Job Description PLATTE COUNTY BOARD OF SERVICES Developmental Disability Resources Since 1975 Job Description Position Title: Professional Manager CSS – Quality Assurance Department: Community Support Services Job Purpose: The Professional Manager CSS – Quality Assurance is dedicated to enhancing the lives of individuals with intellectual and developmental disabilities by overseeing the delivery of services in Day Habilitation, Community Networking, and Transportation. As a member of the leadership team, this role involves providing insights and recommendations, reviewing individualized service plans, and developing implementation strategies for the individuals served. The Professional Manager also drives continuous quality improvement efforts, ensures compliance with legal, contractual, and accreditation standards, and implements growth strategies while keeping staff informed. Evaluated By: Senior Professional Manager CSS – Quality Assurance Supervision Given: None Classification: Non-Exempt Qualifications: • Education in a related field with relative professional experience required, • Supervisory experience preferred, • Ability to communicate and enforce new ideas and processes, growth-minded, solutions oriented, • Superior oral and written communication skills in both internal and external settings, • Masterful organizational and leadership skills, demonstrated previous professional success, • Strong working knowledge of social services, consumer care, and regulations, • Must have ability to use computer and other electronic equipment, • Must have a desire to manage a team of staff supporting individuals with intellectual/ developmental disabilities and advocate for them in all possible ways, • Must embrace a person-centered philosophy, support the principles of the CMS Home and Community Based Services (HCBS) rule, and industry trends, • Knowledge of community and self-advocacy resources, • Must possess, maintain, and operate a personal electronic device for the purpose of communication, two-factor authentication, and tracking hours worked.Essential Functions:Promotes the PCBS Mission, • Embodies the PCBS Vision, Mission, and Values Statements, • Supports a Person Centered philosophy, • Ensures the human and legal rights of persons served are respectedProvides Leadership, • Builds an effective team by providing coaching to the Community Support Services team, • Develops teaching strategies to ensure excellence in delivery of services to all individuals, • Serves as an agent of continuous quality improvement and service innovation, • Ensures PCBS is providing community services in accordance with the Home and Community Based Services (HCBS) rule and according to the Charting Life Course curriculum, • Responsible for ensuring all PCBS requirements are met, submitting for approval strategies and data collection methods for all goals and outcomes, interpreting data to create reports and recommendations, • Ensures services meet DMH requirements as noted in associated DMH Manuals (Degree Professional Manger specifically), • Responsible for PCBS role in the development of the Individualized Support Plans for persons served, utilization and training for assistive/communication technologies, ensuring all PCBS requirements are met, developing strategies and data collection methods in Therap for all goals and outcomes, reviewing a representative sample of the bills of persons served, and quality assurance review of Professional Manager Monthly Summary providing additional comments and recommendations as necessary, • Conduct documented quarterly reviews of a representative samples of bills of the persons served that addresses whether the bills are accurate, trends, areas needing improvement, and actions to be taken., • Ensures all health and safety requirements are met as required by CARF and PCBS Policy, • Ensures compliance with HIPAA regulations, including PHI and ePHILeads a Positive Work-Environment, • Is an excellent team player, • Completes tasks on time and up to the expected standard, • Leads the team to work through disagreements with honesty and transparency fostering a trusting environment, • Leads teammates in a collaborative way that aids improvement of skills and outcomes, • Is a part of the PCBS Leadership Team which makes decisions about the direction of the organization, • Participates in various projects and committees as needs ariseSecondary Functions:, • Attends all meetings and agency functions as required, • Performs all other duties assigned by the Director of Community Support Services Physical Requirements/Working Conditions:, • Job demands include extended periods of sitting with some periods of standing and walking, • Will occasionally require light lifting, kneeling, stooping, crouching, or bending as appropriate, • Will possibly require some physical intervention if confronted by a person displaying combative or potentially dangerous behavior, • Will require periods of driving agency vehicles., • Office based role with noise from persons served, office machines, and telephones. Will have a substantial use of computers and/or other devices and screens. May be exposed to bloodborne pathogens, infectious diseases, and parasites.
