The Housing Programs Supervisor is responsible for supervising between 5 and 10 front line team members, which includes Housing Specialists and Administrative Support personnel who work on the interventions that HOM administers on behalf of our community partners. HOM contracts with various community partners for the administration and program operations of Permanent Supportive Housing (PSH) and Rapid Re-Housing (RRH). The Housing Programs Supervisor’s core responsibilities are oversight of housing program operations, cohesive team building and supervision, and participation on the Management Team. The Housing Programs Supervisor reports directly to a Director of Housing Programs. The Housing Programs Supervisor is an exempt position with a classification of “Executive.” Program Operations/Oversight • Oversee and audit program activities to ensure consistent, accurate, and compliant program operations., • Monitor Housing Specialists' data entry and participant file maintenance, including evaluation of initial and annual income eligibility determination, client rent calculations, execution of program contract documents, voucher status, and program terminations., • Ensure and monitor timely completion of annual re-examinations in accordance with program rules/regulations., • Coordinate with the Training Coordinator in development of training needs and ensure compliance with contractual training requirements., • Ensure relationships with program participants, case managers, landlords, and partners meet HOM customer service standards., • Work collaboratively in the maintenance and improvement of relations with the landlord community through periodic contact via phone, written correspondence, and in-person visits to properties., • Resolve elevated concerns from clients, landlords, and case management, as necessary., • Ensure the accurate delivery of program briefing information by Housing Specialists., • Coordinate with Landlord Support Supervisor to ensure compliance with program requirements for annual lease renewal, execution of program documents and contracts., • Generate, evaluate, and analyze reports from housing software platforms for program evaluation., • Assist with clinical case conferences related to housing stability issues, as necessary., • Provide advocacy for program participants in the community., • Mainstream Program: work cohesively and collaboratively with CPO or Director to complete bi-annual SEMAP audit and scoring as required by HUD., • CLP Program: manage inventory and vacancy reports in collaboration with program partners. Team Supervision and Development • Model, encourage, and reinforce company culture and values., • Engage, train, and develop team members using traditional and innovative team-building techniques., • Ensure team member success through regularly held employee-driven one-to-one meetings., • Assist team members with professional development by guiding team members in obtaining professional certifications, changes in program rules and regulations, and staying informed of current industry trends., • Facilitate monthly team meetings to disseminate information in support of Leadership vision., • Provide ongoing praise and constructive feedback as appropriate., • Encourage team members to suggest improvements in program, process, or implementation., • Conduct comprehensive training sessions for any new team members. Leadership Team Participation • Participate in management meetings and trainings as led by Senior Leadership Team., • Report on the area of responsibility via written reporting at monthly management meetings., • Engage in company vision and support objectives and key results. Administrative Duties • Assist with recruiting, hiring, and termination of Housing Program staff., • Provide recommendations for continued development of personnel policies., • Liaise with community partners and resolve service concerns, as necessary., • Cultivate relationships with housing service agencies, social service agencies, and industry organizations., • Stay current on industry trends and housing program regulation changes., • Provide support and assist with coverage for Housing Specialists as needed to ensure the highest level of customer service, including adequate team coverage for extended vacations/absences. Requirements: Essential Skills: • Proficiency in Microsoft Office 365 applications including SharePoint, OneDrive, Teams, Planner, Outlook, Word, Excel, etc., • Strong organizational skills with aptitude for project management of multiple concurrent projects., • Working knowledge of Emotional Intelligence (EQ) and its application in a team environment., • Proficient in Team Management and Motivation., • Experience in overcoming Compassion Fatigue., • Knowledgeable of AZ Residential Landlord & Tenant Act., • Ability to maintain professional interactions with team members, community organizations, and partner organizations via written, verbal and in-person communications., • Excellent interpersonal and communication skills., • Strong sense of ownership of work processes and outcomes., • Proven ability to work well with diverse personalities., • Ability to think strategically and tactically to accomplish goals., • Problem-solving skills and ability to adapt to unexpected challenges within a team. Education and Training Requirements • Demonstrated dedication to the principles of "Housing First" aimed at ending homelessness., • Proven experience in leading teams in a supervisory or management role, showcasing effective leadership skills., • Possession of industry certifications or the ability to obtain them within one year of hire., • Associates and/or bachelor’s degree preferred.
