Job DescriptionHOUSING AUTHORITY OF THE CITY OF CAMDEN JOB DESCRIPTION POSITION TITLE: Chief Financial Officer DEPARTMENT: Finance REPORTS TO: Executive Director Employment Status: Regular Full-time 40 hours per week Union Status: Non-Union FLSA Status: Exempt SUMMARY: Under the supervision of the Executive Director, the Chief Financial Officer must possess the ability to oversee and direct the Housing Authority of the City of Camden’s (HACC) Finance Department. Providing overall leadership and management for financial and other assigned functions of the Authority. Performs highly responsible financial work in developing, implementing, and coordinating an effective financial management system for the Authority, which includes strategic planning and accountability for fiscal and managerial results, Agency-wide budget, auditing, resource management, and financial management functions, and management of the Authority’s procurement operations. This position requires experience in budget preparation, accounting, financial analysis, managerial financial reporting, cost-benefit analysis, and auditing, as mandated and regulated by State and Federal government. Provides strategic leadership for the organization’s financial management functions, including budgeting, accounting, financial analysis, reporting, auditing, and cost-benefit evaluation. Ensures alignment with operational plans and promotes fiscal efficiency and accountability. Leads the development and implementation of financial policies, procedures, and systems that strengthen financial oversight and provide senior leadership with reliable financial intelligence for decision-making at HACC. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following but are not limited to the job specifications contained herein. Additional duties or job functions that can be performed safely may be required as deemed necessary by supervisory personnel. • Analyzes departmental budget requests and evaluates the fiscal impact of proposed salary and expenditure changes., • Ensures timely financial and statistical reports for the use of management and the Board of Commissioners (BOC), • Reviews requisitions, vouchers, and related documentation to ensure proper authorization and appropriate expenditure of funds; conducts follow-up on questioned items., • Authorizes and oversees the disbursement and collection of municipal funds in accordance with established policies and procedures., • Directs and coordinates the preparation and administration of the municipal budget and reviews budget practices to enhance the effectiveness and accuracy of financial planning documents., • Ensures departmental quality control and compliance with contractual obligations, applicable laws, regulations, and financial policies., • Assigns, supervises, and evaluates the work of subordinate personnel., • Compiles financial statements, statistical reports, and related documentation utilizing available financial data., • Directs the preparation of annual financial statements and other reports required by federal, state, or local law, regulation, or contractual agreement., • Conducts periodic studies and evaluations to assess the effectiveness of financial controls and accounting procedures., • Directs and oversees activities related to the establishment and maintenance of a uniform system of accounts and accounting procedures., • Develops, maintains, and monitors the municipal accounting system to ensure accurate financial reporting and recordkeeping., • Prepares annual and supplemental debt statements in compliance with federal and state statutes, local bond laws, and municipal ordinances., • Administers municipal debt issuance activities, including the preparation of financial and statistical data and official statements for bond and bond anticipation note sales., • Prepares resolutions authorizing transfers of funds between accounts and prepares amendments to the municipal budget as required., • Collaborates with finance office staff to develop, revise, and implement financial and operational procedures, including electronic payment systems and invoice processing protocols., • Performs ongoing analysis and monitoring of financial accounts to ensure fiscal integrity and accountability., • Utilizes computer systems and software applications, including data entry and Microsoft Office programs, to perform assigned duties., • Performs related duties as assigned by the Executive DirectorPERFORMANCE GOALS:, • All financial reports and budgets are submitted in a timely fashion., • The number of audit findings in the Authority's annual audit is low. Any audit findings are immediately and successfully resolved., • A system to control and/or reduce costs has been developed and implemented Authority-wide and across all programs, including energy and utility consumption., • The HACC receives a passing score in each of the six (6) ratios used to determine the financial health of a PHA under PHAS., • The HACC has a five-year capital plan for each property that is reflective of the specific needs of each site and the results of the most recent Physical Needs Assessment., • The HACC's Capital Fund Program receives a top score under PHAS Indicator 3, Management Operations and is successfully meeting all obligation and expenditure deadlines., • The HACC complies with all local, state, and federal procurement regulations and the HACC's Procurement Policy., • Ensures that the HACC's computer system functions effectively, provides all needed monthly management and performance reports, and reports data into PIC for both the public housing and voucher programs., • Prepares comprehensive monthly reports on the activities of the Finance Department., • Completes 100% of annual, written performance evaluations on assigned staff and ensures that all finance department performance is evaluated on an annual basis. KNOWLEDGE AND JOB REQUIREMENTS: • Thorough knowledge of applicable federal (HUD), state, and local laws and regulations relating to public housing authorities and the Housing Authority’s operating policies and procedures as they pertain to the position., • Knowledge of the principles, methods, and practices of governmental budgeting, accounting, auditing, financial management, program evaluation, and financial reporting., • Comprehensive knowledge of modern principles, GAAP, budgeting, financing, loans, mortgages, and financial reporting and cost allocations., • Thorough knowledge of the relationship between the Authority and federal, state and local jurisdictions and their abilities to provide funds or other support to the Authority; accounting control requirements; and auditing principles and procedures., • Thorough knowledge of applicable federal (HUD), state, and local laws and regulations pertaining to public housing authorities and the Housing Authority’s operating policies and procedures as they pertain to the position., • Knowledge of applicable federal, state, and local laws, rules, and regulations governing public finance, accounting systems, and financial recordkeeping., • Knowledge of modern governmental budgeting practices and financial management techniques., • Ability to plan, organize, direct, and coordinate complex financial and budgeting activities., • Ability to develop, implement, and evaluate financial policies, procedures, and management systems., • Ability to analyze financial data and apply sound judgment in resolving financial and administrative issues., • Ability to prepare clear, accurate, and comprehensive financial reports, analyses, and recommendations., • Ability to establish and maintain effective working relationships with management, staff, public officials, and external stakeholders., • Proficiency in the use of computer systems and standard office software, including Microsoft Office applications (Word, Excel, PowerPoint, Outlook)., • Effective verbal and written communication skills., • Strong organizational and time-management skills, with the ability to meet deadlines and perform duties outside normal business hours when required. Five (5) years of supervisory experience in functional areas of financial management, such as accounting, budgeting, auditing, and financial or fiscal analysis required.
