Job Description JOB SUMMARY: The Military to Civilian Business Liaison serves as the primary employer contact for the Military to Civilian Employment Grant. This position focuses on business engagement, job development, and outreach to promote the hiring of transitioning service members (TSMs), recently separated veterans (RSVs), and military spouses. Working in collaboration with Career Advisors, the Liaison connects employers with qualified military-connected candidates and markets the benefits of veteran and spouse hiring to local businesses, chambers, and industry partners. The position also coordinates hiring events, job fairs, and customized training opportunities to support both employer needs and grant performance outcomes. ESSENTIAL FUNCTIONS: • Serve as the primary contact for employers and business partners participating in the Military to Civilian Grant., • Advocate for the benefits of hiring veterans and military spouses by conducting employer outreach and presentations to local businesses, chambers of commerce, and economic development organizations., • Solicit, post, and manage job openings in WorkInTexas.com that align with military skillsets and local workforce needs., • Follow up with employers to document hire outcomes, ensuring veteran and spouse placements are accurately captured., • Collaborate with the Business Solutions Unit (BSU) to align employer needs with available candidates, training options, and business services., • Identify opportunities for On-the-Job Training (OJT), work-based learning, customized training, or subsidized employment for military-connected job seekers., • Market workforce services, including job fairs, Rapid Response, recruitment assistance, and Skills Development Fund projects, to local employers., • Plan, coordinate, and facilitate veteran- and spouse-focused job fairs, hiring events, and networking opportunities in collaboration with partner organizations and base contacts., • Represent the Workforce Center and Military to Civilian Grant at Dyess Air Force Base, National Guard, and Reserve unit events., • Maintain active relationships with Department of Defense Transition Assistance Programs (TAP), Family Support Centers, and local chambers to identify employer and participant engagement opportunities., • Track all outreach and participation activities to ensure compliance with grant objectives and performance deliverables., • Work closely with Career Advisors to match qualified transitioning service members, veterans, and military spouses with employer openings., • Provide direct assistance to participants when needed, such as job referrals, resume reviews, interview preparation, or follow-up after placement., • Ensure job-ready candidates are properly referred and documented, maintaining accurate service notes and outcomes; And accurately enter all employer contact, job posting, and hire outcome data into WorkInTexas.com., • Ensure compliance with all federal, state, and local workforce regulations, including TTA/STTAR reporting requirements., • Collect and report feedback from employers, customers, and partners to evaluate program impact and recommend improvements., • Prepare and submit correspondence, reports, and performance documentation as required by management or funding requirements. KNOWLEDGE / SKILLS / ABILITIES: • Knowledge of military culture, transition challenges, and spouse employment barriers., • Ability to assess career readiness and translate military skills into civilian career pathways., • Knowledge of workforce development, economic development, and project management., • Knowledge of effective conflict resolution practices, or individual case management and career counseling., • Knowledge of word processing, spreadsheet, technology, and computer skills., • Exceptional customer service and interpersonal skills., • Able to work with diverse customers with unique needs and communication styles., • Can effectively handle or resolve stressful or challenging situations with difficult customers. Is sensitive to customer needs and feelings and demonstrates concern for others., • Excellent case management, analytical and critical thinking skills., • Excellent verbal and written communication skills., • Ability to develop and maintain effective working relationships with management, coworkers, Board staff, and the public. EDUCATION AND EXPERIENCE: • High School Diploma or GED required., • Bachelor’s degree in workforce development, counseling, social work, human resources, or a related field or previous related workforce experience strongly preferred., • Veteran, transitioning service member, or current military spouse strongly preferred, • Must possess and maintain access to Dyess AFB (CAC or other military ID required)., • Valid driver’s license and proof of insurance with good driving record., • Bilingual in English and Spanish strongly preferred. PHYSICAL DEMANDS AND WORKING CONDITIONS: Physical requirements include lifting to 10 pounds occasionally. Subject to standing, sitting, bending, and walking to perform job scope. Requires visual acuity, speech, and hearing. Working conditions are primarily in an office environment. Occasional driving and travel across 19 country region may be required.
