Job Description The M25 is one of our Flagship projects in the UK! It is the most used part of the UK Strategic Road Network with it seeing over 200,000 vehicles per day and it’s a critical infrastructure asset for personal and goods vehicles into and around our capital. The network includes around 800 structures and 5 tunnels, so it requires high levels of performance, constant improvement and repairs to keep it operating smoothly. The Asset Investment Planning Lead, is the Asset Management Strategy Sponsor, and is accountable for the strategic asset management, planning, and performance of the M25 DBFO portfolio including Paved Areas, Structures, Dartford Crossings and the wider Tunnels and Ancillaries portfolio. This role supports the delivery of a TOTEX investment approach that is applied across Planned Maintenance, Lifecycle Renewals, and Improvements, with projected investments exceeding £70 million per annum over the remaining 15 years of the contract. Providing strategic direction and leadership, the AIP Lead, will interface with the specialist asset management teams across a diverse range of assets, including: Technology, Tunnel mechanical and electrical systems, Lighting, Pavement, Structures, Drainage, Vehicle restraint systems, Road markings & signage. The AIP Lead, will also oversee and engage with the Asset Delivery team and Commercial Team supporting that agreed project, programme and portfolios plans remain on track in terms of time, quality and performance. They will highlight and escalate delivery issues where necessary, ensuring the business is aware of any asset or operational impacts caused by delays or failures. As a co-custodian of the Asset Strategy, the candidate will collaborate with the Asset Managers to ensure our forward-looking positions exhibit strong alignment with business and asset management objectives and retain a strong focus on deliverability. A key aspect of the role is effectively communicating the asset strategy—explaining decisions, priorities, risks, and opportunities to a diverse audience. The role also requires building and maintaining strong relationships with internal and external stakeholders, including CPS functions, supply chains, and clients. Accountabilities Provide leadership across CPS Asset Managers, suppliers, and stakeholders to ensure that Asset Management Strategies are implemented and evidenced by our forward-looking Asset Management Plans. Act as the internal Client for PDA Asset Portfolio, helping to define budgets for maintenance, renewals, and improvement activities. Ensure effective asset management, guiding specialist teams to identify, prioritise, and implement value-driven maintenance and renewal solutions. Ensure these are accurately reflected in the Asset Management Forward Plan (AMFP). Foster a culture of accountability, transparency, and continuous improvement within asset delivery teams. Oversee maintenance and renewal delivery functions, refine integrated delivery plans, and monitor progress against time, quality, and cost metrics—escalating issues when necessary. Foster a culture of accountability, transparency, and continuous improvement within commercial and supply chain teams. Support and guide commercial information and development of robust spending forecasts. Oversee the development and implementation of key policies and documentation, including the Strategic Asset Management Plan (SAMP), asset management policies, methodologies, performance specifications and operating processes. Manage holistic risk plans, addressing potential impacts of change and ensuring resilience in asset operations. Drive environmental and sustainability goals, ensuring alignment with CPS commitments to net-zero and biodiversity net gain. Develop and maintain strong collaborative relationships with internal and external stakeholders, including CPS functional areas, CP, and National Highways (NH), to align with CPS delivery objectives. We’ve formed a Joint Venture project called Connect Plus Services (CPS) to work with our partners to widen, operate and maintain the M25 under a 30-year contract and looking for a Project Manager to look after M25 Highways schemes, on behalf of the client (Connect Plus/National Highways) of renewal and/or improvement projects from design inception to close out following construction project types varying from structures, tunnels, highways and technology across the M25 network. Key responsibilities / duties: · Responsible for a number of projects at different stages of the project lifecycle · Within each project responsibility for - End to end management of the project, to include scheme development and engagement through the life of the project with the asset team, designers, sub-consultants, construction team and contractors - Liaise with key internal and external stakeholders to include but not limited to Planner, Construction Manager, Project QS, Asset and Designers. - Management of the P6 programme with the planning team, including identification of critical path activities - Commercial management of the project to include but not limited to cost plan, supply chain quotations, review and approval of invoices, forecasting, review of applications with the commercial team - Commission and manage internal and external resources in terms of