Job Description Position Overview We’re looking for a Construction Manager – Civil & Foundations to own the full scope of civil and foundation construction on our power generation and industrial projects. This is a senior leadership role that sits above the superintendent level—you’re responsible for everything from site development and earthwork through structural foundations, underground utilities, and area turnover to the mechanical trades. You own the plan, the budget, the schedule, and the people. You’ll report to the Director of Construction and/or Project Director within our matrix organization, with functional coordination across project management, engineering, procurement, and commissioning. You directly lead the civil general superintendents, superintendents, and associated technical services personnel assigned to your scope—and you’re accountable for delivering their work safely, on quality, on schedule, and within budget. This role is the bridge between project-level strategy and field-level execution for civil work. You’re the person who translates the project schedule and budget into an executable civil construction plan, then drives it through your team to completion—anticipating problems, resolving conflicts with other disciplines, and ensuring the civil scope never becomes the bottleneck that holds up the rest of the project. Key Responsibilities Civil Construction Leadership • Own and manage the complete civil and foundations scope on assigned projects, including:, • Site development, clearing, grading, and mass earthwork, • Soil stabilization, compaction, and dewatering systems, • Structural foundations for turbines, generators, HRSGs, and major rotating equipment, • Equipment pads, pipe rack foundations, and building foundations, • Anchor bolt and embedment installation, • Underground utilities, drainage, and storm water systems, • Concrete placement, finishing, and curing, • Formwork, reinforcing steel, and post-tensioning, • Piling, drilled shafts, and deep foundation systems as applicable, • Develop and own the civil construction execution plan—sequencing, methodology, resource loading, and area turnover strategy, • Ensure the civil scope stays ahead of and supports the mechanical erection schedule—foundations ready when steel, equipment, and pipe need them, • Drive area-by-area turnover from civil to mechanical trades, ensuring foundations, anchor bolts, and embeds are verified, documented, and acceptedPlanning, Schedule & Budget, • Develop and manage the civil construction schedule in coordination with project controls, planning, and the overall project schedule, • Own the civil construction budget—forecasting costs, tracking actuals, managing labor productivity, and controlling scope changes, • Lead look-ahead planning for all civil activities, identifying constraints, material needs, and equipment requirements, • Monitor and report on civil progress metrics: cubic yards moved, foundations poured, anchor bolt sets completed, underground footage installed, and area turnover status, • Develop and execute recovery plans when civil work falls behind schedule or exceeds budget, • Review and approve subcontractor work plans, schedules, and invoices for civil scope, • Manage civil-related change orders, scope changes, and claims in coordination with project managementPeople & Organization, • Directly lead and manage civil general superintendents, superintendents (structural concrete, site development), and associated technical services staff, • Set performance expectations, conduct reviews, and drive accountability across the civil team, • Manage civil manpower planning—forecasting labor needs, coordinating mobilization/demobilization, and balancing resources across areas, • Manage civil subcontractor relationships, performance, and coordination, • Mentor and develop superintendents and emerging leaders within the civil discipline, • Support hiring and staffing decisions for the civil team in coordination with the Director of ConstructionQuality & Compliance, • Ensure all civil work meets project specifications, ACI standards, geotechnical requirements, and applicable codes, • Oversee QC performance for earthwork compaction, concrete placement, foundation tolerances, anchor bolt verification, and embed inspection, • Ensure compliance with all safety policies and regulatory requirements, including OSHA and site-specific rules, • Drive a strong safety culture across all civil crews—leading by example through daily field engagement and accountability, • Ensure environmental compliance for erosion control, dewatering discharge, dust mitigation, and SWPPP requirementsCross-Discipline Coordination, • Coordinate with the mechanical construction manager and discipline superintendents (steel, millwright, pipe, electrical, boilermaker) on foundation readiness, area access, and turnover sequencing, • Interface with engineering on foundation design, geotechnical issues, design changes, and constructability concerns, • Coordinate with procurement on concrete supply, rebar delivery, formwork systems, earthwork equipment, and subcontractor mobilization, • Interface with commissioning and startup teams on underground system testing and civil-related turnover requirements, • Coordinate with survey teams on layout, grade control, and as-built verificationClient & Stakeholder Interface, • Serve as the primary point of contact for the client on all civil and foundation scope matters, • Participate in progress reviews, schedule updates, and executive-level project meetings, • Manage client expectations on civil progress, milestone delivery, and area turnover dates, • Interface with client inspectors, geotechnical consultants, and third-party testing agencies, • Support dispute resolution and claims management related to civil scopeReporting & Project Controls, • Provide accurate and timely reporting on civil scope progress, cost performance, manpower, and productivity, • Participate in earned value analysis, cost-to-complete forecasting, and variance reporting for civil scope, • Ensure all civil documentation is maintained—daily reports, inspection records, survey data, concrete tickets, and compaction test results, • Support project close-out, lessons learned, and final documentation for the civil scope Qualifications Required • 15–25 years of experience in heavy civil and industrial construction, with progressive leadership into construction management, • Proven experience as a Construction Manager, Senior Superintendent, or equivalent senior leader managing the full civil scope on large-scale projects, • Direct experience on gas turbine simple-cycle, combined-cycle, or similar power generation facilities, • Comprehensive knowledge of civil construction disciplines:, • Site development, earthwork, and mass grading, • Structural concrete foundations for turbines, generators, and major rotating equipment, • Formwork systems, reinforcing steel, and concrete placement, • Anchor bolt and embedment installation for precision equipment, • Underground utilities, drainage, and dewatering, • Piling and deep foundation systems, • Strong P&L accountability—experience owning a construction budget, managing costs, and delivering scope within financial targets, • Proven track record managing large civil workforces and multiple subcontractors simultaneously, • Ability to read and interpret civil drawings, structural details, geotechnical reports, foundation plans, and specifications, • Strong understanding of construction sequencing and the critical relationship between civil foundation delivery and mechanical erection schedules, • Experience with area turnover strategies and system-by-system completion on large industrial projects, • Experience working within a matrix organization with functional and project reporting lines, • Excellent leadership, communication, negotiation, and organizational skills, • Strong commitment to safety and qualityPreferred, • Bachelor’s degree in Construction Management, Civil Engineering, or related field, • OSHA 30-Hour Construction certification, • Experience on utility-scale or large industrial EPC projects ($200M+), • Familiarity with both union and non-union work environments, • Proficiency with Primavera P6, Procore, or equivalent construction management and scheduling tools, • Experience with GE, Siemens, or Mitsubishi turbine foundation and equipment setting requirements, • ACI
