With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations. The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending in November 2027. The Office of Strategic Operations and Performance Management (SOPM) in the Office of the Chief Operating Officer for DOHMH is responsible for leading the implementation of policy efforts across the agency. This office supports the overarching strategies of DOHMH, fosters organizational alignment with those strategies, and supplements divisional capacity as needed. SOPM supports the agency’s external, partner-facing public health programming through rapid development, deployment, and stewardship of data management tools. Job Description: Under the direction of the Data Engineering Specialist, the Data Analyst/Data Project Manager will support the agency’s partner management system, Public Health Partners Connect (PHPC), a Salesforce application which stores the agency’s community outreach and engagement data as well as select program administration and measurement data. As an analyst, this role will provide direct, hands-on support to maintain and improve existing data integrations with PHPC. They will produce analyses and visualizations of programmatic data and transactional metadata that will help the agency better understand its public health initiatives and improve efficiency and functionality. They will serve as a technical support liaison to health department staff as they integrate their data and business processes into PHPC. These responsibilities will initially amount to 60% of the role’s total duties. As a project manager, this role will develop new team-wide processes for organizing and documenting our data projects. They will be responsible for producing a library of documentation for internal reference and for all external PHPC stakeholders. They will also be responsible for defining components of upcoming major data integrations and tracking their completion. This may include gathering technical requirements; assessing levels of effort and setting deadlines; serving as point-of-contact to external collaborators; and managing cross-team timelines. These responsibilities will initially amount to 40% of the role’s total duties. Overall, an ideal candidate would have some experience in both data analysis and project management and be able to develop technical and management strategies that prioritize data cleanliness, accessibility, and sustainability. They will need to be flexible with respect to the tools and methods utilized. The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant. All duties performed will be assigned and supervised by DOHMH. This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work. Duties: • Design, implement, and iterate sustainable project management processes for data work, • Create a process to maintain comprehensive documentation for all existing integrations for reference by internal and external stakeholders, • Clean datasets for deterministic and probabilistic record linking processes, • Map new data sets and sources into predefined schema or develop new schema as needed while maintaining data integrity of the overall PHPC system, • Provide program data managers and outreach staff across the agency with direct technical assistance to maintain data fidelity in PHPC, • Communicate complex technical information and data to both technical and non-technical stakeholders, • Support the design, testing, and maintenance of ETL (Extract, Transform, Load) jobs using Python and Pentaho, • Assist in the design and implementation of data visualizations using Tableau and PowerBI, • At least 2 years work experience; a background in government settings is preferred, • Experience successfully managing analytics work streams for a small data team, including:, • Tracking timelines, dependencies, and resource needs for multiple data workstreams, • Documenting data sources, business rules, and analytic methodologies, • Developing lightweight project management processes, • Ability to work collaboratively in a cross-disciplinary team environment, • Demonstrated organizational skills and high degree of attention to detail, • Willingness to adapt to new work priorities and tackle novel problems creatively, • Demonstrable skills in data management and data analytics, including familiarity with concepts on data management, database design, and statistical analysis, • Familiarity with SQL, R, or Python is a plus, but the desire to learn new technologies and possessing a strong analytical framework is more important than experience with implementing scripting languages, • Familiarity with principles of data visualization design and experience with data visualization software, • Background in program analysis or monitoring and evaluation is preferred, • Excellent written and oral communication skills, • Excellent communication (verbal & written) and interpersonal skills., • Desire to grow professionally, develop new skills and willingness to work outside of comfort zone., • Experience working with the public health sector and coordinating projects involving multiple stakeholders., • Ability to prioritize and work in fast-paced environment with hard deadlines., • Hybrid Work Schedule., • Generous Paid Time Off and Holidays., • An attractive and comprehensive benefits package including Medical, Dental and Vision., • Flexible Spending Accounts and Commuter Benefits., • Company Paid Life Insurance and Disability Coverage., • 403(b) + employer matching and discretionary company contributions., • College Savings Plan., • This is a temporary grant-funded position ending in November 2027., • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date., • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties., • This individual will be expected to work non-business hours during emergencies., • This is a hybrid position where the individual will be required to come into the Long Island City, NY office at least 3 days a week.
