Job Description Role and Responsibilities: The Behavioral Health Manager provides operational and clinical leadership to ensure high-quality behavioral health services are delivered in accordance with regulatory, licensing, and contractual standards. This role oversees service provision, supervises clinical and case management staff, ensures behavioral health integration within the primary care setting, and supports quality assurance and continuous improvement efforts. The Manager also provides a portion of direct clinical care to patients, ensuring the department maintains client-centered, evidence-based, and accessible services. FTCA Scope of Employment: Federal Tort Claims Act (FTCA) coverage is restricted to acts or omissions of a covered entity within the scope of employment of a covered individual. For actions to be within the scope of employment and be covered, they must: be within the approved scope of the project, including sites, services, and other activities. Scope of Project: Health Center Program Service(s): General Primary Medical Care, Diagnostic Lab, Diagnostic Radiology, Screening, Coverage for Emergencies during and after hours, Voluntary Family Planning, Immunizations, Well Child Services, Gynecological Care, Obstetrical, Prenatal, Intrapartum Care (Labor and Delivery), Postpartum Care, Preventative Dental, Pharmaceutical Services, Case Management, Eligibility Assistance, Health Education, Outreach, Transportation, Translation, Additional Dental Services, Mental Health Services, Substance Use Disorder Services, Podiatry Primary Site: OHCC Airline Hwy., Secondary Sites: OHCC-30789 Range Avenue, OHCC-3849 North Blvd., Admin Office-3949 North Blvd., OHCC Baranco-Clark, OHCC Colonial, OHCC Dental, Homeless Drop-In Center, OHCC-Main- 3801 North Blvd., Mobile Unit #1, Mobile Unit #2, School Based Health Centers Essential Job Functions (including, but not limited to): • General Leadership & Ethics, • Satisfies core competencies., • Adheres to OHCC’s core values: Commitment, Compassion, Diversity, Integrity, and Quality., • Accepts responsibility for ensuring that performance meets the standards of professional, ethical and regulatory standards., • Program and Quality Management, • Supports and advances the integration of behavioral health services within the primary care environment., • Applies quality improvement methodologies to monitor and enhance patient services and internal workflows., • Assists in developing and expanding services that address emerging patients and staff needs., • Handles patient grievances in compliance with agency procedures., • Promotes behavioral health services within the organization and broader community., • Ensures all services remain in compliance with licensing, contract, and regulatory requirements., • Participates in program audits, site visits, and preparedness activities as needed., • Collaborates with leadership, compliance, and quality teams to monitor performance indicators, prepare for audits, and drive process improvement., • Supervision of Staff, • Provides on-site and remote supervision of counseling and case management staff across multiple locations., • Offers ongoing professional guidance, support, and performance evaluation to staff., • Reviews peer-reviewed charts and conducts additional quality assurance reviews as needed., • Addresses staff concerns and supports employee development and team cohesion., • Supports the Director and Vice President of Behavioral Health in achieving operational and clinical objectives., • Direct Clinical Services, • 20 – 40% of time will be spent in the provision of direct clinical services to patients., • Conducts patient screenings, comprehensive biopsychosocial assessments, and diagnostic evaluations., • Assigns appropriate DSM and ICD diagnostic codes based on clinical findings., • Collaborates with internal and external care teams for case consultation and treatment coordination., • Develops individualized treatment plans with measurable goals and interventions., • Provides evidence-based therapeutic services for individuals and families addressing mental health and substance use disorders., • Coordinates care with other providers, ensures proper referrals, and advocates for patient access to needed community services., • Provides crisis intervention services as needed., • Reporting and Development, • Document all services and interactions in the electronic health record in a timely and accurate manner., • Maintains strict patient confidentiality and ensures documentation complies with applicable regulations., • Attend all mandatory training and meetings., • Collaborates to review and revision of departmental policies and procedures as needed., • Maintains required continued education in accordance with licensing board requirements. Minimum Qualifications: • Active Licensed Clinical Social Worker (LCSW) with Louisiana State Board of Social Work Examiners or Licensed Professional Counselor (LPC) with Licensed Professional Counselors Board of Examiners is required., • A master’s degree in social work or master’s degree in counseling from an accredited institution is required., • At least three (3) years of paid post-degree clinical experience providing mental health and substance use disorder services is preferred., • BLS for healthcare providers is required.
