Job Summary The C4I On-Site Installation Coordinator (OSIC) Support Representative serves as the primary waterfront technical authority responsible for coordinating and overseeing the installation, integration, testing, and certification of Command, Control, Communications, Computers, and Intelligence (C4I) systems aboard U.S. Navy surface ships during shipyard availabilities. This position supports Navy modernization and sustainment programs by ensuring C4I installations are executed in accordance with engineering directives, contractual requirements, cybersecurity standards, and shipyard production schedules. The OSIC works closely with Government program offices, shipyard leadership, installation contractors, and technical engineering agents to ensure successful delivery of operational C4I capabilities to the Fleet. Responsibilities and Duties As a C4I OSIC Support Representative, you will: • Coordinate and oversee shipboard installation activities for Navy C4I systems including radio communications, distributed computing systems, CANES networks, and shipboard intelligence systems., • Serve as the primary liaison between Government program offices, shipyard production teams, and installation contractors., • Monitor installation activities to ensure compliance with approved engineering drawings, technical directives, and installation schedules., • Coordinate daily installation activities with Alteration Installation Teams (AITs), engineering agents, shipyard personnel, and Ship’s Force., • Conduct RMMCO check-in and check-out procedures to ensure personnel and work packages are properly authorized for shipboard installation activities., • Track installation progress, identify schedule conflicts, and recommend mitigation actions to maintain production timelines., • Review and redline installation drawing packages, Statements of Work (SOW), and technical documentation., • Maintain installation Plans of Action and Milestones (POA&Ms) and provide detailed status updates to Government leadership., • Support C4I system testing events including Stage Testing and System Operational Verification Testing (SOVT)., • Coordinate system readiness for sea trials and operational demonstrations., • Monitor installation workmanship and ensure compliance with NAVSEA quality standards and shipboard safety requirements., • Document installation discrepancies, configuration changes, and technical issues requiring engineering review., • Participate in shipyard production meetings and provide C4I installation status reports to program leadership. Requirements Conditions of Employment • Must be a U.S. citizen., • Must possess and maintain an Active DoD Secret security clearance., • Must be able to obtain and maintain shipyard and shipboard access credentials., • Must be willing and able to travel to multiple shipyard locations as required., • Must be able to embark aboard U.S. Navy vessels for operational testing or sea trials (up to 14 days)., • Must be able to work extended hours, including evenings or weekends, during critical shipyard production milestones. Physical Requirements This position is performed primarily in active shipyard and shipboard waterfront environments. Work may require: • Climbing vertical ladder wells and ship masts (aloft certification may be required)., • Working in confined, elevated, and industrial shipboard spaces., • Exposure to extreme temperatures, humidity, and noise., • Extended standing, bending, and climbing. Qualifications Applicants must demonstrate the following experience: • Experience supporting C4I system installations aboard U.S. Navy surface ships., • Knowledge of shipboard integration of communications, network, and intelligence systems., • Experience supporting shipyard availabilities, modernization efforts, or new construction programs., • Experience coordinating installation activities with Government stakeholders, shipyard personnel, and contractor installation teams., • Experience reviewing engineering documentation including Ship Installation Drawings (SIDs) and technical directives., • Experience developing and managing installation schedules and Plans of Action and Milestones (POA&Ms)., • Strong written and verbal communication skills. Preferred Qualifications The following experience is highly desirable: • Experience supporting cybersecurity testing or network accreditation activities., • Experience supporting System Operational Verification Testing (SOVT) or sea trials., • Experience working with In-Service Engineering Agents (ISEAs) and Navy technical authorities., • Experience supporting multi-system or multi-hull integration efforts., • Proficiency with Microsoft Project, Excel, and schedule management tools., • Strong analytical, risk management, and problem-solving skills. Work Environment OSIC operates in high-visibility operational environments where coordination between Government, shipyard, and contractor personnel is essential. The role requires strong technical expertise, leadership presence, and the ability to resolve installation conflicts in schedule-driven shipyard production settings. Individuals selected for this role will operate in complex shipyard environments and play a key role in delivering mission-ready capabilities to the Fleet. Qualifications and Skills Required knowledge and years of experience 12 years or more with Military environment preferred. Shipboard Installation Processes, MS Office experience Project, Excel, and PowerPoint. Knowledge of official drawing guidelines, specifications, procedures and AutoCAD software. Education Requirements High School Diploma, College BS Degree and Military background preferred Certifications OSHA Maritime 10-Hour Course is required.
