Job Description Scope: The Operator performs a variety of operational and maintenance duties within the Water Quality and Operations Division to support the delivery of safe and reliable drinking water. Under direction, the position operates, monitors, and maintains water treatment and pumping systems, including pumps, valves, tanks, and related equipment, and conducts routine water quality sampling, testing, and data recording. The role supports treatment processes through chemical feed adjustments, equipment inspections, troubleshooting, and preventative maintenance activities. The Operator coordinates and assists with treatment and distribution system operations, maintains accurate operational records, and utilizes SCADA and other monitoring systems. This position requires demonstrated intermediate-level proficiency in water treatment operations and continued development of technical skills related to system operation, maintenance, and repair. Additional responsibilities include operating vehicles and equipment, maintaining work areas, supporting snow removal activities, and participating in standby rotations and emergency response activities as required. Key Responsibilities: • Render services for the purposes of providing a safe and reliable water supply for the public to the SMCMUA customers., • Demonstrated high level of customer service in accordance with SMCMUA standards., • Coordinates activities of workers engaged in filtering, physically and chemically treating, pumping, and testing raw and treated water throughout all processes., • The position requires demonstrated intermediate (recall) level proficiency in four (4) of the following functional areas. Proficiency is measured by demonstrated skills in SMCMUA standards, preventative maintenance, troubleshooting, repairs, installation of new equipment, and the use of tools and technology applicable to the functional area., • Treatment and Related Systems:, • Laboratory, Field, and/or Online Analysis, • Treatment Processes, • Treatment Plant, Pump Station, and Letdown Station Operation and/or Maintenance, • Electrical and/or Instrumentation and Controls, • Operate, maintain, inspect, troubleshoot, and repair treatment and pumping/storage equipment, tanks, pumps, valves, processes, industrial controls, and other related treatment and pumping/storage equipment and facilities., • Distribution of specified amounts of chemicals, such as sodium hypochlorite, orthophosphates, sodium hydroxide, sodium bisulfite, citric acid, and hydrochloric acid into water or adjustment of automatic devices., • Monitors panelboard, adjusting controls to regulate flow rates, loss of head pressure and water elevation, and distribution of water., • Backwashes tanks and filter beds., • Required to participate in Record Data Management in the following areas of Water Quality:, • Record Data content of chemical usage, water quality parameters, pressure gauges, flow meters, charts, HMI’s, and SCADA computer., • Maintains records and files with chemical usage and storage, equipment operation, and required water quality/ quantity data., • Takes and records periodic readings of relevant gauges., • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by agency, office, and related units., • Operate vehicles requiring a NJ Basic driver’s license and tow equipment and trailers., • Field and process control water quality analyses., • Sample collection, and analyze samples to determine pH, chlorine concentration, orthophosphate concentration, and turbidity, using specified equipment, i.e. colorimeter, turbidimeter, and pH meter., • Maintains the working area in a clean/ sanitary condition., • Continuous water quality monitor operation, maintenance, calibration, and troubleshooting related to all physical components of water system equipment., • Basic laboratory chemistry and microbiology analyses., • Use various hand tools., • Use various power tools and equipment., • Load, unload, and lift supplies, equipment, etc., • Operate snow removal and salting equipment to keep roads, parking lots, driveways, etc. clear and safe., • Operate, maintain, inspect, and repair SMCMUA vehicles and equipment; such as, changing light bulbs, windshield wipers, fluid and lubrication addition, changing of tires, changing batteries, and related assignments., • Participation in the Treatment System Stand-By Rotation, including TelDacSCADA alarm response., • Related and other duties. Qualifications: EDUCATION & EXPERIENCE · U.S. accredited high school diploma or equivalent. Higher level degree or certification preferred in an approved field of study such as that obtained from a vocational or trade school, US military, or college or Associate or Bachelor level degrees in construction technology/management, engineering science, environmental studies, environmental science, chemistry, biology, or other approved program · Treatment and Pumping employees may possess a valid Public Water Treatment Operator license of the appropriate responsibility and applicable position level, depending on the permitted level of the facility, issued by the New Jersey Department of Environmental Protection. · Minimum of three (3) years of experience in operating, adjusting, regulating, repairing, and maintaining pumps, valves, electric motors, and other electrical and mechanical equipment of the type used in water treatment facilities, pumping stations, or filtration facilities LISCENSES & CERTIFICATIONS · Maintenance of a New Jersey Basic Driver’s License. · Employees in Municipal Water Utilities may be required to attend Incident Management training within a specified timeframe as determined by the appointing authority. · Other trainings may include but not be limited to online, courses, or approved alternates. o Small Water System: § 702A Wells § 702B Treatment Plants § 702C Disinfection § 702D Safety and Introduction to Small System Management § 702E Laboratory Procedures o Electrical and Mechanical training Courses as needed and dictated by physical system upgrades and requirements. SKILLS & COMPETENCIES · Knowledge of procedures and methods of operating, adjusting, and regulating water treatment plant pumps, valves, gauges, chemical feed pumps, filters, flowmeters, and other equipment. · Knowledge of methods for determining and maintaining proper flow rates to the distribution system. · Knowledge of the location and function of all equipment related to all SMCMUA facilities. · Knowledge of techniques for collecting water samples and conducting and recording standard chemical and bacteriological analysis of water. · Knowledge of pump and valve packing replacement, motor and pump bearing replacement, and equipment lubrication. · Knowledge of arithmetic operations for determining correct amounts of chemical doses. · Ability to utilize, complete, and assess, various types of electric and/or mechanical maintenance, such as oiling, greasing, cleaning, or replacing gaskets, piping, etc. · Ability to utilize, complete and assess various electrical maintenance such as testing, maintaining, or replacing, RTU/PLC, AC/DC power, basic radio troubleshooting, utilizing multi-meter (voltage/ current), ability to calibrate transmitters, and WQ instrumentation. · Ability to read, write, and understand English so that involved and complicated instructions and technical texts can be read and understood and legible written records can be produced and maintained, such as wiring schematics and development of standard operating procedures. · Ability to understand, remember and carry out oral and written directions; to work independently; to learn quickly from oral and written explanations and from demonstrations; to deal knowledgeably and courteously with co-workers, customers, and the general public. · Ability to utilize information technology for the purposes of performing the functions of this position, including basic knowledge of Microsoft Office. · Ability to work harmoniously with co-workers, supervisors, managers, and the public · Ability to demonstrate understanding and satisfactory compliance of SMCMUA policies, procedures, practices, processes, and essential functions.
