Job Summary Reporting to the Scattered Site Program Directors, the Property Manager is responsible for the overall management and operation of all apartments in the Scattered Site portfolio. This includes addressing all issues related to building violations, ensuring that life safety standards comply with regulatory agency policies and procedures, coordinating services with building management and brokers for leasing and renewals, repairs and upkeep, and continuous oversight of all financially related obligations. The Property Manager works closely with the Program Director, Director of Social Services, Corporate Facilities Director, Director of Operations, and clinical staff to handle tenant issues empathetically and professionally. The property manager must also demonstrate strong interpersonal skills and a commitment to supporting vulnerable populations. The Property Manager will be an active listener, provide high-quality customer service, and respond by exhibiting cross-cultural awareness with the ability to promote and contribute to an equitable and inclusive anti-racist organizational culture and environment. Key Responsibilities & Essential Functions Program/Facilities • Manages and meets with contractors, building management company employees, and, • brokers about apartment maintenance., • Manage all Moving-On Program applications and coordinate follow-up with Housing Preservation & Development (HPD) representatives regarding project-based vouchers when needed., • Monitors all City and funding agency inspections, including DHS, DOB, FDNY, DOHMH, OMH, and DOH, as required., • Seek and secure apartments to fulfill the domicile needs of all Scattered Site programs according to the program budget., • Monitor maintenance of apartments, and ensures compliance with health, safety, fire codes and all other Urban Pathways and regulatory/funding agency requirements., • Obtain, maintain, and retain all leases and leasing information for all apartments in the Scattered Site portfolio., • Maintain physical and digital copies of all active leases at all times and ensure their accessibility in real time., • Ensure that all leases are renewed within 30 days of the expiration date on the expiring lease., • Routinely update and maintain the accuracy of the program's apartment tracking grids (Master List and Monthly edits). The master list and edits should be completed in its entirety, in real time and easily accessible to PDs and DED., • Forward accurately completed Monthly edits to the contracted financial management group., • Notify PD of receipt of all legal notices related to the Scattered Site portfolio within 48 hours. Track all legal notices and resolve issues in real-time., • Update and Maintain funder-related unit rosters on a monthly basis., • Inspect all apartments in the Scattered Site Portfolio on a quarterly basis and document an inspection per apartment. Maintain all completed inspections within the designated O-Drive folder for real-time accessibility., • Inspect all Scatter Site apartments within 60 days of lease renewals and discuss all findings with Program directors. Additionally, notify the Management Company of all repair issues and request completion of repairs prior to lease renewal., • Oversees final walkthrough of all apartments undergoing the surrender process. Ensure that a surrender letter with apartment keys is completed and promptly forwarded to the management company., • Ensure apartments are free and clear of squatters, non-program residents, and 595 discharged individuals., • Report to all apartments in cases of deaths and follow up with the appropriate parties to unseal any sealed units. Follow up with the next of kin of deceased tenants to inform them of and resolve all probate-related issues., • Participates in the development of Urban Pathways program policies and procedures., • Work closely with the Program Director, Director of Operations, and Directors of Social Services to manage emergency situations., • Operates program vehicle as required., • Is on-call to address emergency needs on a twenty-four-hour basis, • Completes, submits and maintains timely and accurate statistical and other reports mandated by Urban Pathways, regulatory and funding agencies., • Monitors performance of brokers and management companies utilized by the Scattered Site program for efficiency., • Provides back-up administrative coverage in the absence of the Director of Operations., • Collaborate with the Program Director and DED to secure brokers as needed, • Ensure that client activities and incident reporting in AWARDS and other web-based applications are reported accurately and timely., • Takes an active role in incidents, investigation documentation and reporting., • Ensures accountability in the renting of apartments and keeps expenditures within budgetary limitations., • Develops and maintains ongoing relationships with leased property management company agents such as supers, managers and vendors., • Maintains professional communication both verbally and in writing at all times., • Attend staff meetings, training, and supervisory sessions. Qualifications, Education and Experience • A High School Diploma, GED, or equivalent is required. Some college education is preferred., • Minimum of three years building operations and security experience with at least two years of supervisory experience, preferably in a social service facility., • Proficiency in Google Suite & Microsoft 365, Videoconference, & technical online skills., • Knowledge of web-based applications such as Building Engines for building maintenance and operations preferred., • Working knowledge of plumbing, heating, carpentry and electrical experience., • Strong written and verbal communication skills., • Excellent interpersonal skills, problem-solving skills, is resourceful, and ability to work independently or as part of a team., • Effectively sets and prioritizes goals as well as specific work activities., • High level of accountability, reliability, and responsiveness., • A proactive person-centered approach., • A valid driver's license is required, with an acceptable driving record that complies with our insurance policy standards., • May be required to work a flexible schedule including weekends, holidays, and evenings., • Ability to sit, stand, walk, bend, stoop, push, pull, lift (up to 25 lbs.)., • Desire to perform the essential functions of this job., • Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.
