Project and Position Description The Terminal 5 Renovation & Reconstruction (T5 R&R) Low Voltage Special Systems (LVSS) Project Manager reports to the T5 R&R Terminal Project Manager and is responsible for driving and overseeing the design and execution of all IT, special systems, and technology systems for the T5 R&R project. The T5 R&R LVSS PM provides oversight of the design-builder’s design and execution of IT disciplines per LAWA standards. This position will serve as the primary IT liaison and airport/owner representative for the T5 R&R project. The role will act as a bridge between the project and Information Management & Technology (IMT), managing the details required to execute this effort and ensuring rollout without impact to airport or airline operations. The successful candidate will demonstrate experience with large stakeholder interfaces while also managing the details that go into signage design concepts, installation, and activation. The Terminal 5 Program covers the full demolition and rebuild of the Terminal 5 headhouse and concourse, as well as various enabling scopes to vacate the existing building. Key Identifiers for the Position • Project Manager and Technical/Construction Leader with experience in an active/operating environment, • Knowledge of IT design and construction practices and methodologies, • Ability to manage projects within budget and schedule constraints while maintaining all required scope elements, • Skilled in stakeholder engagement to identify, communicate, resolve, and fulfill needs while preserving the principles of project scope, schedule, and budget, • Knowledge of design and construction contracting practices and methodologies, • Experience with the project design life cycle from Concept to Project Definition Book to Permit to Bulletins, • Experience with the project construction life cycle from Pre-Construction to estimating/buyout to phasing to implementation to Closeout, • Ability to assemble KPIs and decisions needed for governance and present them to others, including executive staff, • Ability to maintain excellent working relationships with design and construction professionals, promoting open communication and collaborative problem-solving, • Ability to develop and maintain high team morale through professionalism, reflecting positively on the project team, external stakeholders, and LAWA Essential Job Duties • Serve as primary liaison with ITM, directing and managing the T5 IT implementation, • Responsible for scope development and management to meet project goals and objectives, • Develop RFPs and oversee the procurement process for designers and contractors, • Provide direction and management for assigned projects, ensuring on-schedule completion within or below budget in accordance with contractual obligations, • Plan and define program goals, devising methods to accomplish them while developing in-depth knowledge of owner objectives, contract terms, and airport policies, • Direct, supervise, and control the execution of all technical, fiscal, and administrative functions of the IT portion of the T5 R&R project, • Work with team members and airport management to develop budgets, schedules, and plans for various project elements, • Oversee owner’s staff that manages full project delivery, including stakeholder interfaces, • Manage project scope to meet or exceed goals and objectives, • Identify and evaluate options to resolve complex design, operational, or constructability issues, • Conduct field surveys and investigations to capture accurate conditions, enabling strategic design and construction decisions, • Maintain documentation of approved project scope, including agreements, authorizations, reports, drawings, and specifications; ensure narratives and CAD representations are coordinated across key disciplines, • Coordinate with T5 R&R Design Managers to resolve technical design issues, process RFIs, review shop drawings, oversee acceptance testing, manage approvals, provide interpretation of specifications, support commissioning activities, and manage punch lists, • Coordinate with the T5 R&R Sr. Design Manager on the Design Review Team (DRT) process through all phases of design, including significant changes during construction, • Lead and monitor efforts related to the permitting process, • Oversee the construction process to eliminate obstacles and inefficiencies, • Become thoroughly familiar with contractual obligations and technical aspects of all facilities, • Ensure all work complies with the latest approved plans and specifications, including changes, submittals, and RFIs, • Collaborate with designers, contractors, and stakeholders to plan construction activities, identify milestones, and set priorities, • Monitor progress, anticipate problem areas, and take preventative action to meet milestones, • Ensure the use of safe construction practices, • Prepare reports summarizing construction progress for senior management, • Review change proposals for contractual compliance and fair market alignment, • Prepare a monthly risk report for the Program Board, • Monitor adherence to the Quality Assurance/Quality Control Plan and promote excellence through QA processes, • Enforce program requirements and review deliverables for compliance, • Review pay applications for accuracy and contract compliance, • Develop and execute action plans to address potential cost overruns, delays, or scope changes, • Ensure timely documentation and administration of change orders, • Participate in coordination meetings with designers, contractors, and stakeholders, • Manage project closeout to complete documentation efficiently and avoid unnecessary costs, • Maintain safety performance above industry standards, • Provide technical review of scope changes, • Establish IT submittal approval procedures and ensure consistency of reviews, • Audit project team IT comments and designer responses, • Provide guidance on functional requirements in technical specifications and project documents, • Monitor BIM production by IT designers and contractors in accordance with LAWA BIM Standards, the BIM Execution Plan, and project needs, • Provide technical support and coordination across TDIP project teams for program consistency, • Provide technical support for adjacent LAWA projects to ensure accurate interfaces, • Assist in preparing and reviewing briefings, agendas, and materials for meetings, including Board presentations, Steering Committee meetings, stakeholder outreach, and other TDIP meetings Hardware/Software Knowledge • Proficient in Microsoft Office Suite and Bluebeam, • Ability to work in CAD or Revit preferred, • Familiarity with digital content management systems and other airport IT systems Professional Experience Level / Other Qualifications • 10+ years of experience, preferably on airport projects, • Experience with projects exceeding $50 million in value, • Experience with multiple delivery methods, including Design-Bid-Build, Design+CMAR, and Design/Build, • Proven ability to perform in a management capacity, • Excellent written and oral communication skills, with thorough knowledge of industry practices and regulations Education/Training • Bachelor’s degree in Architecture, Aviation, Business, Engineering, Construction Management, Planning, or a related technical field required, • Master’s degree preferred, • Optional certifications may include AAAE, LEED, PE, PMP, AICP, or other relevant licenses or certifications Element-Specific Requirements / Notes • May assume other duties as required, • May be required to work beyond regular shifts, • May be required to work various shifts as needed, • This is not a remote/work-from-home position, • After-hours or weekend work may be required and is considered part of the salary
