It is completely separate from, and not linked to, the Proof-of-Concept work that began in 2021 with NHS England. Following the NHS’s commitment to commission sight testing in special schools across England in 2024, Integrated Care Boards (ICBs) are now able to commission this essential service within their geographies. The Special Schools Eye Care Service Manager (Registered Dispensing Optician) supports the mobilisation and day-to-day operational delivery of the Special Schools Eye Care Service across participating schools. Reporting to the Head of Special Schools Eye Care, the postholder plays an important role in ensuring school readiness, clinic coordination, operational consistency, safeguarding administration, system discipline and service reporting are managed effectively across the service. As a GOC-registered Dispensing Optician, the postholder brings valuable professional expertise to the role, particularly in relation to paediatric dispensing and the practical visual needs of children and young people in special schools. Population and CAMHS Caseload • The population of Jersey at the end of 2024 was estimated to be 104,540 with approximately 22,910 under the age of 19., • The current number of cases open to CAMHS is 1885 end of 2025., • The total number of new referrals received in 2025 was 906, • The current postholder’s (locum) caseload is approximately 90. Most of the cases on the caseload will have an allocated care co-ordinator but there may be some exceptions to this. Most new assessments are undertaken by other members of the MDT, but some will require initial medical assessment. There are no fixed requirements for new assessments and follow up appointments. This is a senior leadership role with full responsibility for engineering strategy and delivery across a GMP-regulated manufacturing site, with a clear mandate to drive operational excellence, capital investment, and engineering performance. This position sits on the site leadership team and will play a critical role in ensuring equipment reliability, regulatory compliance, and the successful execution of both operational and strategic engineering initiatives. Key Responsibilities: • Lead and develop the Engineering, Operational Excellence (OpEx), Capital Projects (CapEx), and Validation functions, • Define and execute the site-wide engineering strategy aligned to quality and production objectives, • Drive equipment reliability, asset lifecycle management, and continuous improvement initiatives (Lean, TPM, RCA), • Oversee the delivery of capital investment programmes, including facility upgrades, new equipment, and expansion projects, • Ensure robust validation strategy and execution across equipment, utilities, and processes in line with GMP requirements, • Own engineering budget, resource planning, and contractor/vendor management, • Build and develop high-performing, multidisciplinary teams across engineering, projects, and validation.
