Job Title: Operational Property Manager (Facilities & Environment) Location: Preston (Onsite) – Town Hall, Preston, PR1 2RL Contract: Temporary – 24 Weeks Start Date: 16 March 2026 Hours: 37.5 hours per week IR35: Inside IR35 Rate: PAYE £28.94 per hour | Umbrella/Limited £38.07 per hour Role Overview Ribble Recruitment is supporting a local authority to recruit an Operational Property Manager to lead the Operational Property Division responsible for architectural design, quantity surveying, building maintenance, energy efficiency and facilities management. This senior operational role will ensure the effective management of the council’s property portfolio and capital projects, delivering efficient services aligned with organisational objectives. Key Responsibilities • Provide leadership and management to the Operational Property Division, reporting to the Director., • Oversee services covering architectural design, quantity surveying, building maintenance, energy efficiency and facilities management., • Lead procurement strategy for design and construction projects across the council’s property portfolio., • Manage, develop and motivate staff within the division to deliver high-quality services., • Act as budget holder for operational property and building maintenance budgets., • Manage a multi-million pound capital programme budget relating to construction projects., • Develop the Corporate, Core and Major Asset Strategy contributing to the council’s five-year capital programme., • Prepare reports and present recommendations to Council and Cabinet meetings when required., • Act as Building Manager for key civic assets including the Town Hall and other council buildings., • Manage sustainability initiatives including energy efficiency, water reduction and carbon neutrality targets., • Provide professional advice to internal teams on planning requirements, building regulations and CDM 2015 responsibilities., • Ensure compliance with health and safety regulations, including fire risk, legionella and asbestos management., • Liaise with external partners, contractors and statutory bodies regarding property development and maintenance., • Significant experience in property, facilities management, construction or operational property services., • Experience managing capital programmes and operational property budgets., • Strong knowledge of construction procurement, project delivery and facilities management., • Experience managing teams and delivering services across multi-site property portfolios., • Understanding of CDM Regulations 2015 and building compliance requirements., • Strong stakeholder management and reporting experience.Interview Process, • Target interview date: 18 March 2026, • Interviews expected on site, • Final interview arrangements to be confirmed by the hiring team.Application Information Ribble Recruitment is assisting the hiring organisation with candidate sourcing, screening and the initial stages of the recruitment process. Your key duties as Senior Property Manager will be… · Take a proactive role in the day-to-day property management of the portfolio, with a strategic approach. · Carry out regular property inspections. · Ensuring lease data is regularly updated and maintained on the property management database and deal with the reading and summarising of leases. · Take a proactive approach in terms of asset management opportunities and the exploiting of potential initiatives. · Advance planning for critical lease event dates such as reviews, lease expiries and break options · Dealing with the tenant queries in a timely and efficient manner and building key strategic relationships with tenants. · Dealing with any dilapidation claims, licence to alters, assignments etc in a timely and efficient manner. · Confidently set and reconcile service charge budgets in line with the RICS service charge code. · Manage service charge expenditure effectively, working closely with the facilities and asset management team. · Work closely with the finance team to ensure rents are collected in a timely manner and outstanding debts are collected as quickly as possible. · Liaise with the building and facilities managers to ensure that buildings are well maintained at all times. · Working closely with the facilities and procurement team to ensure that the correct contracts are in place across the portfolio. · In conjunction with the facilities management team, manage health and safety across the portfolio, making sure that all properties are compliant. · Where necessary, manage and assist with insurance issues and claims associated with the portfolio. · Overseeing refurbishments and minor refits and carry out full handover process to incoming tenants. · Work with asset management and development team to ensure streamlined and straightforward handover of new build properties. Personal requirements • High attention to detail and an organised and methodical approach to processing., • A minimum of 3 year’s previous commercial property management experience together with landlord and tenant knowledge will be considered., • Ideally you will be MRICS qualified, although not essential. Previous experience of setting service charge budgets is essential alongside creative property management initiatives., • IT and software skills, particularly Microsoft Outlook and Microsoft Excel. Knowledge of PM software (Qube) desirable but not essential., • Good communication skills, written and verbal.
