Job Summary This position is responsible for providing administrative oversight for the House of Charitya low-barrier single adult shelter, The Catalystan Emergency Supportive Housing program supporting Encampment Resolution efforts & Rising Stronga family-centered shelter program providing 12-18 months of on-site SUD, behavioral health & WISe services in partnership with our CBHS division. Ability to work on-call, nights and weekends required. Job Duties/Responsibilities To perform this job successfully, an individual must be able to satisfactorily perform each of the essential duties/responsibilities listed below. Reasonable accommodation may be provided to enable individuals with disabilities to perform the essential duties/responsibilities of this job. • Oversee the development of goals and action plans to implement the programs of the House of Charity, Rising Strong and The Catalyst., • Explore the implementation of Tiny Homes or other temporary housing and expansion opportunities., • Recommend staffing that provides 24/7 coverage for all the programs of the House of Charity, Rising Strong and The Catalyst., • Represent the House of Charity, Rising Strong and The Catalyst in the community to provide feedback to the local continuum of care and assist with system change., • Serve as designated liaison with identified community agencies and institutions that are collaborating in service delivery to target populations., • Oversee implementation of plans to utilize volunteers in identified program components., • Oversee or provide the provision of paid staff and volunteers with the training, supervision and support they need to carry out their responsibilities in a competent and professional manner., • Serve as a backup Supervisor and Administrator for shelter programs during planned and unplanned leave periods., • Collaborate in the design and implementation of a promotion and marketing plan for the House of Charity, Rising Strong, and The Catalyst Regional Services., • Assure the development of a donor base and significant private contributions to House of Charity, Rising Strong and The Catalyst., • Explore accreditation certification and implement other continuous qualify improvement strategies., • For subgrantee partners of multi-partner grants: establish MOUs, ensure the readiness of partners to implement program guidelines, provide ongoing oversight and monitoring to ensure compliance and work with funders to provide ongoing quality improvement to the program design., • Develop and sustain successful working relationships with community partners to enhance the effectiveness and scope of housing and service opportunities available to persons served by the House of Charity, Rising Strong, and The Catalyst., • Support the development and implementationin partnership with Program Directorsof detailed program budgets based upon funding streams, data regarding cost per client served, and benchmarking against like facilities in the region., • Support Directors in overseeing monthly reconciliation of program budgets to actual expenditures/revenue to ensure budgets align with projected spendings and grant-funding expectations., • Explore ways to expand services and collaborate with new and existing funding streams., • Extensive experience in grants management., • Experience writing and implementing local, state and federal grants, • Use information from the outcome measures tracking system and best practices to ensure that the services provided align with the highest standard possible., • Oversee compliance and ensure the shelter & emergency programs meet accreditation or fidelity/best practice standards., • Ensure that facilities and programs follow all applicable contractual, licensing, staffing and safety mandates., • Advocate for systemic change that improves the lives of low-income households experiencing homelessness., • Serve as designated liaison with identified community agencies and institutions that are collaborating in service delivery to target populations., • Serve as a backup Supervisor and Administrator for programs during planned and unplanned leave periods., • Support the development and implementationin partnership with Program Directorsof detailed program budgets based upon funding streams, data regarding cost per client served, and benchmarking against like facilities in the region., • Support Directors in overseeing monthly reconciliation of program budgets to actual expenditures/revenue to ensure budgets align with projected spendings and grant-funding expectations., • Uses appropriate administrative, fiscal, physical, and technical safeguards to ensure the confidentiality, integrity, and security of CCEW client protected health information (PHI), per regulations outlined in the Health Insurance Portability and Accountability Act of 1996 (HIPAA)., • Will regularly utilize all forms of communication (email, text, phone, etc.) and database practices necessary for this position and as directed by supervisor., • Provide after-hours, weekend and on-call coverage as needed., • As a mandated reporter, follow all procedures outlined in agency policies and procedures to report to the proper agency when there is suspicion and/or confirmation that a child or adult has been a victim of abuse or neglect., • Adheres to the tenets of Catholic Social Teaching and Catholic Doctrine., • Perform related functions, including advocacy, to support the mission of Catholic Charities. Job Qualifications To perform this job successfully, an individual must meet the minimum qualifications listed below. These qualifications are representative of the knowledge, skill and/or ability required to perform this job. Education/Experience: to perform this job successfully, an individual must have: • Bachelors degree from an accredited academic institution required., • Masters degree preferred., • Minimum of five years successful supervisory and program administrative experience in a leadership setting or an equivalent combination of education and experience., • Extensive experience implementing person-centered, housing-first, low barrier servicessupporting unhoused individuals, youth and families., • Five years experience managing complex grants and budget/fiduciary oversightleveraging multiple funding sources to support program operations., • Five years experience in grant writinginclusive of Federal grants., • Knowledge of basic fundraising techniques and strategies., • Proficiency in navigating multiple database management software platforms., • Strong commitment to Catholic Charities mission., • Superior writing skills and demonstrated experience developing proposals and budgets., • Strong communication and interpersonal skills., • Strong ethical framework and ability to responsibly handle confidential information., • Ability to make critical judgment calls in a variety of situations., • Collegial team player able to work well with diverse internal and external constituencies., • Excellent organizational skills and attention to detail., • Strong analytical skills and experience working with project budgets and financial reports., • Ability to work independently and nimbly manage multiple deadlines., • Demonstrated commitment to volunteerism. Workplace Environmental Conditions While performing the essential duties/responsibilities of this job, the employee will be: • Client Population may include persons involved in gangs, with substance abuse concerns, homelessness and/or tendencies towards violent behavior., • Noise Conditions: exposed during a shift to constant or intermittent sounds at moderate to loud levels of sound dependent upon the activities of the Shelter., • Exposure to Trauma: Employees of Catholic Charities Eastern Washington provide direct services to vulnerable community members including those who have behavioral health challenges and those who have been exposed to trauma., • Potential for exposure to illicit drugs and air-borne contaminants (proper PPE provided).
