Now, we get the opportunity to expand this mission in Los Angeles as the centralized financial assistance administrator for Los Angeles Homeless Services Authority's Time Limited Subsidy (TLS) programs. The Housing Specialists manage a caseload of approximately 225 - 250 participants in the Time-Limited Subsidy housing program. Housing Specialists are responsible for the management of each participant’s entire participation in the housing program, including the initial admission and move-in, interim and annual certifications, unit transfers, and program termination. Primary Job Responsibilities Program Support • Maintain constant communication with various stakeholders via telephone, e-mail, in person and utilizing Padmission platforms., • Evaluate and verify participant income, assets, and expenses in accordance with HUD regulations and specific program guidelines., • Calculate utility allowances., • Determine unit gross rent eligibility., • Collaborate with community housing navigators to support housing search and placement activities, as well as property owner engagement and eligibility verification processes., • Prepare Housing Assistance Payment (HAP) Contracts or Rental Assistance Agreements (RAA)., • Accurately calculate the total tenant payment (TTP) and Housing Assistance Payments (HAP) based on verified data., • Process Requests for Tenancy Approval (RFTAs) and ensure timely submission., • Conduct Rent Reasonableness reviews to validate rent levels at the time of RFTA submission., • Complete interim and annual re-certifications to ensure continued program eligibility and compliance., • Coordinate and process unit transfers for program participants., • Advocacy for program participants in the community., • Process and submit participant program terminations to HOM partners for final determination., • Access and utilize secure systems and databases to verify participant information and support eligibility and compliance processes. System Management and Data Integrity • Maintain accurate and organized records in housing program databases such as Padmission Journey., • Upload, review, and manage documentation to ensure files are complete and in compliance with program requirements., • Process updates and changes to records to reflect current eligibility, status, or housing activity., • Monitor data for accuracy and completeness across all system platforms., • Ensure all documentation meets regulatory standards and internal quality assurance guidelines. Requirements: Essential Skills • Demonstrated expertise in housing programs, with the ability to support housing stability through informed, customer-focused service., • Excellent attention to detail and ability to manage high volumes of data and documentation., • Strong organizational skills with the ability to manage multiple projects simultaneously., • Skilled in using and troubleshooting software platforms and providing support to external users., • Clear and professional written and verbal communication skills for engaging with both internal and external stakeholders., • High-level interpersonal skills to collaborate effectively and build relationships with various stakeholders., • Strong sense of ownership and accountability for work processes and outcomes., • Advanced problem-solving skills and adaptability in a fast-paced, mission-driven environment. Other Requirements • Must pass a financial background check with no findings that impact the ability to fulfill compliance and role responsibilities., • This role will have access to sensitive data, including Personally Identifiable Information (PII) and Protected Health Information (PHI), and must adhere to HOM Security and Privacy Policies., • Team Member may use or disclose PII or PHI through the course of their financial duties listed above. All use and disclosure is subject to procedures outlined in Section 1.10 of the HOM Privacy Policies., • Must demonstrate HOM’s core competencies: Emotional Intelligence, Expertise, Ethics, and Excellence., • Valid California driver’s license and up-to-date automobile insurance., • Willingness to perform other duties as needed or assigned. Education and Experience • High School diploma or GED equivalent required., • Associate or bachelor’s degree in human services, public administration, business, or a related field preferred., • Minimum of two (2) years of experience in housing-related roles such as affordable housing programs, landlord engagement, or direct service with vulnerable populations., • Experience with housing assistance programs, tenant support, or property management functions is strongly preferred., • Knowledge of LAHSA programs, housing subsidies, or landlord incentives is desirable.
