The Center for Justice Innovation seeks to hire Project Managers to oversee the daily operations of EDI in Housing Courts located in the Bronx, Manhattan, and Queens. JAIL POPULATION REVIEW PROGRAM The Jail Population Review Program is an ambitious initiative in New York City that is led by the Center’s New York Legal Policy (NYLP) Team–court practitioners, clinical staff, and research and policy experts focused on developing and implementing critical operational and policy reforms and improving coordination between justice system stakeholders. The Jail Population Review Program reviews incarcerated individuals for opportunities for pretrial release or case resolution. The team provides critical information to prosecutors, defense attorneys and judges at the earliest possible juncture so they can engage in meaningful dialogue before an individual spends weeks or months in jail. THE OPPORTUNITY This postdoctoral fellowship in forensic psychology is a collaboration between the Center and Columbia University that focuses primarily on forensic assessment with an opportunity to provide psychotherapy to individuals re-entering the community from incarceration. Postdoctoral fellows conduct forensic assessments mainly for the Jail Population Review Program. The Jail Population Review Program provides a number of clinical consultation services, including independent clinical assessment, review of medical records, and psychological testing when indicated. The postdoctoral fellowship is a one to two-year, full-time program providing advanced training at the intersection of psychology and law. Fellows gain supervised experience conducting psychological evaluations in the criminal court context, primarily brief and comprehensive clinical assessments of incarcerated people, as well as violence risk assessments (general violence, intimate partner violence, and sexual violence) using the Structured Professional Judgement (SPJ) approach, criminogenic risk and needs assessments, and mitigation psychological evaluations. Fellows also conduct psychological evaluations and testing to assist the courts in developing treatment plans for those involved in court-mandated treatment, such as mental health courts or other alternative-to-incarceration programs. In collaboration with Columbia University, fellows may conduct psychotherapy with one participant of the Columbia Reentry Initiative under the supervision of Columbia’s faculty or audit a graduate level forensic psychology course at Columbia University (Forensic Assessment or Correctional Psychology). The Columbia Reentry Initiative at the Dean Hope Center for Educational and Psychological Services at Teachers College is a no-cost, evidence-based and trauma-informed psychological treatment program designed to support adults reentering to the community following incarceration. Postdoctoral Psychologists attend weekly multidisciplinary case discussions and monthly didactic seminars covering topics such as case law relevant to forensic psychology, report writing for legal audiences, cultural considerations in forensic work, and other topics related to forensic assessment. Postdoctoral Psychologists report to the Supervising Forensic Psychologist and receive clinical supervision from the Supervising Forensic Psychologist and the Senior Director of Forensic Psychology in order for the candidate to become licensed within 18 months of employment. Of note, this is a postdoctoral position and therefore a full-time position after licensure is not guaranteed. The Postdoctoral Psychologist will work with stakeholders, including judges, defense attorneys, prosecutors, special jurisdiction courts, ATI programs, Correctional Health Services, and the Department of Correction. This role presents a unique opportunity to be part of a groundbreaking systemic reform initiative. This role involves navigating and constructively engaging with differing and, at times, competing stakeholder perspectives. Responsibilities include but are not limited to: • Conduct clinical/psychological evaluations to identify clinical needs, clarify diagnoses, identify risk factors for violence or recidivism, and create treatment/management plans that improve clinical outcomes and mitigate risk;, • Conduct psychological testing for different referral questions (e.g., diagnostic clarification, assessment of personality disorders, assessment of cognitive/intellectual deficits, assessment of exaggeration/feigning of psychiatric symptoms) when indicated;, • Assist with reviewing screening information and medical records from Correctional Health Services and identify individuals currently at Rikers Island who may be eligible for pretrial diversion;, • Coordinate and collaborate with all legal stakeholders as needed, including, but not limited to prosecutors, defense attorneys, the New York State Unified Court System, Department of Correction, Correctional Health Services, and an array of community-based alternative to detention and alternative-to-incarceration programs;, • Troubleshoot operational, procedural, and administrative challenges as they arise to advance the clinical review process simultaneously with the legal process and reduce delays in jail diversion;, • Coordinate and collaborate with all treatment court parts in New York City;, • Attend monthly didactics;, • Present clinical information and treatment recommendations to legal stakeholders, as needed (judge, defense counsel, prosecutor, and court staff);, • Participate in regular team meetings and clinical supervision weekly, as well as staff meetings and trainings, as scheduled;, • Enter and maintain appropriate up-to-date participant information, including all pre-plea screening and assessment information and case information in case management systems;, • Assist