LSF is looking for a talented System of Care Manager - CORE & Opioid Abatement who wants to make an impact in the lives of others. The schedule for this role is Monday - Friday during business hours. Purpose and Impact: The System of Care (SOC) Manager of CORE and Opioid Settlement Services is responsible for the effective implementation and oversight of Florida's CORE (Coordinated Opioid Response) Network services and management of opioid settlement fund programs, along with related substance use disorder (SUD) services. This position serves as the primary point of contact for contracted network service providers, community agencies, stakeholders, and system partners across the continuum of care related to CORE and opioid settlement initiatives. The role is critical in aligning state initiatives with local service delivery, ensuring integrated care across behavioral health and physical health systems, and maximizing the impact of opioid settlement funds in accordance with state and local priorities. Essential Functions: • Assist the Director of Program Operations with strategic and operational tasks as assigned., • Interpret and administer relevant federal and state rules, regulations, and statutes in accordance with clinical best practices., • Compile and analyze utilization management data to identify trends, inform quality improvement, and guide system-level decision-making., • Develop and implement comprehensive system of care improvement plans to address gaps and barriers to optimal service delivery., • Oversee performance of the CORE system of care across LSF Health Systems’ region., • Identify and implement evidence-based and best practices aligned with CORE and other substance use programs., • Foster collaboration among community stakeholders to leverage existing resources for maximum consumer benefit., • Monitor and ensure contractual compliance among Network Service Providers, addressing non-compliance through technical assistance and corrective action when necessary., • Annually update contracts and scopes of work to reflect changes in Department of Children and Families (DCF) guidance, best practices, and program priorities., • Ensure oversight and execution of the following programmatic areas:, • CORE Network Implementation:, • Manage the integration and expansion of Florida’s CORE model across the LSFHS region., • Coordinate with healthcare providers, first responders, emergency departments, and other partners to build a robust CORE network., • Support access to medication-assisted treatment (MAT), behavioral health services, peer support, and wraparound services within the CORE model framework., • Develop and implement MOUs with CORE partners to improve workflow and collaboration across systems., • Opioid Settlement Program Oversight:, • Direct the allocation, monitoring, and reporting of opioid settlement funds in alignment with state and local requirements., • Engage communities in planning and prioritizing funding strategies to address opioid-related harms., • Ensure transparency and accountability in the use of settlement funds, including performance monitoring and outcomes reporting., • Serve as liaison between community providers, system stakeholders, and LSF Health Systems to ensure effective communication and collaboration., • Provide training and technical assistance on data collection tools, assessments, and reporting instruments., • Establish outcome targets and monitor provider performance against key metrics., • Promote and facilitate cross-agency data sharing according to approved protocols., • Identify gaps in care and collaborate with providers to develop innovative programming based on data trends., • Provide ongoing technical assistance and support to improve provider adherence to contract deliverables and overall program performance., • Address access to care barriers through systems coordination, data surveillance, and engagement of community stakeholders., • Prepare and submit all required reports to LSFHS and the Florida Department of Children and Families., • Participate in strategic planning and advise on regulatory, funding, or policy changes that may impact service delivery., • Represent LSFHS at statewide meetings and conferences relevant to substance use and opioid response., • Ability to remain in a stationary position for extended periods of time while working at a computer or attending meetings., • Frequent use of hands and fingers to operate a computer, telephone, and standard office equipment., • Ability to communicate effectively in person, by phone, and in writing, requiring normal hearing and vision or corrected hearing and vision., • Ability to occasionally move about the office and community locations, including climbing stairs and navigating uneven surfaces as needed., • Ability to transport and carry materials such as laptops, files, and documents weighing up to 20 pounds., • Capacity to travel locally and regionally for meetings, site visits, and community engagement activities., • Ability to manage a flexible schedule that may include occasional evenings or weekends to meet program or community needs., • Work is primarily performed in a standard office environment with occasional exposure to community settings such as clinics, schools, or partner agencies. Education/Experience: • Bachelor’s degree in behavioral health field required. Master’s degree in a behavioral health-related field preferred; licensure preferred., • Minimum two years of experience in a behavioral health or substance use setting., • Strong organizational and time-management skills with ability to meet critical deadlines., • Proven ability to work independently and collaboratively., • Excellent communication skills with experience engaging diverse stakeholders., • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook)., • Strong written communication skills and ability to produce clear, professional reports and documents., • Experience with data-informed decision-making, outcome measurement, and quality improvement processes.
