BGCGSD’s mission is to inspire and enable youth to achieve academic success, build good character and responsible citizenship, and make healthy lifestyle choices. Members are involved in age-appropriate activities based upon our three priority outcomes of Academic Success, Character Development, and Healthy Lifestyles. POSITION OVERVIEW The Branch Manager is responsible for the overall daily operations of the assigned branch. Directs and manages six key areas of the operations; program and service management, budget and finance, outreach and promotion, resource development, facility management, and personnel management. Daily operations include supervision of staff and volunteers; implementation and oversight of programs and activities; development of relationships with youth and families; membership recruitment and retention; and management of program data and outcomes. PERSONNEL MANAGEMENT • Supervise club staff; oversee a ratio of 1 staff to every 12 members. Ratio may be adjusted over the Spring, Summer, Fall and Winter programs if there is a loosening of restrictions., • Maintain accurate records of volunteers., • Communicate any potential issue or concern regularly with Management regarding personnel, parent, peer, partners or Club members., • Conduct an annual, written performance evaluation (which include goals and objectives to be met over the next evaluation period) of each staff member., • Ensure that all staff attends all mandatory staff training., • Responsible for Club staff becoming 100% trained at the Foundation Level of Youth Development in BGCA’s Leadership University within one (1) year of their employment., • Personally complete the Foundation Level of Management in BGCA’s Leadership University within first year of employment., • Communicate with HR on all proposed written performance documentation, issues, and concerns with staff., • Conduct individual coaching sessions with each staff at least quarterly to discuss work performance and expectations, goals and training., • Demonstrated leadership to establish code of conduct, safety, professional development and a respectful workplace for all staff. 4. RESOURCE DEVELOPMENT AND MANAGEMENT • Develop and implement an annual site-specific revenue generation plan which includes targets and goals., • Work with the Development team to solicit funds from appropriate local service clubs, assist with organization wide special events, participate in the Little Jumps annual campaign, and host volunteer groups at your Club., • Document all donations and gifts, whether in-kind or other, timely and accurately as outlined by policy., • Work with Senior Vice President to create annual contribution goal plan; develop steps to meet identified goal., • Increase the revenue from site rentals; member dues, and fees annually., • Support any local fundraising events as needed. 5. BUDGET, FINANCE AND REPORTING • Manage branch financial resources including handling of payments and donations., • Monthly reports must reflect all activities, attendance and participation, review weekly Group Leader reports, to be included in weekly report to the Senior Vice President., • Work with Grant Administrator for the compliance of grant requirements and member participation to satisfy grant conditions; earn all potential grant revenue., • Control Club site expenditures within budgeted allotments (Exception: higher ADA=additional staffing), • Work towards achieving a clean fiscal audit from Finance with no findings., • Accountable for the proper maintenance of all financial documentation and records in accordance with BGCGSD policy and procedures. 6. Responsibilities Project Inception and Feasibility • Under direction of the Director of Development, working with the Business Development team or with the Senior Vice President of Development for RFP, identify and test feasibility of potential development opportunities through coordination of physical and financial due diligence activities (entitlement probability, financial and market analysis, initial product identification, overseeing CEQA/EIR environmental studies, architectural, engineering and land use studies, etc.), • In coordination with Capital Markets team, maintain current knowledge of BRIDGE debt and equity underwriting standards as well as state and local gap funding standards;, • Represent BRIDGE, as assigned by the Director, with lenders, investors, contractors, city officials, brokers, peers, and others, • Work with supervisor and other divisions within the company to gain approval with Internal Project Committee reports for acquisition, initial development concepts and funding of initial feasibility and subsequent activities, • Ensure proper coordination with property managers and other departments and resources within BRIDGE to assure compliance with underwriting and development goals Planning Approvals/Entitlements • Manage team of consultants and process of obtaining required planning approvals, • Coordinate with Asset department, Resident Services, and Property Management to ensure that programmatic issues with respect to maintenance, operations and provision of services are adequately addressed, • Coordinate company resources to ensure political support of the project, including:, • Managing and overseeing the entitlement process, including representation, as assigned, before municipal and other regulatory boards, working with land use attorneys, land planners, architects, engineers and other consultants, and local officials, • Managing community outreach programs to build support for the development program, • Contracting and management of the design development team responsible for design conceptualization and programming, • Working as an asset team member and leader with other company disciplines, • Working closely with the General Contractor and with the property management group during marketing and