To create safe communities, RISE empowers people to break their cycle of harmful behaviour. RISE’s programs challenge attitudes and facilitate long-lasting behaviour change and are driven by the belief that people, including children and young people, can make better decisions, given the right support. RISE are specialists in designing and delivering evidence-based, transformative behaviour change courses within the criminal justice system and wider community. RISE delivers an innovative London wide project, DRIVE. The DRIVE Project aims to reduce the number of adult and child victims of domestic abuse by disrupting and changing perpetrators’ behaviour and maintain effective risk management of high risk, high harm perpetrators. DRIVE has expanded across all 32 London Boroughs. The RESPECT, Safe Lives, Social Finance- led project sees RISE collaborate with London boroughs, statutory agencies such as the police, probation service and children’s social care and local specialist agencies to challenge the behaviour of high-risk perpetrators of domestic abuse. The focus of DRIVE is to hold the perpetrators to account, rather than expecting punitive measures of uprooting the victim and children from their family, community and schools to be the solution; thereby allowing the perpetrator to move from one victim to the next. Main responsibilities/duties (not exhaustive) The Senior Operations Manager position will oversee the delivery of Drive and other DA contracts ensuring all key performance indicators and milestones are achieved. With support from the Director of Operations, the post holder will support, motivate and develop Service Managers and team leaders, ensuring that our services are delivered to the highest standard across the board. The Senior Operations Manager’s key role is to focus on stakeholder engagement, line management of Service Managers and Domestic abuse strategy and development across RISE. Strategic management and leadership • An ambassador for RISE, instil values and promote RISE’s vision and mission as an employee-owned organisation, • Work with the Director, Practice Adviser, Steering Group and Drive Project Evaluators to maximize learning from each site and modify the model according to findings from data on what is proving effective., • Develop and maintain links with other agencies, both as an individual and as a service, developing protocols, referral procedures, sharing skills and joint working with external partners as appropriate., • Represent the service at local and national events; deliver training and presentations as appropriate., • Establish and maintain effective working relationships with all RISE managers, staff and external stakeholders to support and improve performance, • Attend and participate in relevant forums and strategic groups, • Prepare reports as needed, • Driving and developing cross-organisational work to develop employees, • Build external relationships with key partners and stakeholders to embed Drive within the local perpetrator response, • Attend Governance and Task and Finish Meetings to provide updates on referrals and developments in each BCU., • Support the Service Managers in dealing with challenging, low-referring boroughs., • Utilise intelligent data to inform and improve delivery., • Lead, manage and be accountable for RISE Drive delivery, DA quality improvements and domestic abuse strategy., • Ensure ongoing audit and evaluation, • Provide routine reports to Drive funders and key stakeholders so that they can assess the overall performance of the service., • Hold regular performance meetings (supported by Team leaders, performance / data staff) with managers to set and check performance objectives, • Ensure the right quality management and auditing to achieve quality services are delivered, • Provide support, supervision and appraisals for employees, • Ensure performance management procedures are followed if performance is below the standard expected., • Support managers in dealing effectively with employee relations cases, in collaboration with managers, and HR specialist, to effectively identify and address learning and development needs, • Work with managers to embed the mutual culture initiatives within teams that align with RISE’s values and objectives, • Ensure adherence to RISE's Equality, Diversity, Equity, and Inclusion strategy, • Ensure compliance with health and safety in the workplace., • Ensure compliance with relevant legislation (and any subsequent modification of), in particular the Data Protection Act 1998 and Equality Act 2010., • The postholder will be required to travel across London and sometimes outside London, as well as evening and weekend work., • Undertake continued professional development and ensure understanding and communication of best working practices., • Observance of confidentiality of all times, consistent with RISE policies and procedures. Experience • Successful record of accomplishment as a leader at middle or senior management level, • Strategic design, development, and delivery of services, • Managing domestic abuse services in custody and/or the community, • Sound knowledge and understanding of Domestic Abuse work and behavioural change Interventions., • Experience of managing and developing teams delivering services across multiple sites and areas., • Contract management and mobilisation of new contracts, • Understanding of relevant theories around perpetrators and victims of domestic abuse and how to apply them in practice, • CJS and changes within it, • Understanding and practical application of adult and children’s safeguarding, • Understanding of culture of an employee-owned organisation, • Managing budgets and resources, • Monitor and evaluate performance against targets, • Excellent communication skills (written and verbal), to present RISE to external audiences, write and present reports, • Good interpersonal and negotiation skills, • Problem solving skills with solutions focus, • Ability to review and analyse data and apply problem solving skills to improve performance, • Ability to plan and prioritise own workload to meet demanding and competing demands, • Proficient in Microsoft packages, • Ability to work flexible hours including evenings and weekends, • Relevant professional / management qualification
