About the role: Major Subcontract Manager contributes to Competitive Tendering, Single Source Tendering and Subcontract Management activity in respect of partnering and relationship management strategies and responses to customer Requests for Proposal. Responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, cost accountability, programme execution and contract closure. Main Duties (Leading and/or supporting) : Responsible for early subcontractor identification and engagement to support new business pursuits and provide risk and opportunity analysis for early capture. Responsible (independently) for developing procurement strategies (including identifying the appropriate procedure and providing full justification for its selection) Responsible for executing procurement procedures and guiding multi-functional internal teams through the process including scoring moderation. (Working with the Customer to gain endorsement at each stage including the setting of Selection and Award criteria including weightings etc) Continually assesses and promotes sustainable and responsible procurement, including social, cultural and diversity values in the organisation and throughout the supply chain Liaising with peers from other disciplines and businesses and the Functional SLT. Creates, executes, and manages various International or Domestic subcontract types (Cost Type, Incentive Type, Firm Fixed, etc.), using various source selection techniques. Participates in development of supplier Statements of Work (SOW) and conducts bidders' conferences as required. Performs or supports cost and price analysis, develops negotiation strategies, and leads negotiations to create value for money outcomes for procuring goods and services Directs and manages all costs, quality, schedule, financial and technical performance requirements that are levied on the subcontractor or the product family and is required to ensure performance and support of the contract milestones of the system Works with suppliers and other stakeholders to achieve collaborative partnering and strategic relationship management to deliver value for the organisation Contribute to the creation of business capture strategies by recommending strategic choices to improve the organisation's short- and long-term performance Executes to customer requirements including government regulations, public law and Raytheon policies and procedures. Participates in gate reviews and capture / proposal efforts. Leads or is an active member of the Supplier IPT and facilitates relationships between program office/functional organisations and suppliers. Utilises project management skills and techniques when managing suppliers. Initiates and participates in supplier assessments and development activities. Investigate, analyse and implement corrective actions utilising current systems where appropriate (e.g. FTA Vision, TMS2 data, Telematics, Dynamics, GLAD and SOL) to resolve all logistics problems eliminating inefficient supply and distribution routes, quality of service, customer losses and continuously improving working practices. (e.g. weight checking, mileage/km fuel consumption, accuracy and timeliness of deliveries to customers). Lead, manage, control and development of personnel (including absence, disciplinary, PDR process, driver infringements and grievance, Health and Safety Training, driver assessments) using SMART objectives during regular review and feedback meetings. Develop, propose and agree functional budgets with Logistics Manager, monitoring and controlling all activities in accordance with the agreed functional budget, investigating and resolving any variances. Contribute to the reduction of impact to the environment e.g. optimal efficiency and economy on routes with targets per mile/km. Ensure driver compliance with site EN14065 standard, e.g. drivers disinfect vehicles everyday. Ensure that Service Agent KPIs (service, reducing loss of business and increase new business) are met.