lease-up through stabilized occupancy Project Design and Construction • Manage the design and construction team to ensure a financially and operationally viable development in a timely and cost efficient manner, • Coordinate with accounting to manage construction draw process and maintain lender/investor relationships, • Prepare and maintain regular progress reports tracking construction milestones, budgets, and key deliverables Financial • Create and maintain up-to-date pro forma that accurately reflect the project budget and financing plan. Work with financial consultant., • Obtain financing for completion of the development, including preparation of applications for state and local financing, • Manage project costs and budget throughout the development process, • Obtain formal approval of budget prior to implementation, including those that require expenditure of BRIDGE internal resources, • Ensure long term viability by budgeting adequate reserves and operating expenses in consultation with Asset department and property management, • Ensure the protection of BRIDGE’s assets and resources through conservative assumptions and clear documentation of loan and partnership terms Quality • Maintain consistency with BRIDGE design and construction standards, to ensure the highest quality development that reinforces BRIDGE’s commitment to long term viability and contextual design, • Treat all members of the BRIDGE team with respect and consideration, • Preserve BRIDGE’s existing relationships and build new ones through professional conduct with outside entities, • Collaborate with other members of the division and the company on special initiatives that will continue to keep BRIDGE at the forefront of the industry, • As assigned, potentially supervise Project Administrator to maximize own ability to drive the direction of projects Qualifications • 3 to 5 years of experience in real estate development, including affordable and multifamily/attached residential experience, • Strong academic background with a college degree, • Threeor more years of on-the-job experience in the development of complex projects such as urban and transportation-oriented multifamily housing, • Experience in conceptualizing, site planning, and programming multifamily developments, • Proven experience in all phases of the new construction development process from site control through entitlement, design, construction, lease-up, and stabilization, • Ability to develop and execute community outreach programs, maintain relationships with civic leaders to build awareness and support for proposed development projects, • Proven real estate finance expertise in rental and low-income housing tax credits, • Ability to manipulate project pro forma and articulate the case for a specific project, • Experience managing internal and external teams on development projects, • Ability to work with time sensitive material and meet multiple deadlines, • Proficiency in MS Office, • Valid CA driver’s license Preferred • MBA or equivalent degree in business, real estate, architecture, planning, or finance, • Strong knowledge of market dynamics and real estate values in Northern California market, • Experience taking several projects through the entire development process BRIDGE Housing is an Equal Opportunity Employer committed to fostering an inclusive environment for our diverse workforce. This may include qualifications, strategy and approach development, proposal planning, interview preparations and execution and more, • Actively search for business opportunities by attending networking and community events, participating in professional associations and meeting informally with government contacts and other potential referral sources, • Must actively manage personnel. This includes regular coaching and feedback through 121s, quarterly and annual review cycles, and ad-hoc coaching conversations, • Contribute to companywide professional development efforts, including, but not limited to leading internal development courses, working one on one with staff on coaching scenarios and feedback, encouraging junior staff to shadow meetings for learning purposes, and more, • Work across all SWS Group brands and actively advocate/search for opportunities for further integration in client work across the brands, • 15+ years of relevant experience in transportation public outreach/public affairs or a related field, • 10+ years of agency experience OR 5+ years of agency experience and 10+ of in-house experience with a local or state transportation agency, • Bachelor's degree in a related field, • Proven ability to manage large projects as well as small teams on one or more sizable accounts, • Continued management of an account for a minimum of 3 years, • Experience managing both retainer and hourly billable projects, • Experience supporting transportation infrastructure projects, • Average monthly utilization of 85% or higher (internal applicants only), • Management of two or more significant client accounts, with a combined minimum revenue target between combined accounts, • Supervision of a team of staff members on major accounts, • Experience as a direct supervisor of more than three staff, including participating in regular review cycles for direct reports, • Willingness to work on any company project, including projects across verticals, as asked, • Generation of three or more quality business leads per year that result in submitted proposals or add to monthly revenue targets, • Regularly serve on at least one high profile community or industry-specific board or commission, • Attends a minimum of six non-client community events per year, • Available to work weekends or extended hours as needed, • Meetings with non-client contacts (i.e., business referral sources) in government, business or media a minimum of six times per year, • Travel is required up to 20-30% of the time.
