Job DescriptionDescription: Job Summary: Chief Program Officer (CPO) is a key executive responsible for overseeing and driving strategic planning, development, implementation, and evaluation of all programs. The CPO plays a pivotal role in shaping the organization’s mission and impact, ensuring that programs align with strategic objectives and deliver measurable results. As the organization’s lead of programming, the CPO also works with the operations leader to ensure strong, financial and programmatic performance of their teams. ON-RAMP is a workforce development training organization supported by CenterState CEO as part of a statewide initiative to train Central New York residents in advanced manufacturing, construction and adjacent industries. All Resumes should be submitted by Firday September 26th, 2025 Essential Job Duties and Responsibilities: (Additional duties may be assigned) Strategy: • As a member of the executive corporate team the CPO operates with an elevated level of independence, initiative, and professional expertise and is a key driver of the organization’s vision, strategy, mission, and initiatives., • Develop and execute a comprehensive program strategy that aligns with the organization’s mission and goals, fostering innovation and growth., • Interfaces between the organization’s staff and Executive Leadership Team on all strategic planning, programs, budget, and internal staffing issues., • The CPO is responsible for the development, implementation and evaluation of the organization’s programs, ensuring they align with the strategic goals and objectives, as set by the Board and CEO., • Lead the program team, including hiring, training, and performance management, to ensure a high-performing team that meets organizational standards and program goals., • Establish and maintain relationships with key stakeholders, including funders, community partners, educational partners training partners, industry partners and government agencies, to secure program support and alignment., • Develop and manage the program budget, ensuring resources are allocated efficiently and effectively to meet program objectives and financial targets., • Ensure compliance with all legal, regulatory, and ethical standards applicable to the organization’s programs, including data protection and confidentiality., • Facilitate cross-departmental collaboration to integrate program objectives with broader organizational goals and objectives, enhancing overall impact., • Lead the development and implementation of program evaluation frameworks to assess the effectiveness and impact of program activities, making data-driven decisions for continuous improvement., • Spearhead innovative program development initiatives, exploring new methodologies, technologies, or partnerships to enhance program delivery and outcomes., • Upholds the organization’s mission, vision, and values of collaboration, integrity, inclusion, agility, and accountability and ensures they are embodied and pursued throughout the entirety of the organization., • Contributes to advancing the organization’s strategic principles of business competitiveness, community prosperity, equity, sustainability, continuous improvement, customer service, talent excellence, and brand awareness., • Supports communication with the Board of Directors when necessary, regarding strategic team plans and updates. Supports the Chief Executive Officer, Board of Directors and other strategic meetings., • Assure the organization and its mission, programs, products and services are consistently presented in strong, positive, image., • Responsible for the effective operations of the Programs team., • Supports the management and coordination of human resources and financial/fiscal operations of the Program team., • Provides guidance and service to affiliate organizations., • Supports in addressing employee challenges/conflicts – interpersonal and otherwise., • Responsible for overseeing programmatic risk management and compliance., • Supports the processing and administering work of grant life cycle; reviewing applications ensuring funds are used appropriately., • Leads the organization’s programmatic budget process., • Supports programmatic grant administration, compliance and reporting., • Supports the development/maintenance of long-term financial forecast for the organization., • In collaboration with the Chief Executive Officer, develops and maintains strategic business plans, proformas, and programmatic strategies for all the organization’s programs. Manages and supervises team, including writing annual performance evaluations and ensuring staff training and professional development. Position Type and Expected Hours of Work This is a full-time position. Days and hours of work are Monday through Friday, 8:30 am to 5:00 pm but can be flexible as agreed to by Chief Executive Officer. Travel Minimal travel is expected for this position. Minimum Required Education and Experience: Education • Bachelor’s degree required in public administration, nonprofit management, business administration, or a related field., • At least 10 years of managerial experience in progressively responsible leadership roles, with a minimum of 5 years in a senior leadership position overseeing operational and performance outcomes., • Demonstrated experience in strategic planning, leadership, and program development., • Proven track record in grant administration and compliance with government regulations relevant to program operations., • Experience leading complex projects, programs, and training initiatives., • Strong background in budget management, finance, and investment strategies., • Excellent written and verbal communication skills., • Strong analytical and decision-making abilities., • Proficiency with productivity software (e.g., Microsoft Office Suite, Google Workspace) and data analysis tools. This role requires one to be able to manage discrete information, have excellent communication, and people skills and the ability to work effectively with a diverse group of people. A high standard of professional and ethical conduct, integrity, and accountability is required. Fluency in Spanish a plus. Advanced degree a plus. Knowledge, Skills, and Abilities: • Excellent technical skills and proficiency with Word, PowerPoint, Excel, Outlook, and other software, as necessary., • Personal Effectiveness/Credibility., • Thoroughness., • Collaboration Skills., • Communication Proficiency., • Acts as a brand ambassador., • Provides staff support to ON-RAMP’s Board of Director’s and committees., • Clearly, consistently and in alignment with the corporate leadership team, communicate with staff about policies and practices, updates, major projects and developments., • Leads weekly team meetings., • Practices community engagement through partnerships, participation, and alignment with ON RAMP’s events, events of core partners and other activities., • Close mental and visual attention required to perform work, verbal communication, using a computer terminal, and/or extensive reading., • Must be able to lift and carry up to 20 pounds and push and/or pull up to 20-pound loads at a time relative to event-based equipment., • Must be able to sit for long periods of time. General office equipment is used. There is no exposure to known adverse environmental conditions. Work is performed in a typical office work environment.
