Job Title: Clerk of Works (Mechanical) Location: HM Naval Base, Portsmouth (HMNBP) Service Area: Asset Management Hours of Work: 37 Per week Salary: £40,000 - £50,000 What You’ll be doing: Join Us as a Clerk of Works (Mechanical) and play a crucial role in maintaining and enhancing the mechanical integrity of a diverse and historic estate at HMNB Portsmouth. This is an exciting opportunity for a hands-on mechanical professional with experience across commercial, industrial or residential buildings. You’ll bring your expertise in water, HVAC, ventilation, heating or gas systems to oversee high‑quality workmanship and ensure our varied portfolio of buildings performs at its best. No two days are the same with the breadth of assets on-site guarantees a genuinely varied and engaging workload. The Clerk of Works (Mechanical) role is a compliance and quality assurance position within the KBS Design Team. The position provides expertise and coordinates the clerk of works team resources for the development of quality and compliance programmes for projects. This includes early participation in project design development; guidance on commissioning requirements; on-site inspections, and testing and witnessing throughout a project all the way to handover. By conducting other commissioning/witnessing related activities and assisting clerk of works (commissioning) team members when required, the Clerk of Works (Mechanical) will also be responsible for Inspection, Test and Assurance Plans (ITA’s). Management and monitoring of clerk of works activities via an on-line Project Management tool (PMO) is critical to the role, along with direct co-ordination of all witnessing, commissioning, and inspection requirements to ensure they are planned for, carried out, recorded and completed prior to project handover. You’ll Have: Knowledge of Building systems including HVAC, gas, steam, fresh water, sewage, Combined Heat and Power Plants, Low Temperature Hot Water, Building Management Systems (BMS) and general mechanical plant. Workshop systems knowledge including Local Exhaust Ventilation (LEV), workshop machinery, plant and lifting machinery, High / Low Pressure Air systems will be hugely beneficial, along with Utility distribution systems, including steam, gas and water networks. With an ONC/HNC (or NVQ’s) in civil engineering or construction management, you’ll also have a Clerk of Works qualification or relevant experience (desirable), be able to showcase the ability to read and interpret architectural and engineering drawings and specifications with experience leaning towards building regulations, approved documents and British standards for electrical systems, and relevant regulations including PUWER, LOLER, PSSR, F-gas, Legionella, DSEAR, MoD Joint Service Publications (JSP’s) etc. About you: As the post of Clerk of Works (Mechanical) requires a lot of stakeholder interaction, experience of dealing with M&E contractors on site and at management level would be hugely beneficial, along with heightened inter-personal skills to really drive home influence and rapport building. Job Title: Design Manager (Civil & Maritime) Location: HM Naval Base, Portsmouth (HMNBP) Service Area: Asset Management Hours of Work: 37 Per week Salary: £50,000 to £55,000 As part of the waterfront engineering team that reports to the Principal Maritime Civil Design Manager, you will be working collaboratively with multi-discipline engineering teams. You will be responsible for effectively delivering and managing design solutions for medium to large sized complex projects, from inception to in-service. Other duties will include: • Ensuring designs align to client’s strategic and environmental objectives, including Net Zero Carbon etc, and actively offer innovations to support these objectives., • Responsibility for checking that designs delivered by sub-contractors conform with the Statement of Requirement, standards/legislation, and the client’s strategic requirements., • Responsible for preparing Safe to Operate statements for endorsement by the Chief Engineer, the client and the Principal Engineer. Job Title: IDT Programme Planner Location: HM Naval Base, Portsmouth (HMNBP) Service Area: Infrastructure Programme Hours of Work: 37 Per week Salary: £50,000 – 55,000 What You’ll be doing: As the IDT Programme Planner, you will work within the infrastructure PMO and be responsible for developing, maintaining and reporting on the infrastructure programme schedule for one of our three major programmes, supporting the coordination of preconstruction and delivery activities and ensuring that plans are aligned with the Portsmouth Naval Base (PNB) strategic outcomes and operations. This opportunity will involve working directly with the Integrated Delivery Teams, Design Management, Project Execution and the Support Functions across the KBS Maritime business - to ensure the successful coordination of projects across the key programmes to achieve the required outcomes. You’ll provide regular reporting including progress updates, analysis, “what if scenarios”, forecasted end dates and recommended recovery plans, if required. You will be someone who actively contributes to continuous improvement of the functional quality and the performance of the planning output. You’ll Have: You will have experience of planning large scale multiyear programmes, along with sound knowledge of the project lifecycle - including all engineering, procurement, preconstruction and construction aspects of delivering major projects. Excellent knowledge of MS Project or equivalent planning tools is essential, along with Microsoft Excel, and standard scheduling techniques. You’ll have proven experience and be comfortable with working cross functionally and directly with the customer. About you: You’ll ideally have a recognised qualification in project/programme planning or be able to demonstrate the relevant experience. Being a certified Practitioner in a recognized PM methodology, APM, Prince 2 or P30 would be beneficial, but not essential. Job Title: Subcontractor Coordinator Location: HM Naval Base, Portsmouth (HMNBP) Service Area: Service Delivery Hours of Work: 37 Per week Salary: £35,000 - £37,000 What You’ll be doing as a Subcontractor Coordinator: You’ll manage planned and reactive sub‑contracted maintenance, including overseeing contractors on site and reviewing their RAMS and safe systems of work. You’ll also handle daily administration and ensure effective delivery of work by both the team and sub-contractors. Whilst ensuring the requirements are met by our vendors, you’ll be enforcing the use of our company processes, ensuring compliance and statutory requirements are adhered to. Job Title: Change Control and Requirements Manager Location: HM Naval Base, Portsmouth (HMNBP) Service Area: Infrastructure Programme Hours of Work: 37 Per week Salary: £50,000 – 60,000 What You’ll be doing: As the Change Control and Requirements Manager you will be responsible for developing, maintaining and reporting on overall programme change, coordinating the Emergent Works Forum, managing project requirement requests and ensuring that change is managed appropriately in order to provide a stable and deliverable programme that is aligned to the , strategic outcomes and objectives of Portsmouth Naval Base. You’ll work directly with the PMO Lead, Asset management, and the client, to ensure that requirements are accurately captured, understood, and processed through the emergent works and change control forums.You will be responsible for highlighting any current and potential risks and issues and/or schedule conflicts for resolution or escalation to the IDTs, Programme Managers as necessary. An important part of this role will be to maintain compliance with approved processes, procedures and Project Execution Plans. In addition, you will facilitate change control meetings and provide regular reporting to the PMO lead. You’ll Have: You’ll be an experienced hands-on Change Control Manager with a qualification in Change PMO or Project Management with experience working with both internal and external teams.This can have been gained within a mixed industrial and professional environment, preferably in an infrastructure environment. You’ll have a sound knowledge of the project lifecycle including requirements management, change control, aspects of delivering major projects along with experience in large multi-year programmes.
