Job Description Construction Program Manager Position Summary The Construction Program Manager (CPM) is responsible for the overall planning, coordination, and execution of a portfolio of capital construction projects on behalf of the Owner. This role provides strategic leadership across all phases of program delivery—including planning, design, procurement, construction, and close-out—while ensuring alignment with scope, budget, schedule, quality, and stakeholder expectations. The Construction Program Manager acts as the Owner’s representative, leading multidisciplinary teams of designers, contractors, inspectors, and consultants to deliver complex projects safely, efficiently, and in compliance with all applicable regulations. Key Responsibilities Program Leadership & Governance • Provide overall leadership and governance for multiple concurrent construction projects within a defined capital program., • Establish program management plans, policies, procedures, and performance metrics., • Serve as the primary point of contact between the Owner, executive leadership, and external stakeholders., • Support board-level, executive, and public reporting requirements. Planning & Pre-Construction • Lead early planning efforts including feasibility studies, master planning, project phasing, and site logistics., • Coordinate scope development, cost estimating, value engineering, and constructability reviews., • Develop and manage program-level schedules and cash flow projections., • Support procurement strategies including CM/GC, Design-Build, Design-Bid-Build, and Task Order delivery. Design Management • Oversee architectural and engineering consultants to ensure designs meet program objectives, educational/operational needs, and budget constraints., • Facilitate design reviews, code compliance, permitting, and stakeholder coordination., • Ensure alignment between design intent, construction sequencing, and long-term maintainability. Construction Management Oversight • Oversee construction activities across multiple sites, ensuring compliance with contract documents, safety standards, and quality requirements., • Monitor contractor performance, schedule adherence, cost control, and change management., • Review and recommend approval of pay applications, change orders, and claims., • Coordinate inspections, testing, commissioning, and close-out activities. Financial & Schedule Control • Manage program budgets, cost forecasts, contingencies, and funding allocations., • Implement cost control measures and risk mitigation strategies., • Track schedule performance and proactively address delays or constraints., • Ensure financial transparency and audit readiness. Stakeholder & Community Engagement • Coordinate with internal departments, school administrators, municipal agencies, utility providers, and community stakeholders., • Support public meetings, community outreach, and executive briefings as required., • Manage communication strategies to minimize operational disruptions. Compliance, Safety & Quality • Ensure compliance with local, state, and federal regulations, including procurement, labor, and reporting requirements., • Oversee program-wide safety standards and quality assurance/quality control (QA/QC) processes., • Support diversity, equity, and inclusion goals such as M/WBE or EBO participation where applicable. Qualifications Education • Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field (required)., • Master’s degree in Construction Management, Engineering, Business, or Public Administration (optional). Experience • 10+ years of progressive experience in construction or program management., • Demonstrated experience managing large, multi-project capital programs ($50M+ total program value preferred)., • Experience with public-sector, K-12, higher education, or municipal capital improvement programs strongly preferred. Technical Skills • Strong knowledge of construction contracts, scheduling, cost control, and risk management., • Proficiency with construction management software (e.g., Procore, Kahua, Primavera P6, MS Project, Bluebeam, Unifier)., • Familiarity with building codes, permitting processes, and safety regulations. Professional Credentials (Preferred) • PMP, CCM, PE, AIA, or similar professional certification., • OSHA 30 certification.
