The Facility Security Officer (FSO) is an experienced individual capable of administering employee and consultant security clearances in support of multiple contracts and related compliance requirements reporting to the COO. Regulatory / Compliance: • Responsible for proper, compliant execution of the NISPOM ‘National Industrial Security Program Operating Manual’ in its entirety, specific to the company’s required facility clearance level., • Ensure compliance and adherence to Director of Central Intelligence Directive (DCID), Department of Defense (DoD) regulations, and Facility Clearance (FCL) Government regulations., • Manage and update corporate structure bylaws as required by the National Industrial Security Program (NISP), submitting changes via NISS as needed., • Serve as liaison and primary point of contact with the Defense Counterintelligence and Security Agency (DCSA) and client-specific security, developing and maintaining positive working relationships., • Develop, maintain, and implement standard operating procedures, practices, and policies to ensure compliance., • Manage and process personnel security clearances (initial and reinvestigations) using DISS and NBIS systems, including records management in SIMS., • Develop, conduct, and track required in-house training and briefings for the industrial security program (initial, annual refresher, foreign travel, courier, derivative classification, OPSEC, and client-specific training, including debriefings)., • Assist with developing and maintaining the SMX Insider Threat Program., • Conduct annual security self-inspections, including documentation and tracking of follow-up actions., • Participate in DCSA and client inspections/assessments, including preparation, documentation, and follow-up., • Process SCI requests using ACCS and coordinate indoctrination., • Process Visit Authorizations using DISS and ACCS as needed., • Prepare and review DD254s, maintain program security files, and manage CAC applications, issuances, and renewals for multiple programs., • Investigate and document security incidents/violations, reporting to DCSA via DISS as required., • Prepare and submit system access forms (e.g., DD2875s) and support employees with DEERs actions as needed., • Fulfill tickets in ServiceNow to address employee needs and security requirements., • Submit required reports to Government agencies per 32 CFR Part 117 (counterintelligence concerns, suspicious contacts, espionage reports, etc.)., • Stay current with industrial security by continuing training, attending seminars, and participating in the industrial security community (local ISACs, NCMS, etc.)., • Maintain FCL records in NISS for all assigned FCLs., • Provide proposal support and clearance verifications for recruiting as needed., • Prepare, track, administer, and maintain personnel security clearance application packages for employees and consultants as required to support and access government contracts containing classified information. This includes use of JPAS, e-QIP, electronic fingerprints, JCAVS, NISS, and DISS., • Investigate security violations, conduct incident reporting and administrative inquiries (AIs), and prepare reports specifying preventive actions., • Manage all facility-related change conditions, self-inspections, and preparation for Defense Counterintelligence and Security Agency (DCSA) security reviews., • Obtain and maintain company badges and TMMG building swipe cards for employees and visitors., • Submit visit requests as directed by the Government Customer using JPAS, JCAVS, DISS, and other systems., • Manage client-specific security training programs and administer required annual refresher training., • Ensure compliance with Insider Threat training requirements and implement mitigation measures in alignment with senior management., • Stay current with federal security regulations through ongoing training and educational opportunities, maintaining awareness of interdisciplinary compliance requirements (e.g., cyber, personnel, IT), and notify management of material changes in writing., • Obtain rulings, interpretations, and acceptable deviations to ensure TMMG compliance with changing regulations., • Conduct periodic security education, training, and audits, and maintain accurate records., • Provide training and briefings and maintain records for all TMMG employees and cleared 1099 consultants regarding foreign travel., • Conduct new employee briefings, exit interviews, and all security training and education.Requirements:, • Minimum 5 years' experience as a Facility Security Officer, Assistant Facility Security Officer or similar role., • Completed CDSE Non-Possessing Curriculum, • Fluent with DISS, NISS, NBIS, SWFT, and SIMS programs/systems, • Active Top Secret security clearance, • Highly organized and detail-oriented, • Ability to work in a fast-paced environment, • Proficient with Microsoft Suite (Excel, Word, PowerPoint, Outlook, Teams), • Strong written communication, interpersonal, problem-solving, and organizational skills., • Bachelor's degree in business administration or a related business discipline and five years' experience as an FSO or assistant FSO, or six years total related experience in lieu of a bachelor's degree., • Competency in using automated systems, both internal and government, and building relevant reports, as needed., • Active/Eligible to obtain and maintain a Top Secret security clearance/PKI Certificate.