the New York Legal Policy Team with the refinement of existing clinical assessment practices and the development and implementation of new initiatives; including improving screening and assessment processes;, • Assist with other programmatic and administrative tasks to support the Jail Population Review initiative;, • Participate in research and policy initiatives; and, • Additional tasks as necessary.Qualifications:, • Post-doctoral psychologist: A Ph.D. or Psy.D in Psychology. Reporting to the Director of Housing Justice Initiatives, the Project Director will lead all aspects of EDI's expansion in New York City, including day-to-day operations, strategy, and growth. This role includes overseeing daily program operations in housing court; supervising, training, and supporting diverse teams; managing partnerships, contracts, and budgets; and representing the Center in citywide and regional forums. The Project Director will also advance long-term strategic planning, fundraising, and influence policy. THE OPPORTUNITY The Center is looking for an attorney with substantial practice experience in New York State Family Court to serve as a Director of Legal Training and Curriculum to design and develop training curricula and supporting practice guides for the newly established Family Court Practice Institute. The Family Court Practice Institute is a public/private partnership funded by the NYS Unified Court System, dedicated to promoting high quality legal representation in New York State Family Court through training and support of attorneys who represent children, parents, agencies, and the related professionals who support holistic representation. Under the guidance and direction of the Director and Deputy Director of the Family Court Practice Institute, the Director of Legal Training and Curriculum will play a critical role in the design, growth and reach of the Family Court Practice Institute. Given the scope of work, the Center anticipates hiring two Directors of Legal Training and Curriculum who will work together, coordinating with staff, consultants and lived experience experts in the ongoing design and delivery of in-person and online trainings for family court lawyers and members of the lawyers’ representation team. The role requires substantive knowledge of relevant federal and NYS law, professional ethics, lawyering skills, public and social policy, and innovative trauma-informed practice in the family court arena, along with demonstrated leadership, management and strong interpersonal skills. To serve practitioners throughout New York State, the Practice Institute’s training curricula will be tailored, as warranted, to address the training needs of local jurisdictions. The Director of Legal Training and Curriculum will take a hands-on lead role in developing and implementing a foundational family court practice curriculum, as well as branched and specialized curricula to address identified training needs and gaps particular to specific roles, skills and subject matter. Familiarity with New York Family Court practice—across case types—will be key, as well as the ability to identify and/or work alongside subject matter and training experts. In addition to delivery of comprehensive training, the Practice Institute is working to build a robust and comprehensive website that includes an array of practice resources and tools, caselaw updates, and a Learning Management System (LMS) platform. The Director of Legal Training and Curriculum will coordinate with staff in creating practice guides and resource materials for publication on the website to enhance the work of Family Court Practitioners and will support other Practice Institute initiatives. Responsibilities include but are not limited to: Developing training curricula for family court attorneys and other practitioners throughout New York State; Developing resource materials, such as slide decks, tip sheets, checklists, toolkits, and practice guides; Serving as faculty for CLE-approved trainings, as needed; Ensuring compliance with NYS CLE Board requirements for training offerings; Recruiting, consulting and coordinating with subject matter experts, trainers, external partners, and members of the Family Court Practice Institute team to create training and publish practitioner guides and resources; Managing/supervising staff and overseeing logistics related to training events and activities; Identifying family court practice needs and differences throughout New York State; Coordinating with the Family Court Practice Institute’s Youth Council and lived experience group on curriculum design and content; Responding to identified training gaps through the development of training and development of tailored practice supports; and; Other activities as needed. Qualifications: The ideal candidate will be admitted to practice law in New York State (required) with substantial practice and training experience in New York family court (required), and possess a commitment to advancing justice for children and families through training and support of practitioners. The candidate must be an attorney in good standing in New York State and maintain this status for the purpose of serving as faculty for CLE-accredited training courses offered by the Family Court Practice Institute. Candidates must be skilled leaders and managers, able to work in a multi-disciplinary setting and maintain strong relationships with multiple partners across the Center, in the community, throughout the State, and nationally. Travel for training, collaboration with partners, and attendance at conferences will be required. Position Type: Full-time. Hybrid Position Location: New York Compensation: The compensation range for this position is $110,000 – $145,000 and is commensurate with experience.
