Job DescriptionSalary: $25.90 - $30.92/ hour Administrative Assistant- Public Safety Evidence and Records Custodian Salary: $25.07 - $29.94/ hour Department: Airway Heights Police Department Position Summary The Public Safety Evidence and Records Custodian plays a critical role in supporting the operations of the Airway Heights Police Department through the secure and accurate management of evidence, property, and public records. This position ensures compliance with legal standards, departmental policies, and best practices while maintaining confidentiality and integrity. The role supports both investigative and administrative functions and requires strong organizational skills, attention to detail, and the ability to collaborate effectively with internal staff and external agencies. Key Responsibilities Evidence & Property Management • Maintain on-call status for crime scene and crisis response., • Assist with search warrants and processing of vehicles, residences, and crime scenes., • Develop and implement evidence collection protocols and best practices., • Train personnel on evidence handling and chain-of-custody procedures., • Administer the state Sexual Assault Kit repository and ATF eTrace system., • Photograph, log, and submit firearms per agency and federal guidelines., • Coordinate civil seizures and forfeitures, including notifications and scheduling., • Manage intake, release, transport, and secure storage of evidence (firearms, narcotics, currency, vehicles, hazardous materials)., • Maintain facility security and assign storage locations to preserve chain-of-custody., • Respond to inquiries regarding property disposition., • Research case adjudication status prior to evidence disposal., • Prepare logs for auction/resale and oversee lawful destruction of property., • Conduct background checks for firearm release., • Perform quarterly audits and full inventory reviews every three years., • Maintain biological and chemical hazard protocols., • Assemble shelving and organize storage areas., • Develop and maintain facility documentation and forms. Records Management & Public Disclosure • Manage all public records requests and disclosures., • Receive, log, and process requests in compliance with RCW, WAC, and federal regulations., • Research and compile responsive records, applying statutory exemptions., • Redact sensitive information from documents, audio, and video., • Maintain retention categories on Evidence.com per state guidelines., • Coordinate with the Prosecutors Office on case-related records., • Maintain exemption logs and consult legal counsel when necessary., • Develop and revise procedures for efficient records handling., • Serve as subject matter expert (SME) on public disclosure., • Assist the public in accessing records and promote transparency., • Maintain destruction schedules for departmental records., • Administer IA Team software and provide training to leadership., • Maintain internal investigation and critical incident records. TAC & IBR Compliance • Develop training materials for law enforcement databases and policy., • Train personnel on database use and compliance., • Register new hires with WSP via ACCESS and ensure ongoing compliance., • Provide CJIS security training to vendors and city employees., • Operate records management systems (New World Suite, ACCESS)., • Serve as backup TAC for ACCESS compliance., • Complete ACCESS technical and physical audits., • Manage and track citations per state requirements., • Prepare statistical reports on public records and IBR., • Ensure accuracy of monthly IBR case submissions and conduct bi-annual reviews., • Act as SME for IBR best practices across Spokane County and surrounding agencies. Animal Control The City of Airway Heights currently contracts with SCRAPS for animal control services. Due to budget constraints, the Police Department may develop its own animal control team. Patrol Officers respond to routine animal complaints and contact AHPD Team for removal if needed. Investigations involving potential criminal animal-related complaints are handled by the Community Standards Corporals and/or the Public Safety Evidence and Records Custodian and or other designee assigned by the Chief Of Police. Accomplish additional duties as assigned by the Chief of Police or by his/or her designee. Grant Reporting & Financial Oversight • Review grant and seizure-related financial transactions for compliance., • Assist with budget adjustments and resolve conflicts with grant/seizure requirements., • Maintain financial records and collaborate with the Finance Department during audits., • Support post-award activities including billing, payroll, reporting, and compliance., • Recommend policy or procedural changes to improve efficiency. Qualifications • Extensive experience in law enforcement, records management, or evidence handling preferred., • Strong understanding of public records law, chain-of-custody, and CJIS compliance., • Ability to work independently and maintain confidentiality., • Excellent organizational, communication, and analytical skills., • Proficiency in relevant software systems (Evidence.com, Smarsh, New World Suite, ACCESS).
