Job Description The Student Services Manager is responsible for overseeing the integrity, accuracy, compliance, and accessibility of student academic records and student support service processes across CET. This role ensures that all records-related functions, enrollment and onboarding activities, verifications, and Student Support Services requests are administered in compliance with FERPA, accreditation standards, funding source requirements, and CET policies and procedures. The Manager serves as a key compliance-facing role and works collaboratively with Education, MIS, Operations, Fiscal, and external partners. ESSENTIAL JOB FUNCTIONS (May include but is not limited to the following): Academic Records and Registrar Functions • Review and verify student records for completeness and accuracy prior to authorizing the release of graduation certificates and official transcripts., • Oversee the secure release of transcripts and academic records in compliance with FERPA and CET policies., • Respond to education and employment verification requests from employers, postsecondary institutions, funders, and external agencies., • Coordinate and respond to subpoenas and legally mandated requests for student records in accordance with CET policy and applicable law., • Ensure proper record retention, access controls, and confidentiality safeguards for all student files. Enrollment and Student Onboarding • Oversee the generation and issuance of welcome letters and official enrollment communications for newly enrolled students., • Ensure timely setup and maintenance of student accounts within CET systems, including MIS/CIMS and learning platforms., • Monitor enrollment data for accuracy and consistency across systems. Student Support Services Oversight • Oversee the intake, review, documentation, and resolution of Student Support Services requests., • Ensure Student Support Services are processed in alignment with program guidelines, funding source requirements (e.g., NFJP, FAP, CSBG, HIRE, La Cooperativa, Scholarship Funds etc.,), and CET policies., • Coordinate with Center Directors, case managers, and support staff to address barriers impacting attendance, progress, and completion., • Review supporting documentation to ensure allowability, reasonableness, and audit readiness. Attendance, Grades, and Data Integrity • Oversee authorized updates to attendance and grade records submitted by instructors., • Resolve discrepancies related to attendance, grading, or academic progress in coordination with instructional staff., • Ensure data integrity across academic, financial aid, and reporting systems. Compliance, Monitoring, and Reporting • Ensure compliance with FERPA, COE, BPPE, DOL, and other applicable federal and state requirements., • Support internal monitoring, external audits, and site visits by preparing documentation., • Assist with the development, maintenance, and implementation of policies and procedures related to academic records, student data governance, and Student Support Services., • Provide guidance and training to staff on records management, confidentiality, and compliance expectations. REQUIRED KNOWLEDGE AND ABILITIES: • Experience working in workforce development, postsecondary education, or publicly funded training programs., • Familiarity with accreditation standards (COE, BPPE) and federal/state funding requirements., • Experience using student information systems and case management platforms., • Strong attention to detail and accuracy., • Ability to interpret and apply policies, regulations, and compliance requirements., • Excellent organizational, documentation, and time-management skills., • Ability to handle sensitive and confidential information with sound professional judgment., • Effective written and verbal communication skills., • Ability to manage multiple priorities in a compliance-driven environment., • Strong computer skills (MS Word, Excel, Canvas, 365 etc.,), • Perform other related duties as assigned. EDUCATION AND/OR EXPERIENCE: • Bachelor’s degree in Education, Business Administration, Public Administration, or a related field, or equivalent combination of education and experience., • Minimum of five (5) years of experience in student records, registrar services, compliance, or student services administration., • Demonstrated knowledge of FERPA and student data confidentiality requirements., • Experience responding to audits, monitoring reviews, education verifications, and legally mandated records requests., • Experience working with persons of diverse socio-economic and ethnic backgrounds. LICENSE/CERTIFICATES • Use of a personal or company vehicle for CET business may be necessary in the performance of assigned duties such as attending meetings and events, recruiting, transporting students, picking up materials, and running errands., • The Human Resources Department may request copies of a valid driver’s license and proof of personal automobile insurance upon being hired and annually thereafter.
