Job Description JOB SUMMARY: Performs inspection and witness tests applicable to the discipline to determine the acceptability of work. Utilizes applicable procedures, codes, and standards to evaluate test and inspection reports, recommending acceptance or rejection. May technically direct, instruct, and train inspectors in assigned discipline. Support and assist in the implementation, maintenance, and continuous improvement of the Quality Manual and Quality Management System across multiple work areas. Provides regional quality oversight and support for NBIC R‐Stamp repair projects, ensuring consistent application of codes, standards, and approved quality programs. TYPICAL DUTIES: · Support implementation, interpretation, and consistent application of the corporate Quality Manual across projects and operating locations. · Assist in the development, revision, review, and communication of quality procedures, work instructions, and best practices. · Establish and maintain project quality (through training, awareness, and planning). Assume total responsibility for quality operation when assigned to shift work. · Lead or participate in Project Quality Kick-off Meeting. · Attend and participate in Project Field Execution Meetings. · Lead or participate in the development of Project Quality Plans and ITP (Inspection and Test Plans) Packages. · Lead or participate in Project Weekly Quality Meetings. · Implement employee Quality onboarding program. · Implement the ongoing Quality training program. · Monitor and assist subcontractors in the development and administration of their Quality Program. · Assess the need for 3rd party services and hire if required (with Project/Construction Management approval). · Conduct Quality pre-planning activities. · Oversee, direct, and mentor Quality Control Specialists under direct supervision. · Report project Quality status to the Project Team, Client, and Corporate Quality Department. · Conduct weld tests and/or instruct employees in proper use of procedures, materials, tools, etc. · Determine and ensure correct processes are in use per engineering specs as well as Company and owner requirements. · Document and track company welder testing and certifications, as well as site weld maps. · Reporting of defects/rework and incorporating into the plan. · Interact with Company, Client, and Subcontractor representatives regularly to ensure compliance with specifications. · Analyze and interpret blueprints, manuals, and other materials to determine specifications, inspection, and testing procedures. · Monitor operations to ensure conformance to specifications and ensure necessary materials and equipment for quality control activities are available. · Ensure all QC activities are performed under the guidelines of all safety procedures and guidelines. · Maintain project-specific quality standards and inspection logs (welding, piping, concrete, structural steel, etc.) · Provide necessary outgoing correspondence and ensure compliance and/or correctness. · Participate in review meetings to resolve non-conformance areas. Follow-up to ensure corrections are implemented. · Perform internal/external audits to ensure quality control requirements are implemented and/or maintained. · Coordinate quality control program with job site departments and contractors. · Develop project quality turnover packages. · Lead completion of project red line drawings · Maintain American Concrete Institute (ACI) tracking. · Perform additional duties per the direction of the supervisor. · Perform receipt inspections of material for the work area in conjunction with material control staff as required. · Perform system verification on completed systems to assure correct installation per design specifications. · Control measuring and test equipment, as required to ensure accuracy. · Perform additional assignments per supervisor’s direction. REQUIRED QUALIFICATIONS: A minimum of ten (10) years of welding and quality control experience encompassing field and shop environments, utilizing multiple welding processes. Certified Welding Inspector (CWI) certification is required. Demonstrated experience supporting and implementing Quality Manuals and Quality Programs for industrial construction, maintenance, and repair activities. Proven experience with boiler and pressure vessel repairs performed under NBIC R-Stamp programs, in accordance with the ASME Boiler and Pressure Vessel Code and National Board Inspection Code (NBIC), is required. Additional welding-related certifications (e.g., boiler, pressure vessel) are strongly preferred. REQUIRED KNOWLEDGE, SKILLS, AND COMPETENCIES: · Thorough knowledge of metal properties, welding processes, inspection and testing methods, tolerances, and acceptance criteria, including those applicable to boiler and pressure part repairs. · Working knowledge of the NBIC (current edition) with emphasis on Part 3 – Repairs and Alterations, including R-Stamp requirements, repair documentation, inspection hold points, stamping, and reporting. · Knowledge of the ASME Boiler and Pressure Vessel Code, including Sections I, IV, VIII, and IX, as applicable to boilers, pressure vessels, and welding qualifications. · Ability to support, implement, and maintain the Quality, including consistent application of quality procedures across projects and geographic areas. · Experience supporting NBIC R-Stamp Quality Programs, including coordination with Authorized Inspectors, review of repair documentation (R-1, R-2, R-3), and participation in audits and inspections. · Understanding of repair versus alteration determination, jurisdictional requirements, and National Board authorization. · Ability to interpret and verify boiler drawings, Manufacturer’s Data Reports (MDRs), welding procedures (WPS/PQR), welder qualifications, NDE results, and pressure testing documentation. · Knowledge of NDE methods (VT, MT, PT, UT, RT) used in boiler repairs and applicable acceptance criteria. · Ability to interact professionally and effectively, including providing technical instruction and quality oversight, with employees, clients, subcontractors, Authorized Inspectors, and jurisdictional representatives. · Proficiency with standard office software, electronic quality documentation, and turnover systems. WORKING ENVIRONMENT: Work is performed in both indoor and outdoor environments with possible exposure to noise, dust, fumes, noxious odors, gases, mechanical and electrical hazards, moving objects, sharp edges, and all types of weather and temperature conditions. Occasional or frequent travel by car or air with overnight stays. PHYSICAL DEMANDS: · Manual dexterity, sitting, standing, and walking for extended periods of time; · Frequent climbing stairs/ladders, bending, stooping, crawling, kneeling, reaching, and crouching; · Occasional work on ladders, scaffolding, or high structures; · Visual acuity to read printed and electronic documents; · Hearing capacity to receive, perceive, and react to common construction environment auditory stimuli; · Lifting and/or exerting of force up to 50 pounds occasionally, 20 pounds of lifting/force frequently, and up to 10 pounds of lifting/force constantly to move objects; and · Frequent driving of motor vehicles.
