DEPARTMENT OVERVIEW The Project Management Department is responsible for planning, coordinating, and delivering projects that meet organisational goals, client expectations, and regulatory requirements. The team oversees the full project lifecycle — from initial scoping and budgeting to execution, monitoring, and final handover. JOB OBJECTIVE The Project Manager (Fibre Build) is responsible for managing the programme of fibre build activities across a defined geographical area, ensuring operational and commercial targets are achieved throughout the full project lifecycle. The postholder will create strong, collaborative relationships with stakeholders, ensure project readiness, oversee resource levels, and drive performance to meet delivery expectations. This role requires excellent leadership skills, strong technical understanding of fibre build, and the ability to proactively manage risks, resources, and partners while ensuring the highest standards of quality, compliance, and customer service. TERMS AND CONDITIONS Working Conditions Details Department Fibre Reports to Senior Operations Manager Hours of Work Monday–Friday, 08:30–17:00 Rate of Pay £45,000 – £55,000 p/a Work Location Newport Travel Requirements No travel required Holiday Entitlements 33 days including Bank Holidays Benefits Standard Benefits Package KEY RESPONSIBILITIES • Oversee all aspects of the current FB26 project, including spine readiness and survey requirements., • Ensure all spine build elements are prepared to enable delivery teams to begin work efficiently., • Ensure TRR (Technical Readiness Reviews) and survey activities are completed and ready for operational teams., • Ensure sufficient office and field resources are in place to meet — and exceed — operational and commercial targets., • Build and maintain strong, professional working relationships with internal and external stakeholders, including partners and subcontractors., • Work closely with office and field delivery teams to identify potential design or construction issues and support effective resolutions., • Collaborate with project and commercial teams to ensure all activities are invoiced correctly and within required timescales., • Work with the commercial team to onboard subcontractors to meet build requirements., • Assume overall responsibility for site works, methodology, programme delivery, and resource planning (in‑house and subcontracted)., • Ensure all works are accurately recorded and registered in accordance with Highway Authority requirements., • Liaise with relevant departments to communicate targets, support delivery, and ensure all SLA expectations are met., • Conduct regular audits of staff performance and workmanship to ensure the highest levels of quality and compliance are maintained., • Ensure CDM (Construction Design and Management) requirements are met for applicable projects., • Manage and progress all incomplete works, prioritising resolutions and verifying completion prior to client sign‑off. PERSON SPECIFICATION Essential • Extensive experience in Fibre Build Project Management with a strong understanding of spine and survey processes., • Demonstrated experience leading large‑scale fibre projects across multiple councils or geographical areas., • Strong leadership skills with the ability to motivate, direct, and develop teams., • Excellent communication skills, with confidence presenting performance updates to internal and external stakeholders., • Proficient understanding of spine and PON build specifications., • Significant experience engaging with Local Authorities., • Previous experience handling FPNs, defects, and related commercial processes., • Strong data skills with advanced proficiency in Microsoft Excel (trackers, reporting, analysis). Desirable • Expert knowledge of NRSWA (Operative & Supervisor), SROH, and HAUC guidelines., • Strong working knowledge of CDM regulations; SMSTS trained., • Good experience using noticing systems such as Eton, Bentley, or Symology., • Detailed understanding of reinstatement standards and techniques., • Understanding of Traffic Management guidelines for utility works on highways., • Experience reporting at director level (internally and externally).
