The Department of Community and Human Services (DCHS) seeks two skilled, knowledgeable, and highly motivated team players to serve as two Special Duty Business and Finance Officer IIIs (BFO III) within the department's Finance and Compliance Services (FACS) Section. This opportunity would support the Housing and Community Development Division (HCDD). The BFO III position presents a unique opportunity to an individual seeking to utilize and expand their leadership skills, provide data analysis and recommendations, and leverage partnerships to manage financial resources effectively and provide support to internal and external stakeholders. These Special Duty BFO III will support the HCD team with managing different fund sources related to Housing Finance Program (HFP). The positions will serve as the fiscal leads for contracts, monitoring, invoicing, and reporting. The incumbents will help HFP team with management of loan records, loan reports, and related loan repayment schedules. The BFO III will monitor and manage transaction-level financials (accounting entries, personnel coding, etc.) and will help with auditor queries. The position reports directly to the Housing Capital/Community Development BFO IV. The position manages the day-to-day financial management of the funds and plays an instrumental role in developing budget to actuals reports, coordinating financials with HCD program leads, processing accounting transactions, tracking, and documenting financial decisions, and adhoc analysis as necessary. This recruitment will be used to fill two Special Duty Assignments (SDA) positions. One position is anticipated to have a duration of 1 year and the second position is expected to have a duration of 2 years. To be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to: • Oversee accounting and financial reporting systems in area of responsibility including review of transactions., • Review expenditures for compliance with all State and County requirements, contracts, memorandum of agreement, and internal policy and make adjusting entries as needed., • Provide technical assistance to program staff and sub-recipient agencies in financial matters including allowable costs., • Oversee monthly financial reporting to program staff and other stakeholders., • Coordinate, interpret and implement federal, state, county and local laws, policies, and procedures., • Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement., • Provide strategic support to the HHCDD finance team and program staff that drives progress towards Division, Department and County priorities., • Support the development, preparation, and justification of budgets within your scope of work., • Reconcile County financial systems with internal financial systems and multiple funding sources., • Review expenditure and revenue journal entries and review detailed reconciliations., • Perform ad hoc financial analysis of various DCHS programs, revenue contracts, fund sources, and appropriations. Prepare written descriptions of the analysis and present to leadership regarding complex finance matters., • Assist with department-wide financial management and reporting as needed., • Perform other duties as assigned. WE ARE LOOKING FOR CANDIDATES WHO HAVE: • Bachelor's degree in business, economics, public administration or accounting AND six years of progressive responsibility in finance, audit, project management or any equivalent combination that provides the knowledge of GAAS auditing standards and GAAP accounting principles, skills, and abilities necessary to perform the job., • Advanced knowledge of financial statement analysis and/or compliance audits., • Demonstrated skill in effectively presenting and communicating complex financial and performance information to a wide range of audiences, including non-technical audiences., • Ability to work collaboratively with program managers to secure integrated work products., • Demonstrated Team Lead experience., • Demonstrated proficiency with MS Office suite.PREFERRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:, • Knowledge of public sector budgeting and government fund accounting, including Federal and State grant accounting and reporting., • CPA certification., • Advanced knowledge of Oracle/EBS, BI Insight, Oracle budgeting and Tableau reporting systems.
