Cybercrime & Forensic Services (C&FS) provides critical support to FIS investigations as part of CODE nationally through the provision of important forensic services. C&FS are responsible for supporting warrant executions to preserve and analyse digital evidence through to investigation and presentation in court. The Forensic Science Regulator (FSR) has provided clear instruction that all forensic service providers within the criminal justice system must be compliant with the FSR Codes of Practice as well as relevant ISO standards for the conduct of forensic activities. There are several areas across C&FS which needs to comply with the FSR Codes and require support. This is a unique opportunity to be part of the team responsible for critical elements of our services provided to HMRC investigation teams. You will ensure that all aspects of digital forensics activity are carried out to the highest standard, adhering to forensic strategy and principles, and meeting FSR requirements. Job description As a Senior Technical Manager, you will take the lead in ensuring these standards are met by developing and delivering comprehensive technical procedures, overseeing quality checks, maintaining the competency framework, and validating methods. Additionally, you will drive efforts to achieve UKAS accreditation, ensuring the highest standards of forensic excellence. You'll also work with a diverse range of evidence within the C&FS team. You'll be handling, processing, and enabling professional presentation of this evidence in a factual and forensically sound manner for interview and court proceedings. This opportunity will allow you to make a difference and ensure that HMRC remains at the cutting edge of digital forensics. Your work will directly contribute to successful investigations and justice within the UK's criminal justice system, as part of the individual and uniquely varied investigative landscape HMRC is part of. As a Senior Officer, there may be a requirement to manage a small cadre of staff as the Technical Management Team evolves. There is also a requirement to brief senior leaders on the progress of accreditation and the risks associated with any technical challenges. Person specification Reporting to the G7 Technical Lead for C&FS and collaborating with the wider team, the responsibilities for the role are: • The implementation, management & maintenance of standard operating procedures, establishing and maintaining validation of digital forensic methods and assessing and testing staff competency., • Positively endorse and nurture a culture that understands and embraces the requirement to work to the FSR code of practice, quality frameworks and remain committed to continuous improvement., • Collaborate with the Quality Assurance team to ensure compliance with FSR codes of practice and ISO standards., • Assess and manage Risks within FMEA frameworks., • Coordinate Proficiency Test and Inter/Intra Laboratory comparison schemes., • Represent HMRC and demonstrate compliance with the required standards during external assessments conducted by UKAS., • As a Senior Officer, there will be an expectation of leadership and management of people as well as the leadership of activities., • Capture, process and analyse digital devices for presentation to the Criminal Justice System., • Attend search of premises with FIS investigation teams to lead on preservation and triage of digital data., • Attend court as a professional witness., • Carry out any duties commensurate to the role that is determined by senior leadership., • To have a methodical approach to problem solving with technical skills being required., • Confident communicator in both verbal and written communications, with a professional and personable manner, able to interact with all levels of process stakeholders., • Demonstrable experience securing UKAS accreditation to ISO/IEC 17025:2017, ISO/IEC 17020:2012, and/or the FSR Codes, for digital forensics services, or an environment which has made significant progress toward UKAS accreditation., • Experience of contributing to a quality management system, such as the production of Standard Operating Procedures, the conduct of internal auditing, and the development of competency and validation frameworks., • Operational search and seizure experience, particularly the application of digital forensics methods at crime scenes with advanced, in-depth knowledge of digital forensics tools and techniques, including but not limited to, mobile device data extraction, data processing and analysis., • Demonstrable experience in Digital Forensics conducting forensic examinations of digital devices, using industry standard forensic tools., • A sound understanding of common storage technologies, operating systems, and file systems, as well as the ability to identify and interpret new or unconventional data structures., • Pension - We make contributions to our colleagues' Alpha pension equal to at least 28.97% of their salary., • Family friendly policies., • Personal support., • A name-blind CV including your job history and previous experiences., • UK nationals, • nationals of the Republic of Ireland, • nationals of Commonwealth countries who have the right to work in the UK, • nationals of the EU, Switzerland, Norway, Iceland or Liechtenstein and family members of those nationalities with settled or pre-settled status under the European Union Settlement Scheme (EUSS) (opens in a new window), • nationals of the EU, Switzerland, Norway, Iceland or Liechtenstein and family members of those nationalities who have made a valid application for settled or pre-settled status under the European Union Settlement Scheme (EUSS), • individuals with limited leave to remain or indefinite leave to remain who were eligible to apply for EUSS on or before 31 December 2020
