Under general supervision, manages area-wide Philadelphia Housing Authority (PHA) public housing units, including both conventional and scattered sites. This position is responsible for the direct supervision of site management staff in their area and for providing leadership, direction, and support in their supervision of maintenance and support personnel. This position is responsible for leading initiatives and projects in their area that enhance neighborhood and unit environment, safety, security and appearance. This includes ensuring that lighting, locking mechanisms, surveillance cameras, and related systems are operational and strategically deployed, through collaboration with the appropriate departments and staff. Ensures that the performance of sites within assigned area meets or exceeds the established standards for admissions, occupancy, rent calculations and lease enforcement, in compliance with United States Department of Housing and Urban Development (HUD) rules and regulations and established Public Housing Management Assessment Program (PHMAP) policies and regulations; performs other related duties. The salary range for this position is $102,189.60-$127,737 annually. Placement at any specific point within the stated range is not guaranteed for any candidate. Final compensation will be determined based on the selected candidate's qualifications, experience, and skills, as well as internal equity and organizational considerations. Qualifications Minimum education • Must possess a valid driver’s license., • Knowledge of HUD Regulations and Standard Operating Procedures., • Knowledge of principles and practices of property management, preventive maintenance and service delivery systems., • Knowledge of, and ability to ensure compliance with, Federal, State, and local regulations governing fair housing administration and operations., • Knowledge of the security needs of public housing communities., • Skill in the development and management of capital and operating budgets for large business units., • Knowledge of the methods, procedures, and standards for maintaining property leasing and maintenance records., • Knowledge of the principles and practices of management, organization and administration., • Knowledge of general office practices and the ability operate standard office equipment., • Skill in overseeing and coordinating various forms of public housing management activities, including experience supervising property management and maintenance staff, union represented personnel, and adherence with collective bargaining agreements (CBAs)., • Skill in maintaining and developing positive community relations and customer satisfaction results in public housing communities., • Operating a personal computer, and other electronic devices, utilizing standard and specialized software, including the Microsoft Office Suite., • Ability to communicate effectively, both orally and in writing, to all populations., • Ability to interact with people of different social, economic, and ethnic backgrounds., • Ability to establish and maintain effective working relationships with staff, PHA departments, employee groups, management, and the general public., • Ability to recognize deficiencies in building and site maintenance and upkeep., • Knowledge of the principles and functions of budget management and resource allocation., • Skill in applying schedule and time management principles., • Ability to apply analytical thinking, logical decision-making processes, and flexibility., • Sedentary work that often involves sitting/standing., • Must be able to traverse through residential sites., • Must be able to walk and climb stairs. The employer reserves the right to modify or interpret the functions of the job as necessary. • Oversees the management of all sites within assigned area, and supervises site management to ensure an excellent property environment and leasing standards meet or exceed the Asset Management Plan for each site., • Establishes site-based management plans, including productivity and performance standards., • Ensures compliance with site-based management plans, admissions and continued occupancy policy, and all regulatory requirements., • Meets monthly with resident council or resident leaders to discuss site and program successes, concerns and needs., • Ensures recertifications, lease renewals and tenant income certifications are accurate and completed on time., • Develops, supervises and monitors staff performance and productivity; documents performance deficiencies and coordinates discipline with human resource management., • Prepares capital and operational budgets for area-wide activities and functions; manages operating cost and expenses., • Recommends and implements approved revisions to management, maintenance and service delivery policies for residential units, tailored to the specific site-based needs., • Provides organizational input to the strategic and capital planning processes., • Ensures conformance with established Real Estate Assessment Center (REAC) standards., • Assists in administering contracts and with solicitations for goods and services required., • Ensures building and/or site systems operate efficiently and maintain and preserve the physical condition of PHA properties., • Inspects buildings and/or sites to identify issues for preventive and/or future measuresand identify and implement plans for current issues., • Stays abreast of new trends and innovations in the field of property management and maintenance., • Performs related duties and responsibilities as assigned.
