Job Description The Risk Management & Corporate Compliance Officer is responsible for and leads the identification, communication, measurement, and management of company risk, as well as overseeing and monitoring the implementation of the Reese family services compliance program. Corporate Compliance • Work with senior management to develop a compliance work plan to guide implementation of the compliance program., • The compliance work plan will include: 1. An annual identification of areas that require review and monitoring with timetables and personnel assigned. The work plan will be reviewed on an annual basis with the CEO., 2. Plan and timetable for educational and training programs relating to legal and regulatory areas., 3. Plan and timetable for continued monitoring of areas under corrective action based on prior compliance assessment., 4. Conduct corporate compliance risk assessments • Establish the company safety guidelines that address activities related to the health, safety, and welfare of individuals receiving services, employees, contractors, and visitors., • Reporting as necessary on the progress of compliance program implementation, including new compliance issues noted, plans for investigation, status of previously initiated investigations, timing and adequacy of corrective action plans implemented, and designs for ongoing and future monitoring;, • Assisting in establishing methods to improve efficiency and quality services, and to reduce vulnerability to fraud, abuse, and waste;, • Identifying resources to carry out review and monitoring activities identified in compliance work plans;, • Periodically revising the compliance program to reflect changes in the needs of the company and in the laws and regulations of government and private payer health plans;, • Developing, coordinating, and participating in educational and training programs that focus on the elements of the compliance program and ensure that all employees and contractors are knowledgeable of and comply with pertinent federal and state requirements;, • Ensuring that contractors and agents who furnish services to the Agency are aware of the applicable requirements of the Agency compliance program with respect to coding, billing, and marketing;, • Ensuring that the respective Licensing Board, US DHHS Office of Inspector General List of Excluded Entities and Individuals List, and other required background checks have been done with respect to hiring staff and independent contractors;, • Assisting the Agency's financial management by coordinating internal compliance review and monitoring activities, including annual or periodic reviews of certain departments that have the potential to become involved in compliance issues;, • Investigating and acting on matters related to compliance, including the design and coordination of internal investigations that respond to reports of problems or suspected violations, and any resulting corrective actions. The CCO has the authority to review all documents and other information that are relevant to compliance activities;, • Receiving reports of suspected improprieties and implementing processes to investigate, resolve, and document all issues reported;, • Monitoring activities related to the Agency compliance program and work plans, and reporting progress and relevant information to the CEO., • Responding to external agency requests regarding compliance issues. Risk Management • Research, initiate, implement, and monitor compliance with evidence-based practices., • Identifies current and emerging issues related to good rehabilitative practice and mitigates risk management processes., • Ensures Emergency Preparedness policies and procedures are current, • Oversees and monitors program risk management development and operations, • Establish and complete the facilities' monthly, quarterly, and annual self-assessment monitoring documentation., • Completes the internal incident reporting form, • Uploads to Chris and Human Rights the required reports with classification in the required reporting timeframe, • Ensures serious incident reporting protocols with specific levels are reported and documented, through Chris and to Human Rights., • Completes and forwards the Root Cause Analysis to the Office of Licensure and Human Rights (Upload to CHRIS if required), • Monitors the development and revision of policies, procedures, and forms for program and agency services., • Monitors and maintains licensing and CARF accreditation requirements, • Maintain Risk management meeting quarterly and submit the meeting report to the supervisor within 15 days of the meeting, • Completes the facilities' Organizational Risk Assessment Checklist Reduction Plan Annually, • Evaluate and provide recommendations regarding the selection of policies, including but not limited to Property, Casualty, General Liability, Workers’ compensation, Directors and officers, and cyber-risk policies., • Develops, maintains, and updates service plan protocols and operation manuals sufficient to guide staff in the provision of service, • Maintain awareness of advances in service modalities, changing regulations and standards, and cost-effective options to meet the needs of individuals and staff., • Ensures effective and quality services, • Complete the risk management quarterly and annual reports., • Monitor cares & concerns threshold per license, • Conduct specialized investigation for death licensing., • Add homes to the license after inspection completion., • Review home inspections & home study for compliance. Education & Other Certificates • The position requires a minimum of a Bachelor's degree, • Completion of a bachelor's degree in Business, Legal, Finance, Accounting, or Risk Management., • A Master’s degree in a human services field will be preferred, • Valid CPR/First Aid – Otherwise, must obtain this within one month of employment. Experience • Requires 5 or more years of experience in the human services field/or personal experience working with individuals with developmental disabilities, • A minimum of 5 years in a supervisory role is required, • A strong managerial experience is required, • Must have great knowledge of DBHDS and Human Rights Licensure Regulations, Program Development and operation, as well as Professional Ethics, • Must have great knowledge of CARF Standards and requirements, • At least 5 years of experience interpreting and implementing federal, state, or local regulations will be preferred., • At least 5 years of case management work will be preferred.
