Director of Enforcement The Pensions Regulator (TPR) Brighton / Hybrid | Senior Leadership Team As Director of Enforcement, you will lead a critical function protecting millions of pension savers and driving confidence in the UK’s pensions system. This is a high‑profile, strategic leadership role where enforcement is not just about casework, but about shaping behaviours, addressing systemic risk, and aligning regulatory action with policy intent. TPR is transforming into a more supervisory, intelligence‑led and risk‑based regulator. You will play a central role in modernising enforcement—integrating intelligence, supervision, policy and market oversight to ensure the right regulatory outcome is achieved, whether through formal action or alternative regulatory intervention. This is a rare opportunity to reset and strengthen enforcement, lead expert multidisciplinary teams, and influence the future of pensions regulation at a national level. This role will report to the Executive Director of Enforcement & Legal Group, ___, and will be part of an important cadre of Director level leaders working together to align the strategic aims and priorities of the divisions in order to work cohesively across the organisation. The opportunity • Lead a major enforcement and intelligence function (c. 60 professionals), • Be a visible leader, ambassador and influencer across the pensions ecosystem, • Align enforcement priorities with emerging regulatory regimes, including the DB Funding Code, dashboards, Value for Money and the General Code, • Champion proportionate, outcomes‑based regulation as part of TPR’s collective leadership model, • Lead, motivate and develop a high‑performing, multidisciplinary enforcement and intelligence function, • Oversee complex, high‑risk investigations and tribunal‑level litigation, • Embed new regulatory regimes, ways of working and cultural change, • Ensure enforcement activity is strategic, targeted and aligned with organisational priorities, • Manage budgets, resources and external providers effectively, • Build trusted relationships across TPR and with external stakeholders, • Location: Brighton (hybrid – minimum 8 days per month in office), • Salary: Starting from £128,500, plus an outstanding benefits package including:, • Civil Service Pension (average employer contribution 28.97%), • Discretionary bonus, • 30 days annual leave, • Enhanced parental leave, • Strong people management and leadership skills – proven ability to lead, motivate and inspire large teams and be a collaborative member of the organisation’s senior leadership team as well as experience in tackling performance issues to build high performing teams, • Extensive experience in enforcement, major cases and/or investigations, • Excellent stakeholder management skills, with evidenced experience influencing internally and externally, • Good technical understanding of the overall regulatory framework in the UK, and TPR’s place within it, • Proven experience in complex investigations and tribunal / litigation processes, • Negotiating and influencing skills – to deploy internally and externally, • Budget management experience and experience of managing external resources and multi‑disciplinary teams, • A track record in delivering results against business priorities, • Ability to form strong working relationships across different business areas and to set joint goals for delivery, • Understanding of pensions law, trust law and enforcement powers (not essential), • Experience in a systems regulator
