You are not stepping into a polished system — you are helping to build it. WHY THIS JOB MATTERS Leadership in East Harris County is not limited by talent or commitment. It is limited by fragmentation. Residents, nonprofit leaders, parents, and civic actors encounter leadership development as isolated training, short-term programs, or one-off opportunities rather than coordinated pathways that lead to real influence, governance, and long-term impact. Without a unifying leadership system: * Emerging leaders must self-navigate disconnected opportunities * Nonprofits lack a reliable pipeline of prepared leaders and board members * Civic engagement remains episodic instead of sustained * Leadership talent fails to translate into institutional and civic power The Regional Director – Leadership & Development exists to solve this problem. This role designs, builds, and scales the regional leadership engine, creating clear pipelines, aligning institutions, and delivering measurable leadership and civic outcomes for the region. This is a systems leadership seat, not a facilitation, training, or subject-matter-expert role. PROGRAM SCALE & FINANCIAL SCOPE The Leadership & Development portfolio you design and lead is expected to scale to $750,000–$1,000,000 annually by Year 3 through the systems, partnerships, and funding strategies you architect. WHAT YOU’LL BE RESPONSIBLE FOR1. System Design & Strategy * Design and launch a 3-year Leadership & Development Framework adopted by leadership within 12 months * Integrate resident leadership, nonprofit capacity building, early childhood leadership, and civic engagement into one cohesive regional system * Build standardized leadership pipelines (not programs) with clear entry points, progression milestones, and placement outcomes * Define shared success metrics, KPIs, and operating definitions across programs and partners * Develop SOPs, dashboards, and reporting rhythms with live data visibility * Recommend and implement the optimal mix of direct delivery vs. partner-led models with the Executive Leadership Team 2. Execution & Operations * Lead a multi-project Leadership & Development portfolio serving at least 1,000 leaders annually * Manage staff with clarity, coaching, and accountability while maintaining strong retention * Use project management tools (Monday.com, HubSpot) to ensure 100% of initiatives are tracked, owned, and progressing * Maintain a weekly execution cadence that drives pace and follow-through * Ensure initiatives are completed on time, on scope, and tied to outcomes 3. Partnerships & Ecosystem Leadership * Build and steward relationships with nonprofits, school systems, civic institutions, and community leaders * Maintain at least 20 active ecosystem partners * Convene partners and working groups around shared leadership and civic outcomes * Formalize collaboration through MOUs and shared accountability structures * Broker solutions across partners to reduce duplication and strengthen leadership pipelines 4. Data & Impact * Build measurement systems that track leadership participation, progression, and placement * Maintain ≥90% data completeness across systems * Publish quarterly dashboards and impact reports on schedule * Use data to drive continuous improvement — not to justify activity 5. You will lead systems — not deliver training. WHAT SUCCESS LOOKS LIKE (30 / 60 / 90 DAYS)First 30 Days * Build a deep understanding of EHCEC’s backbone model, tools, and leadership philosophy * Assess existing leadership programs, cohorts, partnerships, and data systems * Build trust and role clarity with direct reports and cross-functional partners * Establish execution cadence, dashboards, and ownership norms for the portfolio First 60 Days * Draft the Leadership & Development Framework outlining pipelines, outcomes, and KPIs * Identify priority system gaps, duplication, and quick wins across leadership initiatives * Begin formalizing partner roles, pipeline stages, and leadership placement pathways * Align staffing, project plans, and budgets to the emerging framework First 90 Days * Launch initial integrated leadership pipelines across at least two tracks (e.g., resident and nonprofit) * Stand up dashboards and reporting with live leadership progression data * Execute first partner and civic convenings aligned to shared leadership outcomes * Demonstrate early momentum in participation, completion, and leadership readiness indicators What We Offer We know that great work comes from happy, supported employees.
