Job Description Job Summary: The Assistant Operations Chief is responsible for the strategic and administrative oversight of daily EMS operations in Fayetteville, NC. This role supports the Operations Chief in managing field supervisors, fleet readiness, personnel performance, regulatory compliance, and system deployment. The Assistant Operations Chief ensures operational continuity, fiscal responsibility, workforce stability, and adherence to company policies. This position serves as second-in-command of field operations and assumes operational authority in the absence of the Operations Chief. Essential Duties and Responsibilities: Executive Operational Oversight • Oversee daily operational performance, deployment effectiveness, and staffing coverage., • Review and approve the daily Plan of Action (POA) and ensure proper reconciliation in UKG., • Monitor system status, response efficiency, and unit hour utilization., • Provide strategic direction for truck assignments and system coverage., • Evaluate operational metrics and implement corrective action plans when necessary., • Assume command-level authority during significant operational events or multi-unit incidents. Personnel Management & Leadership • Directly supervise Field Supervisors and provide leadership oversight for all field staff., • Ensure accountability for attendance, punctuality, uniform compliance, and conduct standards., • Oversee disciplinary investigations and corrective action processes in coordination with HR., • Review and approve incident reports, injury reports, and required documentation (including 7710 forms)., • Conduct performance evaluations for supervisory staff., • Assist in recruitment, interviewing, onboarding, and off-boarding of EMT-B and ALS personnel., • Develop leadership training initiatives for Field Supervisors., • Complete additional tasks and projects as assigned by executive leadership or management. Scheduling, Payroll & Workforce Management • Oversee weekly deployment schedules to ensure adequate coverage for call volume., • Provide final approval for schedule changes and overtime utilization., • Monitor labor costs and project future staffing needs., • Ensure open shifts are filled appropriately and efficiently., • Assist in managing employee timecards within UKG., • Review and approve employee timecards to ensure payroll accuracy and compliance., • Review and approve time-off requests in accordance with operational needs., • Submit payroll notes and communicate necessary adjustments to payroll processing. Fleet & Asset Management • Oversee fleet readiness and compliance with safety standards., • Ensure all trucks remain on a structured preventive maintenance schedule and that maintenance is tracked, documented, and current., • Maintain oversight of fleet service intervals, inspections, and vendor coordination to prevent operational downtime., • Review photographic truck inspections and maintenance reports submitted by Field Supervisors., • Approve major maintenance scheduling and vendor coordination., • Ensure proper documentation of fleet condition and service intervals., • Oversee BLS and ALS inventory compliance and audit processes., • Ensure all trucks and medical equipment meet or exceed North Carolina Office of EMS (NCOEMS) equipment and safety standards., • Ensure inventory audits are conducted and deficiencies corrected immediately. Financial & Administrative Oversight • Oversee daily operational performance, deployment effectiveness, and staffing coverage., • Review and approve the daily Plan of Action (POA) and ensure proper reconciliation in UKG., • Monitor system status, response efficiency, and unit hour utilization., • Provide strategic direction for truck assignments and system coverage., • Evaluate operational metrics and implement corrective action plans when necessary., • Assume command-level authority during significant operational events or multi-unit incidents., • Respond in the field and ride on units as needed to support operational needs, training, or incident management. Compliance & Quality Improvement • Oversee Quality Improvement (QI) initiatives, including PCR audits and peer review., • Ensure compliance with North Carolina EMS regulations and company SOPs., • Maintain agency compliance within the NCOEMS Continuum system, ensuring all new hires are properly credentialed and entered, and all employee separations are updated in a timely manner., • Monitor credential expirations and certification status for all field personnel., • Monitor ETA compliance, radio communications standards, and reporting accuracy., • Lead investigations into operational deficiencies or policy violations., • Enforce Injury and Illness Prevention Program compliance. Incident Command & Risk Management • Oversee investigations involving vehicle accidents, personnel injuries, patient incidents, or equipment damage., • Ensure all employee injuries are reported immediately and documented accurately in accordance with company policy and regulatory requirements., • Verify completion of required injury reports, workers’ compensation documentation, and internal reporting forms., • Assist the Operations Chief in conducting formal investigative interviews related to operational incidents, employee injuries, or policy violations., • Participate in fact-finding reviews to determine root cause and implement corrective action when necessary., • Ensure accurate documentation and timely submission of required reports., • Develop corrective action plans to mitigate operational risk., • Participate in MCI planning and operational preparedness drills. Facility & Community Relations • Maintain executive-level relationships with contracted facilities., • Address service complaints and implement resolution strategies., • Represent the company in community engagements and professional meetings. Strategic Development • Recommend operational improvements, equipment upgrades, and technology enhancements., • Assist the Operations Chief in long-term planning and system growth initiatives., • Identify workflow inefficiencies and implement process improvements. Qualifications & Requirements • Minimum 21 years of age, • High school diploma or GED (Associate’s or Bachelor’s degree preferred), • Clean background and ability to pass a drug screen, • Valid North Carolina Driver’s License, • North Carolina EMT-B (Required); North Carolina Paramedic certification preferred, • National Registry Certification (Preferred), • CPR Certification (Required), • Minimum 3 years EMS experience, • Minimum 2 years supervisory or management experience, • EVOC Certification (Preferred) Required Competencies • Advanced operational decision-making, • Strong investigative and documentation skills, • Budget awareness and fiscal responsibility, • Leadership development and mentorship capability, • Conflict resolution and performance management, • High-level organizational and analytical skills, • Ability to function effectively under pressure Working Conditions: • Availability for extended hours, weekends, nights, and holidays as operationally required, • On-call availability for operational emergencies, • Long periods inside the ambulance., • Field response during high call volume or critical incidents, • Ability to meet standard EMS physical demands, • Ability to wear required PPE for extended periods, • Moderate to extended amounts of sitting, standing, and walking., • Some repetitive motion activities., • Routinely lifting more than 300 lbs. with assistance., • Pushing, pulling, reaching, lifting, bending, squatting, kneeling, twisting, carrying, typing and stair climbing., • Visual identification of color-coded items., • Clear speech and hearing., • Must be able to wear a face mask or respirator with proper fit for extended periods when required COVID-19 Precaution(s): • Personal protective equipment provided, • Daily health and temperature screenings, • Sanitizing, disinfecting, or cleaning procedures in place We have a fun, people-oriented culture here at Reliance with an emphasis on personal and professional growth and balance.
