Job Description Deer Park Refining Limited Partnership (DPRLP) known as PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. For more information, please visit our website: PEMEX Job Summary • Day to Day first level support of Analyzer crafts doing work in the field., • Updating and communicating with Operations and IP&C., • Accountable for completion of and documentation of all compliance work. Accountabilities & Responsibilities: • Provide safety assurance for all work execution activities., • Maintain primary focus on daily work execution involving Shell, Contractors, and Support teams., • Support crafts in the field through troubleshooting and hands-on field training., • Act as second-line troubleshooting support for analyzer issues; escalate complex problems to Inspection as required., • Mentor crafts in troubleshooting skills; identify improvements and deficiencies and communicate issues appropriately., • Be accountable for craft work output, task execution quality, and overall efficiency., • Serve as the Internal Audit focal point for the area of responsibility., • Manage analyzer consumables stocking requirements and inventory levels., • Ensure craft compliance with plant policies, procedures, and work orders., • Act as the knowledge transfer focal point for Capital Projects., • Assure all jobs are properly progressed and that compliance documentation is complete, accurate, and correctly filed., • Ensure understanding, approval, and appropriate sign-off of all bypass forms., • Understand and manage costs associated with the area of responsibility; drive improvements in craft efficiency and work processes that impact cost., • Assemble SIS execution packages, ensure craft understanding, and obtain all required sign-offs., • Serve as focal point for instrument and analyzer work associated with complex system loops or IPFs., • Coordinate interfaces between craft personnel and IP&C., • Act as the primary contact for craft overtime support., • Provide updates at Production Team meetings., • Serve as IPC focal point for escalation of execution issues., • Meet defined competency requirements within the HSE Skills System and demonstrate appropriate DP HSE Management System knowledge and skills., • Be responsible for DC Primary / Secondary rotation duties, including management of off-hours support requirements., • Ensure work performed in the area follows MOC and Quality Control/Quality Assurance (PEMEX + Contractors) processes., • Remove/minimize barriers during execution such as permitting issues, material issues, discovery work, rework, resource constraints, etc., • Understand costs associated with their areas of responsibility and works to improve craft efficiencies that affect cost., • Review backlog for planning accuracy and ability to execute per plan in area of responsibility., • Assure that all jobs are progressed and documentation is delivered to the Planning & Scheduling department in a timely manner including schedule updates, as found/as left equipment data, and planner feedback forms., • Ensures craft compliance with the plant policies and orders, training requirements, & assessments., • Ensures craftsman performance is evaluated and meets expectations of craft role group, • Identifies training needs, works with craft and Learning & Development to close gaps., • Understanding of Union Contract requirements and Craft related PEMEX Deer Park Maintenance Policies., • Backfill for the AFC role when required., • Responsible for working the MSC Primary / Secondary rotation for managing off-hour support needs. Qualifications: • The person must be able to interface and communicate with all levels of the organization and have the appropriate skills to influence others toward accomplishing daily maintenance plan objectives., • Prioritize maintenance work to meet the operational process and compliance needs of the site., • Leverage the analyzer maintenance technical skills to meet the site objectives. Job Knowledge, Skills & Experience • Maintenance background, preferably in the craft line being led, • GSAP skills, • Strong communication skills, • Strong leadership skills, • Strong organization skills, • Knowledgeable in PEMEX Deer Park orders, procedures, policies and work practices, • Manufacturing industry leadership experience is desired., • Familiarity with SAP functions is desired., • Strong trouble-shooting and analytical skills. Strong verbal and written communication skills with the ability to interface with personnel from diverse backgrounds at all levels of the organization.
