Job Description Payroll Technology & Compliance Garland, TX 75041 $120-135k/year Direct Hire Position Overview The Payroll Manager is responsible for overseeing and managing accurate and timely payroll processing for all company employees while ensuring full compliance with federal, state, and local regulations. This role provides leadership to payroll staff, owns payroll compliance and internal controls, and serves as the subject matter expert for payroll processes within the company’s complex CMiC payroll environment. The Payroll Manager must demonstrate strong technical expertise, leadership, adaptability, and cross-functional collaboration to support business operations and continuous improvement. Key Responsibilities Payroll Processing & Oversight • Oversee and manage weekly payroll processing for all employees, ensuring accuracy, timeliness, and compliance, • Review and approve payroll calculations including wages, overtime, bonuses, commissions, and deductions, • Ensure accurate review and approval of time records, labor allocations, job costing, and payroll inputs within CMiC, • Oversee payroll changes including new hires, terminations, pay rate changes, and benefits adjustments, • Ensure proper handling of garnishments, tax levies, and other mandatory deductions, • Troubleshoot and resolve complex payroll discrepancies and system-related issues, • Serve as final point of review and accountability for payroll output prior to submission Payroll Staff Management • Manage, mentor, and develop payroll staff, including training, performance management, and workload oversight, • Establish clear expectations, procedures, and accountability for payroll team responsibilities, • Ensure appropriate coverage, cross-training, and backup within the payroll function, • Review work performed by payroll staff to ensure accuracy, consistency, and adherence to internal controls, • Foster a collaborative, service-oriented payroll team culture Compliance & Reporting • Own payroll compliance across federal, state, and local jurisdictions, including multi-state and industry-specific requirements, • Ensure timely preparation, filing, and remittance of all payroll tax filings and payments (weekly, monthly, quarterly, annual), • Maintain compliance with prevailing wage, certified payroll, and Davis-Bacon requirements, • Oversee payroll audit preparation, • Maintain accurate payroll documentation and records to support regulatory and audit requirements, • Stay current on payroll law changes and proactively assess impact to the company, • Implement and enforce payroll policies, procedures, and internal controls Systems & CMiC Ownership • Serve as payroll system owner and subject matter expert for CMiC payroll configuration and functionality, • Maintain payroll system integrity, including earnings codes, deductions, tax setups, unions, job costing, and labor rules, • Lead payroll system testing, upgrades, patches and implementations related to CMiC, • Partner with IT, Accounting, and HR on system enhancements and integrations, • Identify, recommend, and implement payroll process improvements and automation opportunities, • Ensure payroll processes align with downstream accounting, job cost, and financial reporting needs Benefits & Year-End Administration • Oversee payroll-related benefits processing and reconciliation in coordination with HR, • Ensure accurate processing of benefit deductions including health insurance, retirement plans, and voluntary deductions, • Oversee year-end payroll processes including W-2 preparation, distribution, and corrections, • Ensure accurate payroll data feeds into benefits, tax, and reporting systems Employee & Management Support • Serve as escalation point for complex payroll questions and issues, • Ensure timely and professional resolution of employee payroll inquiries, • Maintain strict confidentiality of sensitive employee and payroll information, • Partner with HR, Accounting, Operations, and department managers on payroll-related matters, • Educate internal stakeholders on payroll processes, timelines, and system requirements Administrative & Cross-Functional Support • Oversee payroll-related activities for weekly payroll, • Ensure payroll data reconciles to the general ledger and job cost systems, • Maintain organized payroll records and documentation, • Lead or support special payroll, accounting, or compliance projects as needed, • Ensure payroll continuity through documented procedures and cross-training Essential Position Requirements This job description is not exhaustive and may be modified to meet changing business needs.
