Senior Commercial Manager Contract: 6 Months (Possible Extension) Day Rate: £760pd (Inside IR35) Job Purpose National Highways have an excellent opportunity for multiple Senior Commercial Managers to join our Commercial Delivery team in Major Projects. As a Senior Commercial Manager, you will deliver a consistent and high-quality commercial service within a project portfolio in support of the Major Projects Directorate, the service to cover; investment decisions, budget management, commercial management, contract administration, commercial dispute management and commercial performance management. Key Accountabilities • Lead on the commercial and contract management of schemes/contracts and ensure that all works/services are managed in line with the contracts. Ensure all contractual matters are responded within the contractual timescales., • Line management responsibility for one or more commercial teams within a region and oversee the work of the teams, supervising staff, providing mentoring and training and ensuring they meet their targets., • Provide commercial support across a range of activities, aiding decision making on commercial efficiencies, acting as a source of authoritative advice on contract administration, cost capture, analysis, performance, related intelligence and opportunities for performance improvement., • Provide expertise and support through the forecasting/ budget management process as part of an integrated team with Operations. Attend monthly Ops Finance meetings as the commercial representative for the region., • Drive any new procurements supported by Procurement and undertake contract document review and tender assessments., • Continuous analysis and review of contract performance and cost performance to identify and implement improvements., • In conjunction with the Head of Commercial Delivery, operate as an Integrated member of the regional lead teams, attending regional lead team meetings/ regional business review/ regional boards as the commercial representative., • Deputise for the Head of Commercial Delivery, as and when required, • Advocate the Highways England Wellbeing, Health and Safety Strategy and continually improve wellbeing, health and safety performance ensuring effective practice is applied by staff and partners., • Promote Highways England's reputation through building visible and effective partnerships with the supply chain. People management responsibilities • Direct: 5 - 10 Key contacts/relationships/stakeholders managed • Regional Operations Directors, • Regional Operations Heads of Service, • Project Managers, • Procurement Team, • Suppliers/Contractors at senior level Functional / Technical Skills • Experience of leading and managing commercial teams including matrix management., • Proven ability to contribute to and communicate programme and organisational aims to align efforts and deliver outcomes., • Capacity to absorb complex and diverse information and use strong practical influencing skills, both internally and externally to optimise Highways England’s commercial interests., • Demonstrable experience of optimising value for money outcomes when using public money., • Significant knowledge of NEC forms of contract. Experience of procurement and commercial management using NEC forms of contract., • Professional qualified, RICS, ICE or equivalent Person Specification Business Knowledge and Experience • Delivering at Pace - Manage teams to being high performing while working safely and effectively aligned around common goals., • Collaborating & Partnering – Engage proactively with and influence Operations and Supply Chain colleagues including at senior level., • Making Effective Decisions - Articulate options around large-scale reputational impacts and threats, efficiency opportunities, including economic, environmental, political and social, and recommend commercial actions to manage, realise and mitigate., • Achieving Commercial Outcomes - Manage the integrity of commercial relationships and delivery arrangements in the use of public money., • Leading & Communicating – inspire people to be the best they can be.
