Role: Fire Safety Manager Position: Contract Location: Hinkley Point C, Somerset Duration: 12 months Pay: £500 (paye) - £680 (umbrella) The Role The Hinkley Point C (HPC) Site Fire Safety Manager will be responsible for ensuring the HPC Construction project, remains fully compliant with all UK fire legislation, HPC requirements and nuclear site licence conditions through the implementation of a fire safety management system that includes strategies, standards and procedures. Reporting directly to the Head of Site Risk Management & Control of Work, the HPC Fire Safety Manager will be considered the ‘Competent Person’ as defined in the Regulatory Reform (Fire Safety) Order 2005 and will manage the Fire Safety Team as shown in the organogram below. The Fire Safety Manager will also be responsible for the development and management of a positive Fire Safety Culture for the HPC Project including the wide array of contractors that support the project, management of a Fire Safety Assurance programme, development of temporary fire safety solutions, review of fire risk assessments and continual development of fire safety arrangements and systems on the HPC Construction Site. Principal Accountabilities • Manage the HPC Construction Site Fire Safety arrangements and team to support an integrated approach to deliver adequate fire safety arrangements., • Establish, monitor and review a robust Fire Safety management system including the setting of policy, standards and strategies., • Anticipate future fire safety needs on the construction site based on the anticipated risk profile and ensure construction activities can continue in line with project requirements whilst ensuring legislative compliance to meet our Zero Harm ambition., • Manage the Fire Safety Team, delivering monthly and annual objectives, goals and KPIs to support and measure the HPC delivery programme., • Establish and maintain the required fire safety meetings, forums and engagements which plan, manage, monitor, coordinate and review fire safety in accordance with the HPC site requirements., • Support key regulatory interventions and inspections leading on fire safety related matters and being a key stakeholder to provide the Regulators confidence in the adequacy of fire safety arrangements on the HPC Construction Site., • Manage a Fire Safety Assurance programme to assure fire safety standards across the HPC Construction Site, identifying findings and actions, ensuring timely close out and completion., • Produce relevant, regular and appropriate fire safety performance reports and dashboards, in accordance with agreed timeframes, which will include the identification of trends and early warnings of possible issues, recommending appropriate action., • Work closely with your Fire Safety Engineer to provide compelling advice and guidance to deliver a mix of conventional and goal-based fire safety solutions during the construction phase of the HPC project., • Ensure the HPC project wide fire risk register(s) are established and maintained for all temporary and permanent assets being constructed and undertake associated risk-based inspections and other assurance activities., • Assist the HPC Fire Response/Fire Assurance/HPC Safety Teams in resolving fire safety issues by liaising with Tier 1 contractor’s teams and their management in regard to the fire safety control measures necessary to reduce and mitigate the risk of fire at the HPC construction site., • Provide assurance and advice on compliance with applicable fire related legal duties., • Be an effective and pragmatic member of a team of construction, health, safety and environmental professionals., • Liaise with the HPC construction insurers on matters relating to fire safety at the HPC site when required., • Responsible for the proactive engagement with the ONR and delivery of intervention outcomes and recommendations., • Responsible for the pastoral care of the team including leave arrangements, sickness monitoring, CDP, performance review and overall wellbeing in the workplace., • Implementation of immediate action and recommendation where dangerous conditions are identified, up to and including the prohibition of works., • Development and maintenance of a high functioning team whilst maintaining a supportive and inclusive environment where everyone feels able to contribute and progress. Knowledge, Skills, Qualifications & Experience Essential Experience & Skills: • Excellent communication skills with the ability to develop wide network and working relationships internally and the construction industry., • Significant fire safety experience including within a large project and the construction environment., • A level 4 qualification in Fire Risk Assessment., • Compliance focus tempered with team centred approach., • Highly skilled in the analysis of technically demanding and detailed information and quickly identifying the underlying trends, issues and risks., • Strong capacity to be future focused in identifying future fire risks and implications. Strong communication skills to be able to put across complex concepts and data in a way that is readily understood and actionable, using a variety of media., • Excellent written skills and attention to detail to write project and guidance documentation., • Skilful in engaging others with technical issues and maintaining their interest and enthusiasm., • Skilful in distilling knowledge and building skills in others and the capacity to be pragmatic and practical in the way that technical issues are addressed., • Ability to establish a vision and develop/implement strategy to attain it., • Excellent knowledge of national and international fire safety standards., • Proven track record of managing fire safety in complex and high-risk operations, process or construction environments., • Membership of the Institute of Fire Engineers (IFE, Members grade)., • Health, Safety & Fire Safety Qualified via an approved professional body or organisation i.e. UK Fire Service College, FPA, IFE, NEBOSH etc with a minimum of 2 years' experience., • Demonstrates a knowledge and understanding of the principles and practices of Health & Safety & Fire Safety., • Competent in using Microsoft applications and an aptitude to learn new software packages., • Proven track record of achieving excellent fire safety results on operating, engineering and/or construction projects. The main purpose of the job is to determine and document the fire safety strategy, develop supporting project standards and guidance, drive improvements in safety culture, management systems, performance and to coordinate and cooperate with the Fire Safety Team to assist them in delivering their aims effectively. The post holder will promote the development of a positive fire safety culture amongst a wide array of Contractors and stakeholders, support the development and implementation of fire safety systems and policies, report on fire safety engineering maters to relevant personnel and committees and support the continual improvement of Fire safety arrangements and systems on the construction site. Applicants should be able to demonstrate of the following skills/experience: Demonstratable knowledge and experience of fire safety within the context of complex multi-interface construction sites. Good understanding of UK and International best practice, applicable codes and standards relating to fire safety engineering including the ALARP principle. Knowledge of Fire Safety Design standards such as BS 5839 (Fire detection and fire alarm systems for buildings), BS 5266 (Code of practice for the emergency lighting of premises) & BS 9999 (Code of practice for fire safety in the design, management and use of buildings). Working knowledge of construction fire safety management, relevant legislation and regulation. A good level of knowledge of General Fire Safety arrangements for construction sites and complex sites, along with fire safety equipment, systems and Fire Safety Roles. A good working knowledge/understanding of process fire risk in relation to construction and commissioning-based activities. A working knowledge of fire safety implications in relation to DSEAR. Good organisational skills with practical and methodical project planning and ability to manage several concurrent work fronts. Self-motivated and able to manage their own work priorities and actions. Effective negotiating and influencing skills with the ability to develop and maintain constructive relationships with professional and managerial disciplines. Excellent verbal and written communication skills, especially in report writing. Ability to assimilate, analyse and present complex problems, identify necessary action, make recommendations and ensure actions are implemented. Degree qualified in a suitable engineering discipline is preferable (other suitable fire safety sector qualifications and experience may be considered). Membership of an appropriate professional organisation (e.g. Institute of Fire Engineers). Clear understanding of Fire Engineering principles and systems. Experience of successfully developing and implementing construction fire safety projects. Regulatory enforcement experience desirable. Review the implementation of temporary construction fire safety solutions and standards. Provide Fire Safety advice to Area Construction Leads, Project Managers and the NNB Fire Safety Team, to develop building fire engineering strategies. Review Contractor proposals and advise on the basis of an 'Informed Client' where further challenge or corroboration ought to be sought. Act as an advisor to construction, health and safety groups on matters relating to construction fire safety engineering strategy, design and implementation. Undertake and advise on fire investigations to determine origin and cause and assist in the determination of the appropriate level of investigation to be undertaken.
