Naik Consulting Group is seeking an experienced Resident Engineer with a strong background in environmental investigation and remediation to support a major railroad infrastructure project. The Resident Engineer will serve as the on-site technical representative, overseeing environmental field activities, ensuring compliance with regulatory requirements, and coordinating closely with contractors, regulatory agencies, and railroad stakeholders. Responsibilities • Provide on-site resident engineering services for environmental investigation and remediation activities associated with railroad construction and maintenance., • Oversee field implementation of remedial actions, including soil and groundwater investigation, excavation, treatment, disposal, and site restoration., • Monitor contractor performance to ensure work is completed in accordance with plans, specifications, permits, and health and safety requirements., • Ensure compliance with federal, state, and local environmental regulations (e.g., CERCLA, RCRA, NEPA, state cleanup programs)., • Coordinate daily activities with railroad operations to maintain safety and minimize impacts to rail service., • Oversee construction by Third-Party Contractors to ensure that project look-ahead schedules and work plans are properly integrated with available track outages and foul time., • Review and approve field documentation, including daily reports, inspection logs, sampling data, and change orders., • Report on and manage scope, budget, quality, safety, and schedules on behalf of agency personnel to ensure that inspections, testing, and acceptance requirements are properly executed for assigned projects, • Serve as the primary on-site point of contact for contractors, railroad representatives, regulators, and project management staff., • Support preparation of technical reports, remedial action documentation, and regulatory submittals., • Identify and resolve field issues related to constructability, environmental conditions, and schedule impacts., • Review design and shop drawings, coordinate reviews with agency engineers., • Prepare Initial and Updated Baseline Documents, Technical Scopes of Work, and correspondence to regulatory agencies, as needed., • Validate and monitor Force Account and Third-Party Contractor invoices for payment in accordance with progress of the work., • Review engineer cost estimates and Contractor’s proposals and participate in negotiation meetings on behalf of agency in change order negotiation meetings with the appropriate personnel., • Enforce site-specific health and safety plans (HASP) and railroad safety requirements. Qualifications • Bachelor’s degree in engineering, geology, or environmental science., • Substantial experience managing design and construction work related to environmental investigation and remediation projects, including specific experience in soil remediation projects (contaminated with both organics and inorganics), air monitoring, review of waste handling plans, well installations, underground storage tank removals, and installation of remediation systems., • Demonstrated experience working for and in a railroad environment and knowledge of railroad engineering specifications and standards., • Demonstrated experience communicating directly with regulatory agencies including, but not limited to, the United States Environmental Protection Agency, New York State Department of Environmental Conservation, and New York State Department of Health., • Demonstrated experience writing technical scopes of work for environmental and construction projects., • Demonstrated experience preparing and managing project budgets and schedules., • Demonstrated coordination, communication, and negotiation skills., • Demonstrated knowledge of industry safety standards such as Occupational Safety and Health Administration (“OSHA”) and safety management on construction and environmental remediation sites., • Roadway Worker Protection training, OSHA 10-hour Construction Safety Training and OSHA 40-Hour HazWoper training with current 8-hour refresher, which must be maintained throughout the contract term., • Holiday and paid-time-off programs, • 401(k) Plan and Match, • Career Path Development Program (Management & Technical Career Tracks), • Tuition Reimbursement, • Competitive health and dental insurance premiums, • Short-Term Disability/Long-Term Disability, • Life insurance, • Employee Assistant Program (EAP), • Flexible Spending Account, • and MoreNaik is a Drug and Alcohol-Free workplace, an Equal Employment Opportunity employer and E-Verify employer.
