Job Description Department: Facility Operations Positions Supervised: None; may supervise employees or contractors in the future Reports To: Director of Facility Operations FLSA Status: Exempt Type: Full-Time, Benefits-Eligible Position Summary The Campus Security & Emergency Manager leads the development, coordination, and implementation of the university’s physical security, emergency preparedness, risk mitigation, and health, safety, and environmental compliance programs across approximately 229,000 square feet of leased academic, clinical, and administrative space spanning two buildings and multiple floors. The position supports a dynamic campus population that includes approximately 450–500 employees (with 125–150 on site at any given time), 600–700 fully residential students, and an additional 600–700 hybrid students who attend campus periodically each semester. This position plays a pivotal role in building a proactive safety culture, maintaining regulatory compliance, and protecting the university’s people, property, and reputation. The Security & Emergency Manager collaborates closely with the Risk Management Committee, campus departments, and external agencies, and works with the Director of Facility Operations to manage and budget for security- and safety-related expenditures. Key Responsibilities Security & Risk Management • Oversee campus-wide physical security systems, including access control, surveillance, intrusion detection, and incident reporting., • Investigate security incidents, policy violations, or suspicious activity, and maintain appropriate documentation., • Serve as the primary coordinator for Clery Act compliance (Clery Officer), including compiling, preparing, and submitting the Annual Security Report and required crime statistics., • Conduct regular risk and vulnerability assessments of university spaces, operations, and systems., • Lead incident response planning and collaborate with external law enforcement and emergency agencies., • Manage key control and electronic access, ensuring compliance with institutional security policies., • Monitor crime trends and develop strategic mitigation plans., • Lead or actively participate in the university’s Behavioral Threat Assessment and Management (BTAM) team, coordinating with counseling, student affairs, law enforcement, and other stakeholders to identify, assess, and manage potential threats to campus safety., • Develop and implement protocols for reporting, assessing, and responding to concerning behaviors, ensuring compliance with privacy laws and campus policies., • Maintain and continually update the Emergency Action Plan (EAP); coordinate response protocols across departments., • Prepare plans that outline operating procedures to be used in response to disasters or emergencies, including earthquakes, wildfires, cyber events, workplace violence, public health emergencies, and recovery from these events., • Lead university-wide emergency preparedness efforts, including drills, tabletop exercises, and training., • Coordinate emergency drills (e.g., active shooter, fire, earthquake) in collaboration with property managers, campus departments/programs and local agencies., • Responsible for assisting with the development of plans, facilitation of trainings, conducting of exercises, and assisting with the response to emergencies, • Manage emergency communication systems and assist with real-time response coordination during incidents., • Partner with the Risk Management Committee to plan and execute Safety Week and other awareness campaigns., • Develop, maintain, and regularly update the institution’s Security Plan, ensuring alignment with best practices, compliance standards, and evolving threats., • Lead the creation and periodic revision of the Business Continuity Plan (BCP) to ensure operational resilience in the face of major incidents, natural disasters, or other disruptions., • Ensure compliance with OSHA, NFPA, and other federal, state, and local regulations relative to health and safety., • Support compliance of Title IX protocols., • Oversee regular safety audits and coordinate mitigation of hazards across academic, research, and administrative areas., • Manage the university’s Safety Data Sheet (SDS) system, ensuring up-to-date documentation and campus access., • Coordinate training in workplace safety, PPE, lab safety, and injury/illness reporting protocols., • Ensure compliance with EPA, DEQ, and other environmental regulations regarding hazardous materials, chemical storage, and disposal., • Collaborate with the Risk Management Committee and University Relations to promote a strong, visible safety culture., • Provide functional leadership and oversight for security-related staff, contractors, and vendors, as assigned; may supervise employees in the future as the program expands., • Develop and deliver training on safety, emergency response, and hazard recognition for students and employees., • Support transparent communication around campus security and preparedness efforts., • Other duties as assigned. Minimum Qualifications • Bachelor’s degree in emergency management, criminal justice, public administration, safety, risk management, or a related field, or an equivalent combination of education and progressively responsible experience., • Minimum 10 years of progressively responsible experience in security management, emergency preparedness, or safety/risk oversight., • Minimum of 5 years of experience in campus safety, law enforcement, or emergency management., • Demonstrated experience supervising people or providing functional leadership to staff, contractors, or cross‑functional teams., • Demonstrated ability to prepare, manage, and submit regulatory reports and maintain compliance documentation using standard office software, databases, and electronic reporting systems., • Demonstrated knowledge of OSHA, EPA, NFPA, Clery Act, and other applicable regulations., • Proven crisis management abilities, with excellent communication and cross-departmental collaboration skills., • Experience managing or implementing security and safety systems (e.g., access control, SDS databases, mass notification tools). Preferred Qualifications • Professional certifications such as:, • Certified Emergency Manager (CEM), • Certified Protection Professional (CPP), • Certified Safety Professional (CSP), • Or equivalent emergency, safety, or security credentials, • Public safety background encouraged to apply:, • Prior POST-certified law enforcement, EMS/paramedic, or fire service experience, • Demonstrated ability to lead or coordinate emergency response in complex, real-time situations, • Experience in higher education, healthcare, or campus-based security operations, • Familiarity with NIMS/ICS, emergency notification systems, and continuity of operations planning Working Conditions • On-site during regular business hours (Monday–Friday, 8:00 a.m.–5:00 p.m.)., • On-call availability during emergencies or after-hours incidents., • May require extended hours, including evenings or weekends, for drills, special events, or emergency response activities, typically with adequate notice., • Regular campus walk-throughs and inspections.
