memos, correspondence, reports, manuals, or other documents as needed., • Provide research and analysis, as needed. Function as a thought-partner to RHC leadership to ensure the continued success of the programs., • Bachelor’s degree and 3 years of relevant experience., • Substitutions: four years of specialized experience or associate degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience., • Ability to establish effective working relationships, • Excellent oral and written communication skills. Job Description Assist the Assistant Director/Accounts Payable on all matters related to the research, maintenance, and implementation of Accounts Payable functions and procedures. Reports to: Assistant Director, Accounts Payable Location: 305 Seventh Ave., New York, NY 10001 Hours: 35 hours, Exempt Salary: $65,500-$73,000 Major Duties: • Responsible for full AP cycle: research, allocate, and record invoices. Obtain approvals and ensure they are completed accurately and efficiently., • Research and resolve a variety of routine internal and external inquiries concerning account status, including communicating the resolution of discrepancies to appropriate parties in a timely manner., • Assist with overseeing and managing scanned invoices within Filebound and monitoring invoices stored by Cityside Archives., • Monitor and run aging reports for the weekly check run. Identify and resolve any issues preventing timely disbursements, including credits., • Assist with reviewing and approving all entries in the department for batch posting., • Liaise with various departments with respect to the approval of invoices and payments., • Assist with setting up new vendors in MIP accounting database., • Negotiate with vendors to receive better terms and avoid finance charges and late fees., • Assist with managing rush requests within the department., • Maintain utility accounts and the rent facilities schedule., • Liaison for the department regarding all inquiries from the Accounts Receivable Department., • Supervise, coach, and develop Accounts Payable Specialists by providing guidance with technical assistance on systems, account codes, and vendor classification. Support staff with complex problem-solving and troubleshooting., • Build relationships with program to meet the needs of the department., • Ensure that the proper financial information is maintained for historical purposes and in accordance with agency policies. This includes invoices, documentation, and W9 files., • Monitor outstanding check request advances, run quarterly reports, and contact Division Directors as needed., • Manage, prepare, mail, and file annual 1099s timely., • High School Diploma or equivalency with five years of experience in Accounts Payable required; Associates Degree in related field preferred., • Two to five years of supervisory experience required., • Excellent leadership skills – ability to foster a cooperative work environment and create teamwork., • Must be able to establish and maintain AP operating procedures and processes and effectively communicate to staff., • Must be proficient in Microsoft Excel, MIP accounting software a plus., • Must have excellent written and verbal communication skills., • Must possess competencies in decision making, staff management, attention to detail and multi-tasking. Must be available Day/Evening Shift or Evening/Overnight Shift Salary Range: Residential Life Supervisor (HS + 5 years exp)$52,000.00$57,000.00 Residential Life Supervisor (BA +3 years exp)$54,000.00$59,000.00 Major Duties: • Recruiting, interviewing, and hiring youth development Counselors and completing and submitting all necessary paperwork in accordance with the hiring process: interview notes, reference checks, PA forms, Etc., • Developing and monitoring staff schedules and Staff coverage to assure compliance with youth: staff ratios, • Training and on boarding of YDC staff to assure proper orientation to the program., • Collaborate with others in the develop of program policies and procedures such as incident reporting, awol reporting, program manual, achievement system, Staff task sheets, visitation policy, Supervision of youth, anti-bullying, return from AWOL policy, staff dress-code etc., • Serve as leaders in therapeutic crisis intervention and further one's certification by becoming TCI trainers and maintain certification by attending on-going Cornell University trainings., • Responsible for taking all program Staff (YDC, social workers, admin, receptionist, nurses, etc) on TCI - full weeklong and refresher trainings., • Conducting mediation between staff members when issues professional issues arise impacting team members (same with youth mediation if necessary), • Manage and distribute finance/money for youth needs, recreation, and submit check-Requests for program needs while managing budget considerations., • Provide weekly supervisor of YDC- both formal 1:1 and also in-Vivo Through observation., • Develop in-service professional development geared towards YDC and deliver through team meetings., • Respond to incidents by facilitating debriefings, assuring appropriate follow-up responses and updating Incident reports with appropriate information., • Interview staff and youth should there be reason to 'investigate a matter'. Take copious notes and share finding with additional leaders of the program. RLS judgment, information and expertise plays a role in determining disciplinary action and even discharge., • RLS are responsible for meeting with YDC staff to enforce the above., • RLS are on-call to assure 24/7 coverage and are responsible for being the Admin on duty in the absence of coordinator or director.
