Position Summary The Public Housing Area Manager position is responsible for the financial health of assigned properties. This position leads and supervises property and maintenance staff to ensure effective operations of the properties. The duties listed below illustrate the various types of work performed. Duties and Responsibilities • Property Inspections & Maintenance: Inspect properties for safety, condition, and repair; review physical assessment scores; audit maintenance work and ensure timely completion of work orders; recommend capital improvements., • Compliance & Policy Monitoring: Ensure compliance with HUD regulations and SNRHA policies regarding rents, utility allowances, and fee schedules; monitor lease enforcement and resident issues., • Reporting & Documentation: Prepare departmental, HUD, and agency reports; monitor staff adherence to contracts and strategic plans; track performance metrics (KPIs) and risk management., • Resident Relations & Customer Service: Meet with residents and councils monthly; address tenant issues, including legal matters, lease enforcement, and evictions; oversee emergency response and on-call duties., • Staff Management & Development: Supervise property staff, evaluate performance, manage schedules, and provide training; address staff issues and implement discipline., • Financial Management: Develop operating budgets, manage procurement, expenses, tenant accounting, and financial reporting; recommend capital improvements., • Project & Risk Management: Coordinate and track projects to ensure timely, budget-friendly completion; monitor safety standards and liability for residents and staff., • Public Housing Administration: Monitor and secure Public Housing files; ensure compliance with HUD regulations; assist with reporting and applications for Public Housing Programs., • Adhere to the confidentiality standards of the Privacy Act of 1974, {U.S.C.§ 552A} as amended., • Demonstrate courteous and cooperative behavior when interacting with clients, visitors, and SNRHA staff to support the relationship between SNRHA and the constituent population., • Perform related duties and responsibilities as required. Preferred Qualifications Preference may be given to applicants who possess the following: • Accredited Residential Manager (ARM), Public Housing Manager, Tax Credit, RAD/PBV, Rent Calculation, LIHTC, and/or HCCP and blended Occupancy (BOM) certification., • Fair Housing and Tenant Landlord Law training certificate, • Experience working with affordable housing and diverse residents, including low-income, disabled, and elderly. Knowledge, Skills, & Abilities • Knowledge of Housing Regulations: Familiar with HUD policies, federal, state, and local laws related to low-income housing, and SNRHA procedures; experience with affordable housing programs, including rental assistance and tax credits, • Communication & Interpersonal Skills: Strong ability to communicate effectively with people from diverse backgrounds; skilled in establishing positive relationships with residents, landlords, and the public., • Leadership & Staff Development: Able to train, supervise, and develop staff; provides constructive feedback and addresses performance issues fairly and collaboratively., • Deadline Management: Capable of meeting program deadlines and ensuring compliance with Public Housing Assessment Systems (PHAS)., • Problem Solving & Critical Thinking: Proficient in analyzing problems, proposing solutions, and implementing actions to support goals with thoughtful, creative solutions., • Technical Proficiency: Skilled in using SNRHA computer systems and Microsoft Office applications (Word, Excel, Outlook), • Customer Service & Diplomacy: Skilled in handling sensitive situations with tact, maintaining a high level of customer service for both internal and external stakeholders., • Analytical Thinking: Uses logic and reasoning to assess and compare different problem-solving approaches, identifying the best solutions., • Direction & Performance Management: Provides clear direction and effective guidance to team members, managing performance and ensuring consistent feedback., • Adaptability: Flexible and open to change, willing to learn and adjust to new business needs and responsibilities.
