Job Description Job Post Position Description Senior Logistics Planner – Rail Operations Planning Title: Senior Logistics Planner – Rail Operations Planning Assignment Type: W2 Consultant Work Location: New Jersey / New York Region Program Area: Rail Operations Planning / Logistics Planning / Constructability Coordination Compensation Range: $65.00–$95.00 per hour, commensurate with experience and qualifications Position Summary CMCOM seeks to retain the services of a qualified Senior Logistics Planner – Rail Operations Planning to support transportation and infrastructure assignments in active rail environments throughout the New York/New Jersey region. The selected candidate will provide expert professional support for rail logistics planning, track access coordination, constructability review, staging analysis, and operational interface activities associated with capital work, maintenance activities, and third-party impacts within an operating railroad environment. This position requires demonstrated experience in planning and coordinating work programs across multiple concurrent projects in constrained rail operating environments. The successful candidate shall be capable of identifying available work windows, analyzing conflicts among projects and maintenance activities, evaluating the impacts of staging and sequencing, and recommending strategies to facilitate construction and related activities with minimal impact on train operations, customers, and ongoing railroad functions. The ideal candidate will possess direct experience supporting PATH, MTA, NJ TRANSIT, and/or comparable heavy-rail or commuter-rail systems and will be expected to work effectively with operations personnel, maintenance staff, engineering teams, project managers, and third-party stakeholders. General Responsibilities The Senior Logistics Planner – Rail Operations Planning shall perform duties that include, but are not limited to, the following: • Meet with project staff, operations personnel, maintenance representatives, and other stakeholders to understand the scope, constraints, and assumptions associated with assigned projects and work activities., • Identify and develop the available hours of work for construction contracts, maintenance activities, inspections, and related efforts that require railroad access., • Analyze requested work hours for conflicts with other projects, operational requirements, maintenance needs, and staffing availability., • Review and assess project staging plans, work-phases, and construction schedules for feasibility in an active rail operating environment., • Identify appropriate laydown areas, contractor access zones, and staging locations for construction and maintenance activities, and evaluate such locations for conflicts with other uses or ongoing operations., • Analyze impacts of construction or third-party work within the rail right-of-way on train operations, maintenance activities, and customer service., • Develop strategies and recommendations intended to facilitate project delivery while minimizing impacts to the operating railroad and the traveling public., • Coordinate with operations, maintenance, engineering, project controls, construction management, and external parties as necessary to support integrated planning and execution., • Support contingency planning associated with outages, emergency conditions, access conflicts, and schedule disruptions., • Compile and analyze operational, schedule, logistics, and access data as requested to support planning efforts, reporting requirements, and decision-making., • Prepare reports, dashboards, memoranda, status updates, logistics analyses, and coordination logs in support of management review and project implementation. A. Logistics Planning The selected candidate shall demonstrate experience and capability in the following areas: • Managing work programs involving multiple, concurrent construction and maintenance activities, • Facilitating the allocation of limited track access, staffing, staging, and operational resources, • Identifying available railroad work windows and analyzing conflicts with ongoing activities, • Coordinating contractor use areas, laydown locations, and access needs in constrained environments, • Assessing the timing and level of agency staffing support required for project execution The selected candidate shall support review of staging and implementation plans and shall be able to: • Evaluate construction staging and sequencing approaches for operational feasibility, • Review schedules and work plans for completeness and compatibility with railroad constraints, • Identify potential conflicts involving track access, staffing, site logistics, or third-party coordination The selected candidate may also support coordination associated with third-party activities affecting railroad operations, including: • Analysis of impacts from adjacent development or outside agency work, • Coordination of access, licenses, rights-of-entry, and related planning interfaces, • Tracking support requirements, staffing impacts, and logistics implications of third-party work Candidates must possess the following minimum qualifications: • Bachelor’s degree in Transportation, Logistics, Engineering, Planning, or a related discipline, • Minimum 8 years of experience in transportation, logistics, rail operations planning, or closely related work, • Minimum 5 years of directly relevant experience in rail logistics planning, track access planning, rail operations coordination, or construction logistics within active rail environments, • Demonstrated working knowledge of train operations, scheduling, railroad constraints, and transportation logistics, • Experience supporting multiple concurrent assignments in active rail, rapid transit, commuter rail, or heavy rail environments, • Strong analytical, organizational, written, and verbal communication skills, • Proficiency in Microsoft Excel and related planning, scheduling, and reporting tools Candidates shall demonstrate direct experience in the following areas: • Rail operations planning and logistics coordination, • Track access planning and conflict analysis, • Construction staging and sequencing support, • Coordination of work in active railroad or transit operating environments, • Yard, terminal, corridor, or systemwide operating considerations, • Preparation of reports, planning documentation, and performance updates, • Coordination with operations, maintenance, engineering, and project delivery teams Preference may be given to candidates with one or more of the following: • Experience supporting PATH capital programs, state-of-good-repair work, or storm resiliency initiatives, • Experience in heavy rail, rapid transit, or commuter rail environments, • Familiarity with Port Authority and/or PATH operational conditions, procedures, and coordination requirements, • Experience involving adjacent development impacts, third-party coordination, licenses, or right-of-entry issues, • Familiarity with constructability review and transportation-related heavy construction staging Preferred experience includes proficiency with one or more of the following: • Primavera P6, • Microsoft Project, • Rail scheduling, operations planning, or logistics planning systems, • GIS / ArcGIS or similar spatial analysis tools, • Construction/project management systems such as Procore or e-Builder The selected candidate shall be expected to support services in a manner consistent with agency operational, safety, security, and documentation requirements. This may include maintenance of detailed daily records, coordination logs, planning records, schedule support documentation, and audit-ready files. The candidate must be prepared to work in secure or operationally sensitive environments and comply with applicable access, security, and safety requirements, including facility-specific protocols where required.