quality, budget and programme. - Lead on Gateways and collaborative cost reviews with the Client and project team. - Adhere and apply the project governance procedure, including leading in presentations both virtual and in person with preparation of the supporting documentation to pass through project gateways - Routine reporting on project schedule / progress, risk and commercial status of the project internally and to the Client · Engage in the Collaborative M25 Community, including Balance Scorecards, forums and workshops as required · Support the delivery of the business’ Sustainability activities and business plan objectives · Live the Connect Plus Values Working arrangements · Travel required to CPS/supplier offices on the M25 network, three days a week. · Periodic requirement for site visits · Full Driving License Qualifications Qualifications/ skills: · Project Management Experience preferably supported by recognised Project Management qualification, APM PMQ, PRINCE2, APMP etc · Preference of minimum degree qualification and membership of appropriate professional institution or working towards such qualification · Broad skills, knowledge and understanding of Highway or Structures Engineering and associated design areas · Knowledge of CDM and other H&S and Environmental legislation related to Highway Engineering · Knowledge of the NEC (New Engineering Contract) and other relevant forms of contract Personal Attributes: · Proactive problem solving · Excellent communication and collaboration skills · Strong safety management culture · Ability to prioritise and self-manage · Self aware and adaptable style to meet varying project needs · Demonstration of commitment to ongoing personal development via CPD · Good organisational skills Additional Information Equality, Diversity & Inclusion We are an Equal Opportunities employer and we strive to build a workforce that truly reflects the communities we represent. We’ve formed a Joint Venture project called Connect Plus Services (CPS) to work with our partners to widen, operate and maintain the M25 under a 30-year contract and we are now looking for a Senior Project Planner to join our team. This role is central to creating, maintaining and communicating project delivery schedules using specialist planning tools (including MS Project and Primavera P6) to ensure that projects are delivered on time. The Senior Project Planner will work closely with Portfolio Managers and their teams to produce accurate and reliable project schedules. They will also produce regular reports showing progress compared to agreed baselines, showing reasons for deviation. An important part of this role is also to support the Commercial team in assessing the impact of Compensation Events under the NEC contract. Using the project schedule, they will make assessments of changes, including Extensions of Time and communicate clearly and in an evidence-based manner on the results of this analysis. ***This position can be based out of South Mimms, Leatherhead or Dartford sites. Responsibilities: • Set up projects in the planning system according to standard WBS codes and the Enterprise Project Structure (EPS), • Establish a delivery baseline for the project as follows: Initial baseline – based on AMFP (Renewals), Linear / Structural Inspections or HE agreed dates (Improvements), • Create new baselines as necessary to monitor and report performance, • Ensure the monthly cost forecast and programme schedule align and the delivery assumptions in both the commercial forecast and schedule forecast are matching, • Progress the programme on a monthly basis using information and reports from site, as well as contractor applications/reports/progress updates – query any discrepancies as necessary with the Project Manager, • Provide the Project Manager with (at least) a monthly update of the delivery programme in an agreed format, • Provide summary management information on programme performance by project/programme/portfolio, • Review contractor programmes (as a requirement of the NEC contract) for completeness/accuracy/functionality and feed comments back to the Project Manager for action with the Contractor, • Undertake programme assessments of Compensation Events on behalf of the Project Manager, advising on any valid Extensions of Time, together with providing clear evidence to support decisions and commercial discussions., • Analyse schedule information for trends and issues – for example, trends in late achievement of project stages, overall delivery predictability, • Use the schedule information to create schedule benchmarks for future projects from previous actual schedule data The following qualities / experience are essential: • Educated to A-level standard or equivalent, preferably including mathematics or technically-base subjects, • Experienced in the use of project planning and scheduling software (such as Primavera P6 or MS Project), • Experience of working with NEC contracts preferred, • Experience of working in a multi-stakeholder environment, • Knowledge and experience of handling large volumes of data with the ability to summarise key points and trends Equality, Diversity & Inclusion We are an Equal Opportunities employer and we strive to build a workforce that truly reflects the communities we represent.
