Job Description Good Shepherd Services (GSS) is seeking a highly motivated and dynamic leader with extensive experience in child and family clinical services to serve as Senior Vice President of Integrated Health. The role will be responsible for the oversight of all GSS medical health and behavioral health services and programs that fall under our Article 29, Section I (A29i) license, to ensure alignment with Medicaid Managed Care requirements and evidence-based, best practices. The SVP will report to the Chief Program Officer, Youth and Family Wellbeing (YFWB), the GSS division in which all A29i programs are based. The position will serve as a lead partner in the implementation of client services software and Medicaid billing software and will provide direct supervision and work closely with our Medical Director, Vice President of Behavioral Health, Vice President of Physical Health, and the Director of Health Homes program. Additionally, the SVP of Integrated Health will be responsible for the integration of these critical functions across the agency, as well as the development of new initiatives in partnership with the executive leadership team. The position will work collaboratively with staff from other divisions, including the Vice President of Mental Health Services Impact & Strategy; the Chief Impact & Strategy Officer; and the Chief Fiscal Officer to implement a data-driven work culture and meet service, data, and financial objectives. A minimum of 10 years of experience, as well as in-depth knowledge of child and family services that aligns with these goals, are required. Reports To: Chief Program Officer, Youth and Family Wellbeing Location: 305 Seventh Avenue, New York, NY 10001 Hours: 35 Hours/Week; Exempt (Hybrid schedule 3 days in office/2 days remote, full-time role) Salary: $185,000 to $200,000 Major Responsibilities: • Oversee the delivery of health services for participants in our foster care and residential programs under our A29i license, to those efforts utilize best practice and are financially sustainable., • Directly supervise four staff (VP for Behavioral Health, VP for Physical Health, Medical Director, and Director of Health Homes). These staff, in turn, will have direct oversight of all staff that provide clinical health services under our A29i license., • Represent agency with external partners including relevant governmental and regulatory agencies and leadership and participate in the development of policies and procedures for statewide implementation., • Manage Medicaid policy issues and advocacy and maintain up to date knowledge in relevant practice areas., • Ensure compliance with city, state, and federal regulations as well as funder and OMIG guidelines., • Collaborate within staff in the GSS fiscal division to maintain fiscal compliance and reconciliation including developing budgets, tracking, and reporting for Medicaid services, • Collaborate with staff in the Impact and Strategy division to set goals, develop metrics, analyze data, and continuously improve, while we ensure program compliance and fiscal stability., • Sit on Incident Risk Management Committee, • Collaborate with other departments and programs within GSS to initiate and implement new program development as it relates to Medicaid services., • Participate in the development and writing of private and public proposals., • Report directly to the Chief Executive Officer on Medicaid compliance and HIPAA concerns, • Use outcome data to drive programmatic decisions and use technology as a management tool., • Liaise with GSS support teams around Medicaid issues and implementation., • Licensure: NYS Licensed Clinical Social Worker (LCSW) or Nurse Practitioner (Mental Health preferred) in good standing., • Experience: Minimum 10 years of progressive experience navigating complex Medicaid Managed Care Policies and Procedures, Including Billing & Streamlining Treatment Plans specifically as it relates to Child Welfare (Foster Care; Residential; Health Home etc). Navigating and Increasing Medicaid Reimbursements., • Ideal Experience: Experience in Article 29I preferred. In lieu, may consider candidates with significant behavioral health experience in child welfare setting (Article 31 setting), • Leadership: Demonstrated 10 years of Senior Leadership experience. Ability to manage diverse program portfolios. Extensive experience supervising leadership staff not limited to Vice Presidents of various programming., • Program Development: Proven track record in designing and implementing new programs, procedures, and protocols., • Budget Management: Skilled in developing, managing, and monitoring budgets (minimum 5 Million) effectively for diverse large portfolio of child welfare programming., • Technical Proficiency: Expertise in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Access). Experience with various billing software’s, • Approach: Committed to a strength-based, youth and family development, and trauma-informed care perspective., • Communication: Excellent verbal, written, and interpersonal communication skills.
