The Office of Sustainability (OOS) works with partners around the city to improve quality of life in all of Philadelphia neighborhoods through advancing environmental justice, reducing the city’s carbon emissions, and preparing for a hotter and wetter future. OOS consists of four divisions: Policy & Strategic Initiatives, Climate Resilience, Environmental Justice, and Energy and Climate Solutions. The City of Philadelphia’s Division of Energy and Climate Solutions (DECS), a part of OOS, manages energy supply and demand for city government operations, manages compliance with the benchmarking and building energy performance program ordinances, and develops citywide policy in support of the city’s carbon neutrality goal. The City of Philadelphia’s Municipal Energy Unit serves to manage energy supply and demand for city government operations. The mission of the Municipal Energy Unit is to: • Strategically procure cost effective, reliable, clean energy and conventional energy systems for city government, • Promote energy conservation and efficiency within City departments by providing education, technical expertise, promoting systems change, and analysis of energy used, • Develop and implement projects and programs that promote the efficient use of energy and reduce the City's environmental impact, • Support Philadelphia’s climate and energy goals; and position City government to lead by exampleJob Description Position Summary This position, reporting to the Senior Manager, Energy Infrastructure, manages various energy efficiency and other climate mitigation and resilience-based projects within municipal buildings across the city. Specifically, this role will support large energy retrofit and new construction projects which may include Guaranteed Energy Savings Act (GESA), on-site solar, hydroelectric, on-going building energy monitoring, as well as other deep energy retrofits or fuel diversification projects. The Project Manager, Energy Resources will collaborate with other members of the Division of Energy & Climate Solutions, the Office of Sustainability (OOS), and additional partner departments and agencies throughout municipal government. This is an opportunity to help solve complex problems, gain valuable experience in energy and facilities management, and contribute to the sustainability goals outlined in the City’s Municipal Energy Master Plan. Essential Functions • Collaborate with departments to identify, develop, and implement cost effective energy efficiency and climate resilience improvements., • Develop, implement, and support maintenance of new energy assets and large energy retrofit projects and programs. Projects could include on-site solar, hydropower, microgrids, biogas, hydrogen fueling, and battery storage., • Propose, review, and develop implementation plans for distributed energy resources (DERs) and virtual power plants (VPPs), • Lead and facilitate meetings with contractors, building operators, and other stakeholders., • Manage engineering consultants in the design, specification and audits of energy conservation measures and manage contractors in the implementation of energy conservation measures., • Identify, analyze, and report on energy retrofit impacts., • Advise partners on current energy efficiency standards and practices., • Work with Municipal Energy Unit staff to ensure the ongoing effectiveness of energy efficiency projects and programs and helps to communicate and promote successful examples., • Excellent written and verbal communication skills., • Strong organizational and analytical skills., • Strong interpersonal skills and relationship management., • Experience with Microsoft Excel., • Ability to analyze and organize energy data., • Comfortable and effective working both independently and on teams., • Ability to effectively develop presentations highlighting data for various audiences of internal stakeholders, • Ability to articulate environmental burdens and effectively convey and translate an equitable solution to a diverse range of audiences.Qualifications Required: • Bachelor’s degree in energy management, business management, or directly relevant field, and at least four years of full-time professional level experience working in an established business or public entity setting, OR any equivalent combination of education and experience., • Experience with LEED and ENERGY STAR certifications., • LEED credentials., • Familiarity with energy and heating, ventilation & air conditioning systems., • Knowledge of new and emerging trends in energy efficiency and energy management., • Familiarity with racial equity and environmental justice issues., • Energy management and clean energy experience or knowledge., • Graduate-level and/or engineering or architectural degree, • Experience with energy audits, energy modeling, and building automation systems.
