Job DescriptionSalary: $65,000-$75,000 per year Upward Bound House (UBH) is a mission-driven nonprofit organization dedicated to ending intergenerational family homelessness. For 30+ years, weve delivered a continuum of carefrom crisis to permanent housingrooted in empowerment, collaboration, and trauma-informed practice. Position Summary The Program Manager oversees the day-to-day operations of UBHs Transitional Housing Program for TAY families, which includes young parents aged 1824 and their children. This role ensures safe housing, high-quality services, strong staff supervision, and compliance with all funder and agency requirements. The Program Manager leads efforts to support family stabilization, youth development, child wellbeing, and successful transitions to permanent housing. Key Responsibilities Program Operations & Compliance • Manage daily operations of the TAY Families Transitional Housing site., • Ensure adherence to contracts, funder requirements, and UBH policies., • Oversee intake, orientation, service planning, parenting supports, and exits., • Ensure timely, accurate documentation in HMIS and internal databases. Staff Supervision & Leadership • Supervise Case Managers, Resident Monitors, and on-site program staff., • Provide weekly supervision, coaching, and performance evaluations., • Lead staff meetings and case conferences., • Support staff with crisis response, conflict resolution, and family-centered practices. Family Support, Youth Development & Child Wellbeing • Ensure individualized Family Stabilization Plans (parenting, income, education, childcare, mental health, and housing goals)., • Oversee life-skills workshops (e.g., parenting, budgeting, tenant education)., • Promote trauma-informed, strengths-based, youth-centered services., • Ensure linkage to childcare, early childhood supports, health coverage, and family resources., • Maintain a safe environment for infants, toddlers, and children, and ensure adherence to mandated reporting and incident protocols. Housing Navigation & Transitions • Oversee housing readiness and navigation for permanent housing placement., • Coordinate with RRH teams, landlords, and community housing partners., • Support warm hand-offs and aftercare planning. Community Partnerships, Data & Reporting • Collaborate with childcare agencies, schools, mental health providers, workforce programs, and TAY resources., • Participate in Youth CES and funder meetings as needed., • Track outcomes (income, education, parenting goals, housing exits)., • Conduct regular file reviews and prepare monthly/quarterly reports. Qualifications • BA in Social Work, Psychology, Child Development, or related field (MA preferred)., • 3+ years experience working with TAY youth and/or young families experiencing homelessness., • 2+ years supervisory experience in social services, housing, or residential programs., • Knowledge of trauma-informed care, child development, crisis intervention, and harm reduction., • Experience in residential or housing programs preferred., • Strong leadership, communication, and organizational skills., • Ability to work some evenings/weekends and travel within Los Angeles County.
