Job Description Position Description: Supervise facility maintenance, operations and technical staff. Perform and manage a variety of HVAC/Mechanical/Electrical technical tasks for an 85-building portfolio. Reports to: Senior Facilities Manager Category: Hourly Facility Maintenance Excellence and Client Satisfaction § Manage, plan, prioritize, assign, review and participate in the work of facilities technician staff. Establish schedules and methods for providing facility maintenance services; identify resource needs; allocate resources accordingly. Maintain on-call status, 24-hours daily, for immediate action pertaining to critical systems failure, property damage, and inclement weather, and emergencies. § Participate in the development of facility goals and objectives for best-in-class facility maintenance organization as well as policies and procedures Participate in implementation of approved procedures; monitor work activities to ensure compliance with all applicable statutes, codes and procedures. § Maintain all facility components, equipment, parts and supplies, including HVAC, chilled water systems, and coils, cooling towers, condensers and compressors to specified standards. § Maintain all electrical distribution, emergency generator power production, distribution equipment and transfer switches. § Maintain all facility interior and exterior components and improvements, including electrical, lamping, lighting, doors, locks, plumbing, pumps, parking lots lights and signage in their best and most cost-effective condition. § Maintain and execute preventive maintenance programs to ensure maximum value and life of facility components. § Conduct regular facility inspections for needed maintenance service and improvements. § Develop, execute, and manage contractor relationships for services needed to maintain the facilities to specified standards. § Participate in the preparation and administration of the facility maintenance budget. Monitor expenditures, prepare cost estimates, and procure quotations for maintenance costs. § Monitor and control facilities maintenance supplies, equipment and tools; manage inventory and attic stock. Prepare documents for equipment and sub-contract services procurement. § Develop and organize preventative maintenance and safety processes, methods and procedures. § Train staff in facility maintenance and safety methods, procedures and techniques. Train maintenance personnel on equipment updates, improvements and upkeep, to include employee cross-training programs. Train maintenance personnel on all local, state and federal laws, rules, regulations, guidelines and ordinances. § Coordinate minor construction projects and other special projects. § Perform the most technical and complex tasks of the facility maintenance program. § Maintain a strong customer service-oriented relationship with client employees and managers. § Perform all related duties required. Proficiencies – Technical and Supervisory Safety § OHSA, Building Code, ADA and other regulatory compliance. § Knowledgeable regarding principles and practices of safety management. § Emergency weather preparedness. Organization of Work § Validate requirements, methods and resources for facilities department. § Operations, services and activities of building maintenance, repair and construction program. Supervision § Principles of supervision, training and performance evaluation. § Ability to develop and manage procedures and metrics that increase the quality and efficiency of the work. § Develop and maintain Continuous Improvement program. Contract Management § Develop and manage sub-contractors, RFP, bids, evaluation, contracts and relationship management. § Supervise and ensure all sub-contract work meets SLA and quality requirements. Institute corrective action as needed. Material & Equipment § Read and understand construction drawings, plans and specifications. § Inventory control methodology for all parts, materials, equipment, and tools stock. § Operation of basic and specialized facility maintenance tools and equipment. Information Systems § CMMS (Siebel 5.0, Maximo, eMaint or other), JD Edwards, BMS systems; CAFM and MS Office § Maintenance and calibration of HVAC and energy management systems and controls Administration & Reporting § SLA and KPI compliance management and reporting. § Knowledge of BOMA reporting. § Basic accounting, Purchase Order and vendor invoice/payment management Customer Relations § Client and Customer Focused with drive to solve issues quickly and correctly. § Ability to find and implement creative solutions to complex problems. § Courteous and responsive Physical Demands and Working Environment Environment § Work is performed on roadway and corporate office buildings, landscaped outdoor grounds, tunnels, and maintenance yards. Exposure to noise, dust, grease, smoke, fumes, noxious odors, gasses, mechanical and electrical hazards, and all types of weather and temperature conditions. Physical Demands § Primary job functions require sufficient physical ability and mobility to walk, stand and sit for a prolonged period of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand motions in the performance of daily tasks; to climb ladders, to lift, carry, push and/or pull moderate to heavy amounts of weight; to operate equipment and vehicles and to verbally communicate and exchange information using the English language.
