Job Description JOB SUMMARY: Regional Transit Service, Inc. (RTS) is a Public Transit Authority in the Rochester, NY area. The Authority has approximately 1,000 employees and 400 buses. RTS serves eight counties, spanning 4,350 square miles. The Director of Maintenance is responsible for the delivery of safe, reliable, efficient, and high-quality transit services to RTS customers and the community through the oversight of vehicle maintenance of all RTS rolling stock (Buses, Vans, Non-Revenue Vehicles), associated systems and equipment, and vehicle servicing functions (fueling and washing). This role also oversees the maintenance of buildings, grounds, and facilities in coordination with RTS Engineering. This role is required to plan, organize, manage, and lead staff activities for the Maintenance Department in a manner consistent with organizational goals and objectives, administrative policies and procedures, safety rules, union contracts, and government regulations while reinforcing RTS's commitment to safety, accountability, and continuous improvement. This Director of Maintenance will develop and implement strategies to improve the organization's vehicle and facility maintenance performance through continuous process improvement methodologies, ensure quality and safety standards, and track and communicate performance. An essential aspect of the Director of Maintenance role is to contribute to the development and mentoring of a large, Authority-wide team. This role requires fostering open communication and psychological safety to build and maintain strong relationships to strengthen the culture and engagement of the diverse team. COMPENSATION:$120,000 to $135,000annually (depending on experience) BENEFITS INCLUDE: • Staying Healthy:Medical, Dental, and Vision (Dental & Vision insurance are currently free), Flexible Spending Account (FSA), • Feeling Secure: Disability Insurance, Pension Plan, NY State Deferred Compensation Plan,Basic Life and Accidental Death & Dismemberment (AD&D) insurance,Group Specified Disease Insurance, and Hospital Insurance REPORTS TO: Chief Operating Officer SUPERVISES: Manager of Fleet Maintenance, Manager of Maintenance Support Operations, Manager of Maintenance Systems & Quality, Inventory and Warranty Manager, Manager of Access and Regional Maintenance - West, Manager of Regional Maintenance - East ESSENTIAL FUNCTIONS: Strategic Performance/Alignment: • Execute Maintenance operations in alignment with the RTS Way while meeting organization Key Performance Indicators (KPI), Department Performance Indicators (DPI), and other defined goals., • Lead strategic planning efforts by establishing initiatives, setting priorities, and establishing goals with a focus on continuous improvement. Ensure initiatives are clearly linked to organizational strategies and are executed through progress monitoring, corrective action, and results reporting., • Develop, implement, and maintain policies, procedures, and material control systems to reduce costs, streamline procedures, and implement solutions. Effectively communicate and set expectations of policies, procedures, and regulations, and any other information related to job duties to ensure successful strategic outcomes., • Develop and monitor department operating budget to achieve budget targets. Strive for efficiencies in headcount needs and overtime while achieving company and department strategic initiatives. Maintain a list of capital budget needs to support annual capital budget development., • Partner with Leadership Team colleagues in the development and implementation of the strategic plan., • Foster strong relationships with employees and union leadership, working in a collaborative manner within the collective bargaining environment., • Collaborate with the Transportation Department to identify efficiencies and ensure quality service delivery., • Participate in union contract negotiations and settlements of grievances., • Interview, select, train, manage, and appraise the performance of direct reports and provide the necessary task allocation and tracking coordination between activities., • Manage a widespread, diverse group of employees in a manner that promotes teamwork and commitment to employee engagement., • Provide guidance and mentorship to managers and supervisors through the development of professional development plans in support of their goals., • Ensure that Technicians and service support personnel receive appropriate support, mentorship, and guidance to perform their duties in accordance with the organizational goals., • Review and resolve issues related to the issuance of discipline and participate in the discipline process at the appropriate level., • Manage and implement supervisor staff schedule changes, overtime assignments, shift changes, etc., to ensure coverage of work in the most appropriate manner and in accordance with Union rules., • Communicate to Managers, Supervisors, Technicians, and Support Personnel policies, rules, assignments, and other information related to job duties., • Ensure constant communication among supervisors to reinforce uniform application of policies and expectations across all Maintenance personnel., • Develop a feedback loop for Technicians and Support Personnel regarding messages and decisions., • Ensure that all Union contract provisions and work rules are followed. Review and resolve grievances through participating in the process at the appropriate level., • Responsible for maintaining an awareness of RTS's Emergency Management System., • Be on call to respond quickly and effectively duringunanticipated events and emergencies and provide guidance to staff in crisis situations., • Work with emergency response agencies as needed., • Conduct investigations in cooperation with government agencies to determine causes of transportation accidents and to improve safety procedures., • Oversee regulatory federal and state compliance, including vehicle licensing., • Maintain records created and received in compliance with regulatory agencies and the RTS Records Management Policy and Procedures., • Implement quality control measures. Develop and monitor systems for compliance with maintenance procedures and safety rules. Ensure that quality and safety are integrated into all aspects of staff responsibilities, including maintaining a safe and healthy work environment, ensuring compliance with safety, security, cleanliness, environmental, and HAZMAT regulations., • Proven ability to strategically lead and manage others while growing the culture in an operating, manufacturing, or other unionized environment. Experienced with change management, developing managers and supervisors, high degree of emotional intelligence and ability to motivate others., • Innovative, curious, engaging, detail-oriented, customer-driven, and results-oriented., • Ability to communicate effectively in English. Strong verbal and written communication and presentation skills., • Capable of efficiently handling multiple priorities at any given time., • Ability to plan and prioritize to achieve a defined objective., • Strong problem-solving and situational analysis. Understanding of lean manufacturing, Lean Six-Sigma, and continuous improvement principles, and statistical analysis., • Ability to productively work with employees across departments and at all levels within the Authority., • Proficiency in using computer systems and software applications associated with the performance of assigned work is essential. Examples: Microsoft Office Suite, Customer Relationship Management (CRM), Human Capital Management (UKG), and Trapeze Maintenance Systems (EAM)., • Bachelor's Degree preferred in a job-related field or an equivalent combination of related work experience, training and/or education sufficient to successfully perform the essential duties of the job., • A minimum of ten (10) years of applicable work experience in an Operations, Maintenance, or Manufacturing environment., • Experience in a union environment is preferred.
